CBI had issued summons to Tapas Pal on December 27 in connection with the alleged scam, which is one of the cases of the chit fund scams being probed by the investigating agency. He was asked to appear before the agency at its office in Salt Lake today.

Jharkhand mine collapse: Nine workers dead, several feared trapped in Lalmatia colliery

Nine bodies have been recovered from a coal mine that collapsed late evening on Thursday in the Lal Matia colliery of Godda district in Jharkhand, reports said. Rescue operations are still on and several more are feared trapped inside.

“So far, nine bodies have been recovered,” RR Amitabh, a general manager at the ECL project office told Reuters.

While initial reports put the number of trapped at around 10, a CISF official told ANI that around 40-50 workers are suspected to be trapped inside the debris along with 40 vehicles of a private company operating at the site.

Coal India has a poor safety record, with 135 accidents reported last year, killing 37 people and injuring 141, the company said in a report, highlighting concern about working conditions.

IANS said that a heap of mud caved-in at the entry point of the colliery. Rescue operation could not begin due to night fog, the police said.

The incident, a government of India release said, took place at 7.30 pm on Thursday and that a control room has been set up at project office of Rajmahal Open Cast Expansion Project.

However, the exact number of people and vehicle trapped inside is not known. “This could only become clear after the rescue operation starts,” said Harilal Chauhan, Godda Superintendent of Police, earlier.

The locals said that there was a crack in the heap of mud which collapsed and blocked the entry point of the mine.

Mining operations were taking place about 200 feet beneath the ground. Though the cause of the accident is not known, the Ministry of Coal said that “prima facie…it could have been caused by a failure of the bench edge along the hidden fault line/slip”.

Police said that rescue operation is underway and that an NDRF team from Patna is already on its way to the site of the accident. It is expected to reach by noon, IANS said.

Meanwhile, according to The Indian Express, Jharkhand chief minister Raghubar Das directed the DGP and chief secretary to initiate relief and rescue operations at the earliest. “As of now, there are different versions of how many machines, vehicles and people are trapped. Relief and rescue operations are being initiated,” a police official told the newspaper.

Prime Minister Naredra Modi reportedly spoke with Das who announced ex-gratia of Rs 2 lakhs to the dead and Rs 25,000 to those injured in the accident. Das also tweeted saying:

Meanwhile, Ministry of Coal said that an Inquiry has been ordered in the incident by the director general of mines safety and CIL has constituted a high-level committee of experts to investigate into the causes of the accident. THE ECL also announced an ex-gratia compensation of Rs 5 lakhs each to the family of the deceased.

Some of the injured are being treated in a nearby hospital, ANI tweeted.

Mine roof collapses in Dhanbad

In another incident, four workers suffered injuries, two of them seriously, when the roof of a mine partially collapsed at Putki Balihari area in Dhanbad district on Friday, PTI reported. The mine falls under Bharat Coking Coal Limited (BCCL), a subsidiary of Coal India Limited.

A senior district official said the four contractual workers were taking cable to a shaft of the hydro mines in lift when a part of the roof suddenly caved in trapping them.

The four were rescued and taken to a hospital where the condition of two of them was stated to be serious, the official said.

While the cause of the collapse in the Dhanbad mine is being looked into, more details are awaited of the mine collapse in Godda district.

Kanpur Train Accident: Two killed, 44 injured in Sealdah-Ajmer Express derailment

Fifteen coaches of the Ajmer-Sealdah Express, Train number 12987, derailed near Rura, around 70 kilometres from Kanpur, on Wednesday, PTI reportd. It was initally reported that two people were dead and 26 were injured. Railways, however, later confirmed that no deaths have been reported and put the number of injured at 44.

While Kanpur IG Zaki Ahmed told PTI that two people have been killed in the mishap, railways are yet to confirm the same.

The Kanpur train accident took place when the train was crossing a bridge overhead a dry canal in the area, Northern Central Railways PRO Amit Malviya said. According to reports, rail traffic between Etawah and Kanpur is affected.

Speaking to ANI, Anil Saxena, ADG, PR Railway said, “No casualties have been reported so far. Ambulances are already on the spot and rescue work is in progress. A medical train from Kanpur has also arrived on the spot. All trains between Etawah and Kanpur are affected, and we are trying to divert them to an alternate route.” Saxena also told ANI that:

Ahmed told PTI that 13 sleeper coaches and two general coaches of the train derailed in the accident. The injured have been rushed to a nearby hospital. Rescue and relief operations have been started at the accident spot with the district health department dispatching 14 ambulances and relief teams from Kanpur and Tundla, he said.

Buses have also been plied to drop the stranded passengers from the spot to Kanpur railway station.

The Delhi-Howrah route via Kanpur has been temporarily closed and the Shatabdi express from Delhi to Kanpur has been cancelled, Malviya said.

As per local sources, a few of the bogies of the train also fell into a canal, travellers stuck in it were yet to be rescued soon till 8 am, Times Now said.

Meanwhile, railway minister Suresh Prabhu said has announced an ex-gratia to the injured, on Twitter. He said, “I have directed CRB, all senior officials to personally ensure best possible help,” he tweeted, adding that a thorough investigation will be carried out to ascertain the cause. He also tweeted:

According to local police, the railway authorities have not arrived on the spot. The reason for the accident is not known as yet.

The Indian railways has also announced that four trains — 12826/Jharkhand Sampark Kranti Express, 12382/Poorva Express, 12312/Kalka Mail, 12488/Seemanchal Express — have been diverted.

The Railways have issued the helpline numbers for Kanpur — 0512-2323015, 2323016, 2323018 and for Allahabad — 0532-2408149, 2408128.

Three people were killed and 12 injured in a building collapse in the Mankhurd suburb of Mumbai on Thursday, ANI said on Twitter.

According to reports, the incident took place in the early hours on Thursday in Maharashtra Nagar, Mankhurd.

Per a report published on NewsX, two firefighting vehicles and two ambulances were rushed to the spot to take care of the casualties.

However, the reason for the collapse of the building is still not known. The local authorities are further investigating the matter, the NewsX report added.

AgustaWestland scam: CBI seeks custody of ex-IAF chief SP Tyagi for seven more days

Probing the AgustaWestland chopper scam, the Central Bureau of Investigation (CBI) on Wednesday sought extended custody of former chief of air staff Air Chief Marshal (Retd.) SP Tyagi and other accused for seven more days from the Patiala House Court in Delhi.

According to ANI, the CBI in court said that a senior official from AgustaWestland had met Tyagi at his residence, which was an abuse of his official position. It also informed the court that some material were in possession of the investigating agency from Switzerland, Italy and other countries for which more time for custodial interrogation of the accused is needed.

The defence counsel for the former Air Force chief was, however, unhappy with the CBI and said that the agency is detailing out the nature of material available with them only to help the media, the ANI said.

On Saturday, the former IAF chief said the changed specification of VVIP helicopters, especially the reduction in service ceiling, were made under the advice of the Prime Minister’s Office (PMO), after which the court sent him to CBI custody till 14 December in the Rs 3,767-crore AgustaWestland helicopter case.

“The PMO then advised to keep the minimum mandatory requirement of the service ceiling of the helicopters to 4,500 metres (from the earlier 6,000 metres),” Tyagi’s defence counsel N Hariharan told the court while opposing the CBI plea seeking custodial interrogration of the accused.

However, putting aside the submissions, metropolitan magistrate Sujit Saurabh allowed CBI to quiz Tyagi, his cousin Sanjeev Tyagi alias Julie Tyagi, and Delhi-based lawyer Gautam Khaitan till 14 December even as the agency sought 10 days custody to unearth bribery charges, saying a huge amount was routed to India through various companies.

“Considering the serious nature of the allegations and gravity of the matter, I am of the considered opinion that police custody for the accused is required for fair investigation,” said the magistrate after a two-hour-long argument between counsel of the CBI and the accused.

The agency told the court that crucial information was collected from three countries — Italy, Switzerland and Mauritius — via letters rogatory and the accused are required to be confronted with it to unearth the larger conspiracy in the deal.

Telling the court that regular meetings were taking place between senior officials of AgustaWestland and SP Tyagi with the help of Sanjeev Tyagi, the CBI has alleged that a conspiracy was hatched to reduce the service ceiling of the helicopters after which AgustaWestland became eligible to supply a dozen helicopters for VVIP flying duties.

It told the court that the words “at least twin engine” were inserted in the amendment proposal in 2005 for procuring VVIP helicopters to bring AgustaWestland into the eligibility criteria, adding that the changes were made deliberately as AgustaWestland helicopters had three engines and a service ceiling of 4,500 metres.
Claiming innocence in the case, the former IAF chief’s defence counsel Hariharan apprised the court that it was a collective decision to procure VVIP helicopters.

Denying the charges, he opposed the request of custodial interrogation, saying that the probe agency had not given any specific and vital point for seeking remand. Countering the CBI allegations, Tyagi said that, as IAF chief 2004-2007, he had nothing to do with the deal and the decision was taken collectively in in consultation with then Defence Ministry, the Special Protection Group and the PMO.

The decision came during the tenure of Manmohan Singh but was axed in January 2013 when the corruption allegations surfaced.

The CBI told court that in 1999, the government decided to phase out the old helicopters as they were not fit to reach high-altitude areas, and the Defence Ministry in 2002 issued global tenders for procuring new VVIP helicopters in which 11 companies participated including AgustaWestland.

However, AgustaWestland could not qualify for the shortlisted companies as it could not meet the eligibility criteria.

“Therefore a conspiracy was hatched by the accused person to help AgustaWestland win the chopper contract by making change in the operational requirements,” contended the CBI, saying Italian nationals and middlemen Carlo Gerosa and Guido Haschke were in constant touch with Tyagi’s cousin to influence the bidding, and also accessed crucial information.

The middlemen told Sanjeev Tyagi that they had a good contact with Giuseppe Orsi and Bruno Spagnolini, then CEOs of the Italy-based Finmeccanica and Britain-based AgustaWestland, which is a subsidiary of the former, and could fix the meeting with them, CBI disclosed.

All the accused, companies included, were booked for criminal conspiracy, cheating and under the Prevention of Corruption Act.

Hyderabad building collapse: One dead,10-12 people feared trapped

Six slabs have fallen on one another. Neither me nor you can say… It would be known only after the slabs are removed, how many workers are there. Some say six persons have died and some say seven died. Nobody knows how many were there and how many killed, but truth would come out only after the slabs are lifted,” he said. The immediate priority right now is to remove the debris and ascertaining how many were trapped, he said. The government would act tough against those responsible for this tragedy for any violation of rules, the Excise Minister said.Expressing anguish on the collapse of the multi-storey building, Chief Minister K Chandrashekar Rao directed ministers from the city to take care of the rescue and relief operation.He also directed officials to take the help of NDRF personnel.

Padmanabhaswamy Temple dress code: Kerala HC upholds ban on salwar kameez

In a judicial order which can potentially raise a storm across the country, a divisional bench of the Kerala High Court on Thursday, ordered that women should not be allowed to wear salwar kameez and churidar inside the Sri Padmanabhaswamy temple, an ANI report said.

The latest order also states that the decision of the tantri or chief priest is final and the Temple Board does not have the authority to make the rules, a Mathrubhumi report said.

The order claims significance as last month, the temple executive officer of the renowned temple, broke age-old traditions allowing women wearing churidar or salwar kameez to enter the temple. This step was taken after the high court intervened following a petition by a woman devotee Riya Raj, The Indian Express reported.

The new petition was filed by private parties challenging the Kerala High Court’s November order.

According to this NDTV report, many members of the administrative board, which includes temple priests as well opposed the move and urged to continue the tradition.

However, just days after the November order, the new dress code was withdrawn by the temple board after protests from Hindu organisations, The Indian Express added.

According to traditions, only women wearing a saree, dhoti or long skirt are allowed to enter the temple premises, the NDTV report added.

I-T dept rejects fake disclosure of Rs 2 lakh crore under IDS by Mumbai family

Looks like the Income Tax Department has found another bogus declaration under the Income Disclosure Scheme (IDS) that the Narendra Modi government had launched on 1 June to give tax evaders a chance to escape any action after paying 45 percent total tax.

The Income Tax department on Monday rejected another fake disclosure totalling Rs 2 lakh crores, by a Mumbai-based family of four, ANI tweeted on Sunday.

According to the news agency, the IT-department has rejected a declaration of Rs 2 lakh crore by a Mumbai-based family of four and has commenced enquiries into these declarants.

“Abdul Razzaque Mohammed Sayed (self), Rukhsana Abdul Razzaque Sayed (wife), Mohammed Aarif Abdul Razzaque Sayed (son) and Noorjahan Mohammed Sayed (sister) from Mumbai, had filed a total declaration of Rs 2 lakh crore,” ANI said.

According to ANI, investigations from the income separtment had revealed the declarants to be persons of suspicious nature, and with very small means. The declarations were rejected because the department suspected that they could be misused.

The I-T department had received another bogus declaration of Rs 13,860 crore from a Gujarat-based businessman, named Mahesh Shah, who had vanished just days before the date of paying interest on the disclosed income. Shah, however, appeared on a television channel on Saturday, and was, thereafter, arrested by IT sleuths.

The news agency also informed that the department had knowingly kept declarations from Mumbai and Ahmedabad pending, and didn’t include them in the total value of declarations (Rs 65,250 crore) that was announced on 1 October.

We will soon have a national meeting of BMMA and decide about our next step. “After offering prayers, the group enjoyed a qawwali performance in the dargah.On October 24 this year, the Haji Ali Dargah Trust had told the Supreme Court that it was ready to implement the Bombay High Court’s order to allow entry of women into the sanctum sanctorum of the shrine located in South Mumbai and had sought four weeks for infrastructural changes to make arrangements for it.A Bench led by Chief Justice of India TS Thakur was hearing a plea by the Haji Ali Dargah Trust challenging the Bombay High Court’s ruling to provide equal right of entry to both women and men in the dargah’s sanctum sanctorum.On August 26, the Bombay High Court held that the ban imposed by the Trust, prohibiting women from entering the sanctum sanctorum of the Haji Ali Dargah, contravened Articles 14, 15 and 25 of the Constitution and said women should be permitted to enter the sanctum sanctorum like men.Noorjehan Niaz and Zakia Soman, founders of the Bharatiya Muslim Mahila Andolan (BMMA), had petitioned the Bombay High Court against the ban, calling it unconstitutional.Bhumata brigade chief Trupti Desai had also said the Supreme Court’s decision should act as a guidance for the nation to allow the entry of women in all temples.Speaking to ANI, Desai said, “Those trustees who opposed our movement and did not allow us to enter the dargah, they had to bow down in front of us. The decision of the Supreme Court should act as an inspiration for the nation and to all temples where women are dishonored and not treated at par with their male counterparts.”(With ANI inputs)

BSF foils border infiltration bid in Samba district of Jammu; two militants killed

Security forces killed two militants early Tuesday morning when a group of militants tried to sneak in from Pakistan through the International Border near a border outpost in Samba district Jammu.

According to ANI, the firing is over and the area is being sanitised.

According to reports, the two militants were killed following a “heavy firing exchange” with the Border Security Force (BSF).

The BSF noticed some suspicious movement in the general area of Border Out Post Chamliyal in Samba, Jammu and Kashmir. The area was immediately cordoned off. When challenged, BSF patrol was fired upon by miscreants holed up in a tube well pumphouse, reported ANI.

According to PTI, a BSF jawan was injured in the gunbattle with the infiltrating group of militants.

The infiltration bid on the border in Jammu came amid a fierce gunbattle between security forces and heavily armed militants who opened fire on an army camp in the garrison town of Nagrota near Jammu.

The Gujarat Government had earlier told the top court division bench that the rape case registered against Asaram would very likely proceed in an expeditious manner, adding that the trial would be completed within six months so the bail should not be granted to him in the case.The apex court had earlier this month sought the response of the Centre and five states on a plea seeking a Central Bureau of Investigation (CBI) probe into the alleged murder of children through black magic and attacks on ten witnesses in Asaram Bapu rape cases.

Punjab: Armed men break into Nabha jail, free Khalistan Liberation Force chief Harminder Singh Mintoo

Ten armed men reportedly broke into the Nabha jail in Punjab on Sunday morning and freed Khalistan Liberation Force chief Harminder Singh Mintoo and four other gangsters from the prison. High alert has been sounded in Punjab, reports ANI.

Reports also said that the armed men were wearing police uniform and fired over over 100 rounds of ammunition at police personnel. ANI reported that the police are now at the spot and a probe has been initiated.

The four other gangsters who have been freed are Gurpreet Singh, Vicky Gondar, Nitin Deol and Vikramjeet Singh, according to ANI.

Chandigarh Tribune also reported that DGP law and order HS Dhillon has confirmed the jailbreak.

Several check posts have been set up across Punjab, reported CNN-News18.

The news channel also reported that Mintoo was a high-profile criminal who had links with the Inter-Serivces Intelligence (ISI) in Pakistan. Mintoo was arrested by Punjab Police from Delhi’s IGI Airport in 2014, in connection with 10 cases, including the 2008 attack on Sirsa-based Dera Sacha Sauda chief Gurmeet Ram Rahim Singh and recovery of explosives at Halwara Air Force station in 2010.

This incident took place in a maximum security prison at around 8.30 am.

Demonetisation: SC refuses Centre’s plea to transfer PILs against currency ban

As queues outside ATMs and banks continue to cause inconvenience to citizens, the Supreme Court once again refused the Narendra Modi government’s request to stay proceedings challenging the demonetisation move on Wednesday, saying that people may get immediate relief from them.

The SC was hearing arguments of Attorney General Mukul Rohatgi, who had filed a transfer plea before the apex court, seeking a stay on all pending pleas against demonetisation, after PILs were filed against the move in different high courts across India.

Arguing on behalf of the government, Rohatgi told the apex court on Wednesday that “more than Rs 6 lakh crores has been deposited in banks” since the demonetisation move was announced on 8 November and that “it expects to collect Rs 15 lakh”.

According to ANI, he said that there is no shortage of new currency notes, but accepted that the government is facing problem in transportation new notes. However, “People should not panic,” Rohatgi said.

The Attorney General also informed the apex court that the government has taken sufficient measures to benefit farmers, ANI said.

Speaking of how the move has pushed the citizens to adopt digital means, according to ANI, Rohatgi told the SC that the move has led to a “big surge in digital use of money transaction” and that the government has “set up a committee which will assess the ground situation across the country on demonetisation move”.

Prime Minister Narendra Modi had demonetised old notes of Rs 500 and Rs 1000 on 8 November in an evening television broadcast in order to curb black money, corruption, fake currency and terror finance.

Earlier, the SC had questioned the steps taken by the Centre, saying: “What is the difficulty?” However, it had also refused to stay the government notification demonetising Rs 500 and Rs 1,000 currency notes. It had told the government to reduce the inconvenience of the people, saying “you cannot have surgical strike” against them.

The apex court has fixed 2 December for hearing Centre’s plea to transfer all pleas on demonetisation issue to either apex court or to one of the HCs.

Tamil Nadu CM Jayalalithaa shifted to normal ward from ICU

NIA’s FIR against Zakir Naik is illegal, says his counsel

<!– /11440465/Dna_Article_Middle_300x250_BTF –>Mobin Solkar, the counsel for controversial Islamic preacher Zakir Naik, on Saturday said the case filed by the National Investigative Agency (NIA) against his client under the Unlawful Activities (Prevention) Act (UAPA) is illegal, as the Supreme Court, earlier granted a stay in a similar case, and hence, any fresh complaint on the same grounds would stand void.”Earlier in the year 2012 an FIR was registered by the office bearers of some organisation against Zakir Naik under section 153 A and in response we filed a petition in the Supreme Court and the court granted stay to all those proceedings in the FIR. So fresh FIR for the same offence is not maintainable in law so they cannot be two FIR for one offence,” Solkar told ANI.Solankar further maintained that from 2012 till date, Dr. Naik has not given any lecture which can be a cause of action for filing a fresh FIR against him. He, however, conceded that the investigative agency is entitled to search and visit the premises of the Islamic Research Foundation (IRF), owned by Naik, and the organisation would comply with all the investigative processes carried out by the NIA.”The NIA, irrespective of the legality of the FIR, is empowered to investigate the matter and they are carrying out their investigation and we are ready to cooperate as far the investigation is concerned. 13 feared dead in fire at Ghaziabad factory

Why bind ourselves to ‘no first use policy’, says Parrikar on India’s nuke doctrine

In what could intensify the ongoing tension between India and Pakistan manifold, Defence Minister Manohar Parrikar on Thursday said that he sees no reason why India should bind itself a ‘no first use policy’ on nuclear weapons.

Explaining the need to be unpredictable in warfare strategy, according to PTI, Parrikar said: “Why should I bind myself? I should say I am a responsible nuclear power and I will not use it irresponsibly. This is my (personal) thinking.”

India had declared a “no first use” nuclear policy following the nuclear weapons test in 1998. However, its arch-rival and nuclear-armed state Pakistan has no such policy.

Though the minister clarified that the remarks were personal in nature, and the nuke doctrine has not changed in the government, giving up the “no first use policy” could prevent “hoax” threats.

“It has not changed in the government. It is my concept. As an individual I also get feeling. I am not saying you have to use it first. Hoax can be called off,” PTI quoted the minister where he also added that prior to the surgical strike, the Pakistan defence minister used to threaten India with the possible use of tactical nuclear weapons.

“From the day surgical strike happened, no threat has come. They realised that we can do something which is not well defined,” he said.

“Necessarily if there is any question or danger to the country, I will not open the book first,” ANI tweeted.

However, soon after Parrikar’s interview was aired on television, according to ANI, the Ministry of Defence, issued a statement saying that the views expressed were the minister’s personal views and not his official stand on the issue. “What Defence Minister Parrikar said was his personal opinion and not the official position. What he said was that India being a responsible power should not get into 1st use debate…,” the news agency tweeted.

Although, the defence ministry was quick to call the opinion minister’s “personal” one, this kind of assertion could potentially hamper India’s bid to the elite Nuclear Suppliers Group member as few countries including China are playing hard ball.

The prescribed standards of PM 2.5 and PM 10 are 60 and 100 respectively, and anything beyond that can harm the respiratory system as the ultra fine particulates can embed deep into the lungs and also enter the bloodstream.

Rocky Yadav, son of suspended Janata Dal-United MLC Manorma Devi and Bindi Yadav, a politician with a criminal past, is accused of shooting Aditya Sachdeva on 7 May following an altercation over overtaking his vehcile. Manorma and Bindi were accused of sheltering him, and recently enlarged on bail as well. Rocky had absconded after the murder, allegedly with the help of his parents.

According to IANS, Rocky had confessed killing Sachdeva to the police, and was lodged in the Gaya Central Jail along with his father Bindi Yadav, Bindi Yadav’s bodyguard Rajesh Kumar and a cousin, Teni Yadav. All of them are accused in the murder case. Following the public outcry over Aditya Sachdeva’s murder, the ruling JD-U had suspended Manorama’s membership.

Bihar Chief Minister Nitish Kumar had assured the parents of the victim that justice will be done in the case, when he had visited their house in Gaya town in June.

“We need answers, high court gave decision in his (Rocky Yadav) favour without even opening the case. Bohot ghalat hua hai, humare bachhe ke saath insaaf hona chahiye. Hume sarkar se ummeed thi (This is very bad thing happened to our child. Our child should get justice. We had hopes from the government),” Sachdeva’s mother told ANI.

During the hearing, Rocky’s lawyer YV Giri argued that there is no direct evidence of his client’s involvement in the incident, PTI reported on Wednesday. Opposing the bail plea, government advocate Dilip Kumar Sinha told the court that Rocky Yadav was the main accused in the case.

After hearing arguments the court had granted bail to Rocky Yadav.
