Mahim subway reopens today for public use, to be guarded by BMC

<!– /11440465/Dna_Article_Middle_300x250_BTF –>The shuttered Mahim subway is open for public use from Tuesday, and this time with security guards provided by the Brihanmumbai Municipal Corporation (BMC).The 4,000 sq feet subway which connects Veer Savarkar Marg with Muhammad Ali Rogey Nakhuda garden at Lady Jamshedji Road junction, is the second subway in the city which has security guards. The subway is unshuttered in the morning by Advance Locality Management (ALM) members, residents of Mahim with of G-North ward officials. There are two security deployed by the civic body who will work shift wise, 12 hours shift each. However, BMC feels that the security guards for the subway will not serve the purpose. Taking consideration the high pedestrian volume on Lady Jamshedji Road, BMC constructed the subway in 2008. It was inaugurated in September, 2008, but was shuttered immediately for security reasons. In redux, it was opened in February 2016, however, was again shut a day later. The residents of Mahim have been demanding security at the subway.“In February when the subway reopened, the next day we saw the railing of staircase were destroyed. Thus, considering the safety of citizens, we decided that security is must for the subway. Accordingly, we met Municipal Commissioner Ajoy Mehta, who then passed orders to provide security guards”, said Anwar Shaikh, chairman of Dargah street ALM.Irfan Machiwala, a social activist in Mahim said, “The BMC has taken loan of Rs 3 crore from World Bank for constructing this subway. If it is not ustilised by the public, what is the use of building it. We demanded for security as the area has many drug addicts which can be safety threat for the pedestrians. As the civic body has provided security, we are happy that the subway will be used by pedestrians now. The Lady Jamshedji Road has traffic issues, thus, this subway will be of great convenience, specially for school children”, he added. However, the Assistant Commissioner of G-North ward, Ramakant Biradar said that it is not BMC’s responsibility to provide security for subways, skywalks etc. If the residents feel insecure, then they have to ask police to provide security. “We have appointed security guards at Mahim subway just because the residents demanded. But, it is hardly of any use. In any criminal incident, the BMC security guard has authority to take any action. It will anyways be onus of the police”, Biradar told DNA.The Mahim subway which was planned almost a decade ago from Veer Savarkar Marg to Lady Jamshedji Road, Saint Micheal School, taking into consideration the traffic issues in the area and heavy pedestrian volume. However, less than the length of the planned subway was constructed in 2008, which was till Muhammad Ali Rogey Nakhuda garden on Lady Jamshedji Road junction. But due to the shoddy planning of BMC, the construction of the remaining stretch was left incomplete.

<!– /11440465/Dna_Article_Middle_300x250_BTF –>The Ministry of External Affairs on Friday condemned expulsion of Indian High Commission staffer in Islamabad, saying Pakistan’s action confirmed that it continued to be in denial of its anti-India activities.India on Thursday declared a Pakistan High Commission staffer in New Delhi as persona non grata for espionage activities after he was caught by Delhi Police with sensitive defence documents, including deployment details of BSF along the Indo-Pak border. Following that, in a tit-for-tat action, Pakistan declared Surjeet Singh, an Indian High Commission official, as persona non-grata and asked him to leave the country within 48 hours. The government said that Pakistan gave no justification for expelling Surjeet Singh. “Government notes with regret the Government of Pakistan’s decision to declare Shri Surjeet Singh, Assistant Personnel and Welfare Officer in the High Commission of India in Islamabad, persona non grata and expel him and his family members. In 2009, Embraer paid an agent US $5.76 million pursuant to a false agency agreement with a shell company in connection with a contract it secured to sell the IAF three aircraft for approximately US $208 million, the Justice Department said.”Embraer paid millions of dollars in bribes to win government aircraft contracts in three different continents,” said Assistant Attorney General Leslie R Caldwell.”Embraer tried to bribe their way into several profitable aircraft contracts around the world,” said Assistant Special Agent in Charge William J Maddalena.According to court documents, on July 3, 2008, Embraer executed a contract to provide three highly specialised military aircraft to the IAF for nearly USD 208 million. In connection with the deal, it retained the services of an unknown agent identified in the court as “Agent D” pursuant to a 2005 agency agreement.”It later paid US $5.76 million to Agent D pursuant to a false agency agreement signed in or around 2008,” federal prosecutors alleged.Federal prosecutors said in January 2005, Embraer executed an agency agreement with a shell company domiciled in the UK and affiliated with Agent D (although the name never appeared in the agreement).Under the agency agreement, Embraer agreed to pay the shell company a commission of nine per cent of the value of any defence contracts Embraer obtained in India because it believed the agent could help ensure that any contract would be awarded on a single-source, rather than competitive, basis.”Embraer personnel thought the agreement with Agent D was illegal under Indian law and thus took steps to conceal its existence, including secreting the sole fully-executed version of the agreement in a safe deposit box in London that could be opened only when both an Embraer employee and Agent D or an associate of Agent D were present,” federal prosecutors said.Less than a month after executing the agency agreement with the shell company, on February 8, 2005, Embraer announced that it had signed a memorandum of understanding with Defence Research and Development Organisation to support the development of a new early warning radar system for the IAF which Embraer believed could ultimately result in it securing a contract for the sale of three Embraer-145 aircraft. The agreement for purchase of three planes for IAF was signed on July 3, 2008. The very next day, on July 4, 2008, Agent D contacted Embraer employees and demanded payment of the commission pursuant to the contract.”Agent D continued making demands for payment and, in or around February and March, 2009, an Embraer executive met with lawyers representing Agent D to discuss Agent D’s payment demands. Following these discussions, Embraer executives agreed to pay US $5.76 million to Agent D to settle the claim,” court papers said.To conceal the payment Embraer created a false agency agreement. On November 21, 2009, more than a year after it was awarded the India contract, Embraer through its wholly-owned subsidiary – ECC Investment Switzerland AG – executed an agency agreement with a shell company domiciled in Singapore and affiliated with Agent D for its purported services as an agent in a sale Embraer had made to an unrelated customer in another country that had purchased an Embraer aircraft more than a year earlier in July, 2008.”The Singaporean shell company never performed any services related to that sale or to the sale to the Indian Air Force,” US federal prosecutors alleged.”The same day that the agency agreement was executed, the Singaporean shell company delivered three invoices to ECC, each for US $1.92 million. Embraer, through ECC, remitted three payments to the shell company shortly thereafter. Embraer’s books and records did not reflect that this transaction was related to its arrangement with Agent D,” the Justice Department alleged.

Border dispute, ’emerging new issues’ major challenge for ties with India: China

China has said the vexed border dispute with India and some ’emerging new issues’ pose a ‘major challenge’ to the development of bilateral ties.”As the two neighbouring countries, China and India have historical issues such as the border dispute and also some emerging new issues with the development of the relations between the two countries. How to deal with these issues is a major challenge for the relationship between the two countries,” Chinese Assistant Minister for Foreign Affairs Li Huilai said.<!– /11440465/Dna_Article_Middle_300x250_BTF –>”The two sides have agreed to strengthen communication and dialogue, and to seek a fair, reasonable and mutually acceptable solution through friendly consultations, and to manage and control these issues so that the overall development of the relationship between the two countries is not affected,” he told PTI.The Minister, however, did not specify what are the “emerging new issues” faced by the two countries.Finance Minister Arun Jaitley, who was on a five-day visit to China last week, had said on Friday that the differences between India and China on the boundary issue and other matters may have “some marginal effect” on bilateral trade but businesses between the two sides have been expanding. The two countries held talks in April this year to resolve the vexed border dispute. While China claims the border dispute is confined to 2,000 kilometres, mainly Arunachal Pradesh in eastern sector which it claims as part of southern Tibet, India asserts the dispute covered the whole of the Line of Actual Control (LAC) including the Aksai Chin occupied by China during the 1962 war.The Chinese Assistant Minister also said that the main task that lies ahead for both China and India is to implement the consensus between leaders of both countries and strengthen the good momentum of the development in their ties.”Over the past years, China and India have kept their relationship developing in a sound and steady manner. The leaders of the two countries have successfully exchanged visits and met repeatedly, reaching an important consensus on deepening the strategic partnership between China and India and building a closer partnership for development,” said Li.Asked why Beijing blocked India’s bid to get Jaish-e- Mohammed chief Masood Azhar banned by the UN, he said, “China supports the fight against terrorism in all forms and advocates strengthening international counter-terrorism cooperation. We support the UN in playing a central coordinating role in the international counter-terrorism campaign.””The Chinese side always follows facts and fairly handles the listing matter of the 1267 Committee in accordance with the Security Council resolutions and rules of procedure. China is in sound communication with all parties including India on this matter. We also encourage direct communication of the parties concerned and enhancing mutual understanding, and work to resolve differences through dialogue and consultation,” Li said.Replying to a question on China’s opposition to India’s entry into the elite Nuclear Suppliers Group (NSG), when most of its members, including the US, are in its favour, he said, “NSG members remain divided on the NSG membership of non-NPT countries. Therefore, we call for further and thorough discussions within the group in order to make decisions based on consultation.””China’s position applies to all non-NPT countries and targets no one in particular. The fact is that many countries within the group also share China’s stance,” he said.

Defying China, Pak, US supports India’s entry into NSG

The US have backed India’s claim to the membership of the Nuclear Suppliers Group (NSG), the 48-nation bloc that trade nuclear supplies among themselves.”I’d point you back to what the president said during his visit to India in 2015, where he reaffirmed that the US view was that India meets missile technology control regime requirements and is ready for NSG membership,” US State Department Spokesman John Kirby told reporters in Washington on Thursday, while replying to a question on Pakistan and China joining hands to oppose India.<!– /11440465/Dna_Article_Middle_300x250_BTF –>The US support came on Friday, amidst China’s claim that it had the support of several NSG members that didn’t want India to join the group.Pakistan and China are reportedly lobbying against India on this and Sartaj Aziz, Pakistan PM Nawaz Sharif’s advisor on foreign affairs, recently said that China was helping Pakistan to block India’s bid for NSG.Notably, US State department’s remark also came a day after Assistant Secretary of State for South and Central Asia Nisha Desai Biswal told the US Congress that a substantial progress has been made on the US-India civil nuclear deal and also close on the heels of the two nations agreeing in-principle to sign the Logistics Exchange Memorandum of Agreement (LEMOA) in April that will allow military logistic sharing. The US also helped India in getting a waiver from the NSG on the civil nuclear deal as India has neither signed the Nuclear Non-Proliferation Treaty (NPT) or the Comprehensive Test-Ban Treaty (CTBT), considered a basis for NSG membership. India, though recognises the NSG consensus.Apart from India, other UN members that have not signed the NPT are Pakistan, Israel and South Sudan. The NSG membership will help India’s nuclear energy programme as it will allow it to tap the global market.UN Security Council permanent members UK, France and Russia too have extended support in the past to India’s NSG bid.
