Nobel laureate Amartya Sen today said he felt the demonetisation decision was taken hurriedly without thinking about its consequence. “I don’t think that this (demonetisation) decision was taken after considering all sides. It was taken hurriedly without thinking of consequences,” he told media persons here.

“So far economics is concerned I find no reasoning behind this decision. It will have adverse effect,” Sen said.

The Nobel laureate, who chairs Pratichi Trust, which works in the areas of health and education with special emphasis on gender equality, said implementation of midday meal project is not up to the mark in West Bengal.

“This project is very successful in Tamil Nadu, partly in Uttar Pradesh and other states. But in West Bengal the performance is average,” he said after attending a programme of the trust here.

Apple Inc (AAPL.O) will trim production of iPhones by about 10 percent in the January-March quarter of 2017, the Nikkei financial daily reported on Thursday, citing calculations based on data from suppliers.The company had slashed output by 30 percent in January-March this year due to accumulated inventory, the paper said. Apple’s shares were down 0.84 percent in midday trading, in line with the Nasdaq stock index.

An Apple spokeswoman declined to comment on the report.

JERUSALEM Israel’s anti-terrorism directorate issued a travel warning for India on Friday, citing an immediate threat of attack to Western and tourist targets, particularly in the south-west of the country.”A particular emphasis should be put on events in the coming days in connection with beach and club parties celebrating the New Year where a concentration of tourists will be high,” part of the warning said.The statement recommended that tourists avoid participation in such parties. It also called on families in Israel to contact their relatives in India and tell them of the threat.In addition, it recommended avoiding markets, festivals and crowded shopping areas. Unusually, the warning was published on Friday evening in Israel, after the start of the Jewish Sabbath, when government offices close for business.

The directorate did not say what prompted the warning.In 2012, the wife of Israeli diplomat stationed in India, her driver and two others were wounded in a bomb attack on her car. Israel and India share close military ties.

Six people died in a fire that broke out in a Pune bakery early morning on Friday, reports said.

According to DNA, the incident took place in a Cakes and Bakes outlet near Talab company in Kondhwa Khurd locality of the city. Six employees working in the bakery were charred to death, it said.

Though the exact reason for the fire is not known, according to MaharashtraToday.in report, a short circuit is reportedly believed to have caused the fire. “The bakery was locked from outside and so the workers got trapped inside and died in the fire,” it said.

A video shared by YouTube shows the fire spreading to nearby shops. Firstpost, however, couldn’t independently verify the authenticity of the video.

In what came as another blow to Railway Minister Suresh Prabhu’s efforts to modernise and improve India’s railway system, 15 coaches of the Ajmer-Sealdah Express derailed near Rura — near Kanpur — on Wednesday. The coaches included 13 sleeper coaches and two general coaches.

The incident took place reportedly at 5.22 am as the train was crossing a bridge over a dry canal in the area.

Forty-four people were injured in the accident apart from the deceased.

Unfortunately, however, for Prabhu and his ministry, this is the latest in a series of train accidents that have occurred all over India in 2016:

The railway minister, along with the Indian public at large, will be hoping that 2017 proves to be a much safer year for rail transport in the country.

On Tuesday, a Jet Airways flight from Goa to Mumbai skidded off the runway at Goa’s Dabolim airport, reported ANI. The flight 9W-2374 veered off the runway due to some technical glitch. There were 161 people onboard the flight, including the crew members.

Some people sustained minor injuries. According to ANI, all the passengers were safely evacuated.

Jet Airways issued a statement saying, “All guests and crew have been safely evacuated. Few guests have sustained injuries during the evacuation process.”

The airport will remain shut till 12.30 pm.

CAIRO Egypt confirmed on Sunday that it had arrested an Al Jazeera news producer, accusing him of “provoking sedition” on behalf of the Qatar-based broadcaster that it considers a mouthpiece of the banned Muslim Brotherhood. Judicial sources said Mahmoud Hussain, who was detained on Friday, was being held on charges of disturbing public security and spreading false news.The Interior Ministry said in a statement that Al Jazeera officials “had ordered some individuals collaborating with the channel inside the country to continue implementing its media plan of provoking sedition, incitement against the state, and spreading chaos through broadcasting false news.” It identified Hussain as a person implementing that plan for the channel which is not allowed to operate inside Egypt.

Al Jazeera was not immediately available for comment.Egypt has arrested several Al Jazeera reporters over the past two years, raising concerns over media freedoms in the country.

In May, a Cairo court recommended the death penalty against two of them, charged in absentia with endangering national security by leaking state secrets to Qatar.The Brotherhood is a Qatar-backed movement that President Abdel Fattah al-Sisi has cracked down on since an army takeover in 2013 stripped former president Mohammed Mursi – a prominent member of the group – of power following mass protests against his rule.

A lady police constable was attacked with acid by unknown assailants in Vellore city of Tamil Nadu on Friday, reports said.

According to PTI, the incident took place at Tiruppattur in Vellore district. The constable, named Lavanya suffered injuries on her face and right hand, police said. She has been admitted to a nearby hospital.
A probe is on to ascertain the reason for the attack and nab the culprits. According to ANI the Tamil Nadu Police has formed a special team to nab the culprits.

New Delhi: Around 400 army personnel have been deployed for security at the currency printing presses in Salboni in West Bengal and Dewas in Madhya Pradesh.

Army sources said that the soldiers were deployed in wake of security consideration around the press that prints the new currency notes.

The troops deployed are from army’s Eastern and Central Command.

The Dewas Security Press is printing new Rs 500 currency notes whereas new Rs 2,000 and Rs 100 notes are being printed in Salboni.

“Keeping in view the security consideration of such sensitive location, army personnel have been deployed at printing presses,” sources said. The government has already deployed transport aircraft C-17 Globemasters and C-130 J Hercules of the Indian Air Force to ferry currency from the printing presses across the country. The IAF continues to make sorties carrying new currency.

The Modi government had demonetised Rs 500 and Rs 1,000 notes on November 8 and had introduced new Rs 2,000 and Rs 500 notes.

The report emphasised on the need to provide ‘unique service numbers’ to armed service voters after succesful registration.”The Committee has desired that immediate steps should be taken to remove the above bottlenecks and they may be informed accordingly,” it said.The Election Commission and the Defence Ministry have also been asked to undertake a study of the electoral practices prevalent in countries where internet voting or chip-based identity card voting system exists.The countries mentioned by the Committee include Australia, Brazil, Canada, Estonia, France, Netherlands, UK, USA, Switzerland and Venezuela among others.”The best practices followed in this regard need to be identified and developed to suit the requirements of Indian election process,” it said.The Committee also expressed surprise at the fact that details of the number of armed forces personnel not having cast their vote in the elections and the reasons therefore have not been maintained, either by the Election Commission or the armed services.It noted that Election Commission keeps a separate record of dispatch of postal ballots to service voters.When it comes to counting, however, the postal ballots, which may include those of the staff on election duty, are taken up together.”The Committee has desired that a mechanism be devised so as to enable in knowing the number of service votes received, counted, invalidated and the reasons for the invalidation of votes,” it said.The committee also welcomed the “historic step” of introducing e-postal balloting in the by-election held in Nellithope Assembly (Puducherry) on November 19.However, it sought details on the number of service voters in the constituency, number of e-ballot papers transmitted to the unit, time taken to download the ballot papers, time taken in the return journey from the Unit office to the RO concerned, actual number of votes cast, actual number of valid/invalid votes and the reasons for the invalidation of votes among others.

MEXICO CITY At least 27 people died in an explosion at a fireworks market outside the Mexican capital on Tuesday, according to a local emergency services official.The blast at the San Pablito fireworks market in Tultepec, about 20 miles (32 km) north of Mexico City, also injured at least 70 others, according to a tweet from federal police.Isidro Sanchez, the head of Tultepec emergency services, said the death toll was preliminary as rescue workers scoured the site.

Local television showed a flurry of multi-colored fireworks exploding in all directions as a massive plume of smoke rose above the market while people frantically fled.Aerial footage showed charred stalls and destroyed buildings.

A blast struck the popular market in September 2005 just before independence day celebrations, injuring many people.

NEW DELHI Five men were sentenced to death by a court on Monday for their role in two deadly bombings in 2013 in the city of Hyderabad, including the co-founder of an outlawed Islamist group accused of involvement in a series of attacks.The convictions last week of Yasin Bhatkal, founder of Indian Mujahideen, and the others marked the first time members of the group had been found guilty, the National Investigation Agency, India’s chief counterterrorism organisation, said after the sentences were handed down.Two bombs ripped through a busy market in Hyderabad, a major information technology centre in southern India, in February 2013, killing at least 17 people.

The man police accuse of masterminding the blasts remains on the run.The trial took place in a special court run by the NIA and the five convicted are expected to appeal against the judgment.

India sentences dozens of people to death each year but had been reluctant to carry out executions. An undeclared moratorium on capital punishment ended in 2012 when India executed a militant convicted for an attack in 2008 in Mumbai.

Imphal: Curfew was imposed on Sunday in certain parts of Imphal East district of Manipur in view of continued violence in the region following Friday’s triple blasts. The curfew comes into force from this noon and covers Porompat and Sawombung subdivisions of Imphal East district and will continue till further directions, an order issued by the District Magistrate said.

The government’s decision to clamp the curfew follows the shutting down of mobile internet services in Imphal West district to halt spreading of rumours through social networking sites. The landlocked state has been experiencing severe hardship in supply of essential items since 1 November after United Naga Council (UNC) imposed an indefinite economic blockade on the two national highways that serve as lifeline for the state.

The blockade was imposed following the state government’s announcement of formation of seven new districts, four of which have been formally inaugurated. Tension in the state heightened after suspected militants continued their violent attacks on Manipur Police and other state forces in the last few days that left three policemen dead and 14 others injured last Thursday. The attack was followed by triple bomb blasts at Nagaram area in Imphal West district allegedly by Manipur Naga People’s Front on Friday.

In another incident, suspected militants overpowered a small outpost of Indian Reserve Battalion (IRB) at Nungkao area yesterday in Tamenglong district and fled with nine service weapons.

Imphal: Taking serious note on the prevailing situation following three blasts on Friday, the state
Cabinet has decided to shut down Internet service in Imphal West district with immediate effect.

The Imphal West District Magistrate issued an order directing telecom operators to shut down mobile data service in the district immediately until further orders.

Major areas of the state capital fall in Imphal West district where the three blasts had taken place within an hour on Friday evening.

The Cabinet decision came after analysis of the prevailing law and order situation and to halt spreading of rumours through social networking sites, officials said.

The move was preceded by a 24-hour bandh called to protest hill based militants’ attacks on Manipur police in the last few days in different parts of the state that left three policemen dead and 14 others injured. The militants also snatched several weapons from the IRB personnel.

All measures were being taken to contain violence by deploying a large number of police personnel at sensitive areas of the state, a police officer said.

NEW DELHI The Reserve Bank of India has infused more than 5 trillion rupees ($73.66 billion) of currency notes into the banking system since Nov. 8, Economic Affairs Secretary Shaktikanta Das told reporters on Thursday.This is a fraction of the 15.44 trillion rupees in 500- and 1,000-rupee notes that were circulating before Prime Minister Narendra Modi abolished them last month, in a surprise move targeting counterfeiters and people holding undeclared wealth.

On Friday the Central Bureau of Investigation (CBI) arrested former Air-force chief SP Tyagi in relation to the Agusta Westland chopper scam. The CBI also arrested Gautam Khaitan, Delhi-based lawyer and Sanjeev Tyagi alias Julie Tyagi, ANI reported.

All three arrested on the allegations of who accepted illegal gratification for exercising influence through corrupt and or illegal means, said the CBI.

In February 2010, the Congress-led UPA government signed a government contract with UK-based AgustaWestland to buy 12 AW101 helicopters for the Indian Air Force for Rs 3,600 crore. The purpose of this deal was to have chopppers fly VVIPs like the president, prime minister and others.

In 2013, however, the deal was put on hold by the government after Bruno Spagnolin, CEO of AgustaWestland and Guiseppe Orsi, chairman of the Italian parent company Finmeccanica, were arrested on charges of bribing middlemen to acquire the deal with Indian Air Force. The following day, then Defence Minister AK Antony ordered a probe into the matter.

Early in 2014, the Italian court investigating the chopper scam names former chief of the IAF, SP Tyagi in the scam, stating that he was bribed by Finmeccanica to sign the deal with AgustaWestland.

In 2015, however, reports of Tyagi’s acquital by the Italian court appeared, stating that there was no corruption by Indian officials.

Hyderabad: The Income Tax Employees Federation and Income Tax Gazetted Officers Association (Andhra Pradesh and Telangana) on Tuesday urged the Centre to fill up the vacancies and take other steps to ease the workload in the wake of demonetisation.

There were almost 30-35 percent vacancies at assistant commissioner of income tax (ACIT) and deputy commissioner of income tax (DCIT) level and first supervisory position like joint commissioner of income tax (JCIT) and additional commissioner of income tax (Addl CIT), while at the staff level around 40 percent posts were vacant, it said in a release.

The employees were under “unbearable extra workload”, it added.

The issues of “faulty cadre structure”, promotions, recruitment, inadequate infrastructure including severe office space crunch and poor Internet and intranet connectivity should be dealt with, it said.

New Delhi: Cyclonic storm Vardah, which was earlier expected to weaken considerably, may not see its intensity going down when it makes landfall near Chennai on Monday. According to the Cyclone Warning Division of the India Meteorological Department, (IMD), Vardah, which is currently, a very severe cyclonic storm, will weaken, but only to a severe cyclonic storm.

The earlier forecast made by the IMD was that it would weaken into a cyclonic storm, thereby reducing its intensity considerably. At 9.30 am, the cyclone was lay centered around 105 kms east-northeast of Chennai.

By the time it makes a landfall, its wind speed is expected to be 100-110 kilometres per hours with winds gusting up to 120 kmph. The wind speed during a very severe cyclonic storm is 120 to 130 kmph. In a severe cyclonic storm the wind speed is somewhere between 110 to 80 kilometres per hour. One of the major reasons for destruction in any cyclone is the wind velocity, apart from heavy to heavy rains and flooding.

Rainfall at most places with isolated heavy to very heavy falls over south coastal Andhra Pradesh, north coastal Tamil Nadu and Puducherry is very likely during 36 hrs. The rainfall intensity will increase gradually becoming heavy to very heavy rainfall (7-19 cm) at a few places and isolated extremely heavy rainfall (20 centimetres) over Chennai, Thiruvallur and Kanchipuram districts of Tamil Nadu and Nellore and Prakasam districts of Andhra Pradesh on 12 December, the IMD said.

Tidal wave of about one metre height above the astronomical tide is very likely to inundate the low lying areas of Chennai, Thiruvallur and Kanchipuram districts of Tamil Nadu and Nellore districts of Andhra Pradesh during the time of landfall.

MUMBAI India’s weather office called on Sunday for fishermen to stay ashore hours before a very severe cyclone storm was due to strike the southeast coast, including Chennai, one of the most populous Indian cities.The cyclone “Vardah” is moving in from the Bay of Bengal and will landfall along and off Chennai on Monday afternoon with wind speed of 100 kmph, the Indian Meteorological Department (IMD) said in its latest bulletin.From Sunday evening coastal areas of Tamil Nadu and Andhra Pradesh will start getting heavy rainfall and extremely heavy rainfall is likely over Chennai and adjourning areas on Monday, the IMD said.

India’s cyclone season generally lasts from April to December, often causing dozens of deaths, evacuations of tens of thousands of people from low-lying villages and widespread crop and property damage.

In 1999, a “super-cyclone” battered the coast of the eastern state of Odisha for 30 hours with wind speeds reaching 300 kmph. It killed 10,000 people.

Tamil Nadu’s 19th chief minister (she was also the 11th, 14th, 16th and 18th) J Jayalalithaa, who died on 5 December, 2016, was known for gifting her 72 million people a record set of freebies, but she also leaves behind a state that ranks among India’s top five in many social, crime and industrial indicators.

Tamil Nadu now has India’s lowest fertility rate–lower than Australia, Finland and Belgium–second best infant mortality and maternal mortality rate; records among the lowest crime rates against women and children; and has more factories and provides more industrial employment than any other Indian state, according to an India Spend analysis of various data sets.

However, financing the freebie culture came at a cost. Tamil Nadu witnessed a 92 percent increase in debt  over five years ending 2015, according to an India Spend analysis of state budgets in November 2015.

Freebies come at a cost

Jayalalithaa is known for the freebie culture, which she did not begin but did expand, personalising it along the way. For instance, her 2011 election promises included 100 units of free electricity to every household, a free laptop for class 11 and class 12 students (with free internet connections), a gram of sovereign gold as marriage assistance, and four goats/sheep to families who lived below the poverty line. The laptops had images of “Amma (mother)”, as Jayalalithaa was popularly known. Other programmes also carried that name, such as Amma canteens (for subsidised food) and Amma medicals (for subsidised medicines).

While some programmes were applauded as having a social effect–such as the midday meal scheme, which Tamil Nadu pioneered before Jayalalithaa took office for the first time in 1991 and encouraged children to stay in school–they resulted in the fastest rising debt of any Indian state, as IndiaSpend reported in November 2015.

Debt, per se, is not bad, if the state’s economic growth can sustain and service it. So, the key matrix is the debt as a percentage of the state’s gross domestic product (GSDP) or total economic output. Tamil Nadu’s debt-to-GSDP ratio at 20 percent is lower than the national average, an indication the state is growing despite the spike in debt.

MUMBAI Ousted Tata Sons chairman Cyrus Mistry has reached out to shareholders of six Tata group companies defending his position and laying out reasons for why he should not be removed as director at their upcoming shareholder meetings.Mistry, in a letter to shareholders in Tata group companies seen by Reuters, has also highlighted the need for governance reforms at the Tata trusts, Tata Sons and Tata group companies.

Tata Sons has called shareholder meetings at group companies including Tata Motors and Tata Consultancy Services in an attempt to drive out Mistry from the operating businesses of the $100 billion steel-to-software conglomerate after ousting him as group chairman in October.

Russian Minister tells new US administration to not repeat past mistakes

Moscow: Russia expects the new US administration not to repeat past mistakes of its predecessors who destroyed Russian-US relations, said Russian Foreign Minister Sergey Lavrov on Thursday.

He expressed the hope that cooperation with incoming US President-elect Donald Trump will be constructive.

Russia is always open for an honest and pragmatic dialogue with the US on all global and bilateral issues on the basis of mutual respect, equality, consideration of each other’s interests and non-interference in domestic affairs, said Lavrov in an interview with Italian newspaper Corriere della Sera.

“We believe that effective resolution of modern key problems and maintaining of strategic stability and security depends on our countries. Both sides will have to take serious efforts in order to overcome the destructive consequences of the anti-Russian policy of Barack Obama’s administration,” Lavrov said.

“But, according to President Vladimir Putin, we are ready to make our part of the way to stabilize the Russian-U.S. relations,” he said, Xinhua reported.

Lavrov noted that the development of bilateral cooperation in trade, investment, innovation, technology and culture is also possible.

“All in all, if we have mutual desire, we’ll have something to work on,” said Lavrov.

US-Russia relations had suffered a setback due to the Ukraine crisis. Washington and the European Union had imposed sanctions against Russia over Russia’s takeover of Crimea.

In response, Russia reduced imports of food commodities from countries which had imposed sanctions, including the United States, some EU members, Canada, Australia and Norway.

Bhadohi (Uttar Pradesh): A statue of BR Ambedkar was found desecrated on Thursday in Dudwa Dharampuri locality in Sant Ravidas Nagar district, leading to tension in the area.

Some anti-social elements damaged the four feet tall statue of Ambedkar by throwing stones at it, said circle officer Paramhans Mishra.

Protesting against the incident, an angry mob blocked traffic on the main road for over an hour prompting the administration to deploy additional police force.

Senior administrative and police officials also rushed to the spot to bring the situation under control and pacified the protesters.

According to Patrika, officials installed a new statue which brought the situation under control and also assured the protestors of action against miscreants involved in desecrating the statue. A case has been registered against unidentified persons.

Srinagar: Jammu and Kashmir Chief Minister Mehbooba Mufti on Tuesday condemned the terror attacks on security forces in Nagrota and Samba, saying such “dastardly” acts would not lower the resolve to fight terrorism.

“Condemn the terror attacks in Nagrota and Samba today. At least seven people were injured at Ohio State University, CNN reported, after school officials reported an active shooter on campus on Monday.The seven injured were transported to the hospital, according to CNN. The suspected shooter was shot, local television station WBNS reported, citing law enforcement sources.Columbus police said on Twitter they were assisting university law enforcement. Representatives for the university did not immediately return calls.

WBNS showed images of more than a dozen police cars parked at an intersection at the school and a line of about 10 ambulances parked nearby.Ohio State student Wyatt Crosher told CNN he heard what sounded like gunfire and then emergency sirens.

PARIS India has reported an outbreak of a highly contagious bird flu virus in the southwestern state of Karnataka, the World Organisation for Animal Health (OIE) said on Friday, citing a report from the Indian agriculture ministry.The H5N8 virus was confirmed among birds in the village of Itagi, and all 1,593 of the birds at risk from the disease died or were culled, according to the report posted by the Paris-based OIE.No details were given on the type of birds or location involved.

The H5N8 bird flu strain has been found in several countries in Europe and the Middle East in recent weeks, leading some states to order poultry flocks to be kept indoors.

MUMBAI For those who feared for the future of finger-spin bowling, Ravichandran Ashwin’s stupendous success over the last 16 months has come as a mighty relief.While the art of off-spin has grappled with the menace of chucking, the 30-year-old Indian has risen to the top of the ICC test bowling rankings on the back of seven Man of the Series performances.Apart from skipper Virat Kohli, nobody is more important to India’s test success on home soil and on Saturday he will unpack his bag of tricks in Mohali as the hosts attempt to lock up the five-test series against England.All this success has come against the background of the International Cricket Council’s 2014 declaration of war on off-spinners with illegal actions.Numerous bowlers required remedial work to get back to permissible limits of bend in their elbows and the crackdown wrecked the career of Pakistan’s Saeed Ajmal, one of the world’s leading spinners in the post-Muttiah Muralitharan era.Ashwin, though, has managed to fox batsmen without ever needing to bend the rules. Jammu: Former Vice Chancellor of Jammu University Amitabh Mattoo, advisor to Jammu and Kashmir Chief Minister Mehbooba Mufti, on Wednesday tendered his resignation citing personal reasons.

“Yes, I have tendered my resignation due to personal reasons. I want to spend some time with my family,” Mattoo, who was appointed as an advisor in April this year with the status of a cabinet minister, said.

Sources close to him said he will be leaving for Australia in a few days to pursue a career in academics.

53-year-old Mattoo had served as an advisor to the then Chief Minister Mufti Mohmmad Sayeed in August last year but had to relinquish the post in wake of the Sayeed’s death in January this year.

He had earlier served as Chief Executive Officer and inaugural Director of the Australia India Institute and Professor of International Relations at the University of Melbourne in Australia.

Former member of the National Knowledge Commission, a high-level advisory group to the Prime Minister of India, Mattoo is on leave from prestigious Jawaharlal Nehru University where he serves as a Professor of Disarmament Studies at the School of International Studies.

He has the rare distinction of being the youngest Vice Chancellor when he was appointed to hold the post at Jammu University from November 2002 to December 2008.

Indian wealth falls 0.8% to $3 trillion in 2016: Credit Suisse

Mumbai: Hit by adverse currency movements, India’s household wealth has fallen by USD 26 billion to USD 3 trillion in the current year, shows the latest report by global financial services major Credit Suisse.

According to the ‘Global Wealth Report’ compiled by Credit Suisse Research Institute, wealth in the country in dollar terms went down by 0.8 percent (USD 26 billion) to USD 3.099 trillion in 2016 compared to last year. The report noted that while wealth has been rising in India, not everyone has shared in this growth.

“There is still considerable wealth poverty, reflected in the fact that 96 percent of the adult population has wealth below USD 10,000,” the report said.

“At the other extreme, a small fraction of the population (0.3 percent of adults) has a net worth over USD 1,00,000,” it added, noting that due to India’s large population, this translates into 2.4 million people.

As per the report, the country has 2,48,000 adults in the top 1 percent of global wealth holders, a 0.5 percent share.

“By our estimates, 2,260 adults have wealth over USD 50 million, and 1,040 have more than USD 100 million,” it added.

Overall, the Asia Pacific region in 2016 saw wealth increase by 4.5 percent to nearly USD 80 trillion. “China and India were hit by adverse currency movements
and as a result, their household wealth fell by 2.8 percent and 0.8 percent to USD 23 trillion and USD 3 trillion, respectively,” the report noted.

Among other major economies in the region, wealth in Australia remained largely unchanged (decline of 0.2 percent) and South Korea saw an increase of 1 percent.
Globally, the wealth stood at USD 256 trillion — a rise of 1.4 percent from a year ago.

The report noted that rise in global wealth is in line with the increase in the world’s adult population with average wealth per adult remaining constant at USD 52,800.

According to Credit Suisse, while developing economies are likely to outpace the developed world in terms of wealth growth, they will still only account for just under a third of growth over the next five years.

“They (developing nations) currently account for around 18 percent of global household wealth, against just 12 percent in 2000,” it added.

Guwahati: Three soldiers were killed after suspected militants fired at an army convoy in Assam’s Tinsukia district on Saturday, defence officials said.

The incident took place at around 5.30 am, in the Pengeri area, Defence public relations officer Lt. Col. Suneet Newton said.

“They (the militants) had planted an improvised explosive device (IED) on the road. When the IED exploded, the convoy stopped. Then the militants fired indiscriminately,” Newton said, adding that although the forces retaliated, four soldiers were injured of which one succumbed in the hospital.

Locals said that the militants had fired upon the vehicle from both the side of the road, which are forested areas.

On Wednesday, militants attacked a van of the Pengeri tea estate killing one person and injuring two others.

Mumbai: Refusing to pass any order on a PIL regarding demonetisation, the Bombay High Court on Thursday said the Union government’s efforts to act against black money need to be supported.

A division bench headed by Chief Justice Manjula Chellur made the remarks while hearing a PIL filed by Akhil Chitre seeking directions to the Centre and the state government to ease the inconvenience caused to the common people following the demonetisation of the old Rs 500 and Rs 1,000 notes.

“The government’s intention to act against parallel economy in black money cannot be said to be mala fide. Though there are problems faced by the citizens, it should be supported,” Justice Chellur said.

Refusing to pass any direction, the bench said the Supreme Court was already hearing petitions pertaining to the issue and hence it would not be correct for the high court to interfere.

Melbourne: Australia has announced changes to the ‘457 visa’ programme for skilled foreign workers to limit their ability to look for another job after their official employment ends, a move that will adversely affect Indians working in the country.

Foreign workers on a 457 visa will only now be able to stay in Australia for 60 days after their employment ends instead of 90.

Immigration Minister Peter Dutton on Wednesday said, “From November 19, 2016 the period that a subclass 457 visa holder may remain in Australia after their employment ceases will be reduced from 90 days to 60 days.”

“The change is expected to assist in ensuring that the 457 programme met its intent of acting as a supplement to, rather than a substitute for, Australian workers apart from reducing the vulnerability of 457 visa holders, who were only permitted to work for an approved sponsor and were not eligible for unemployment benefits, from entering into informal employment arrangements.”

The minister said that the government was committed to ensuring that Australian workers have priority and to reducing the potential for temporary visa holders to be exploited.

“This change is about reducing competition from overseas workers for those Australians who are actively looking for work,” Dutton said.

“The Government values the contribution made by the many skilled persons who work in Australia on 457 visas, but where there is an Australian worker ready, willing and able to perform a role it is the government’s policy that they have priority,” he said.

He said the government’s approach compared with that of the former Labor government, which increased the time that 457 visa holders may remain in Australia when they cease employment from 28 days to 90 days in June 2013.

“The Subclass 457 programme was not effectively managed by Labor, as with so many other areas of government. Labor’s mismanagement saw the Subclass 457 programme grow from around 68,000 primary visa holders at the end of June 2010 to more than 110,000 when they were removed from office,” he said.

Upon coming to power, the Coalition undertook an independent review of the subclass 457 visa and has been implementing recommendations of that review since.

This change to 457 visa arrangements is part of the government’s ongoing commitment to ensure integrity in the programme.

The 457 visa is granted to foreign workers for four years and is designed to fill positions that are difficult to find Australians for, ABC Online said.

There are a range of different occupations on the list from different salary levels and different education backgrounds, including neurologists, midwives, cabinet makers and lift mechanics.

In the last financial year, the largest amount of visas were granted to cooks.

The largest number of workers come from India (26.8 percent), followed by employees from the UK (15 percent) and China (6.6 percent).

Given the weight of expectations over the civil nuclear agreement between India and Japan, it is but natural that signing of it would dominate the headlines. Yet, lopsided focus on the much-anticipated deal may undermine the depth and gamut of Indo-Japan strategic embrace that we got to witness as Narendra Modi schmoozed with Shinzo Abe in Tokyo during the annual bilateral summit.

The kumbaya on display wasn’t superficial. Ever since Modi stepped onto Japanese soil in 2014 and caught Abe in a warm embrace, Indo-Japan relationship has become stronger in scope and wider in mutual interest. The atmospherics around Modi’s visit this year, coupled with the revised global order following Donald Trump’s rise in the US have clearly put the partnership on steroids. There has never been a shortage of mutual admiration between the two leaders, but both now evidently realise that the time is ripe to take the alliance beyond the borders of shared interest and strike a greater geostrategic understanding.

It is largely due to this compulsion that the civil nuclear agreement finally saw the light of day after breaking a six-year-old shackle of hesitancy, which Japan as the sole victim of nuclear weapons had to get over after working through a minefield of domestic ethical boundaries in inking such a deal with a non-NPT signatory country in India.

But it still happened, and came about at an opportune moment for India, which now has the ability to exploit the success of this deal and enjoy a greater moral authority in calling for a berth in the exclusive NSG club, members of which are shortly going to ponder over India’s inclusion during a meeting in Vienna. Japan backed India’s candidacy and ensured that four stages of the entire deal was squeezed into a single agreement unlike with the US where signing of the 123 agreement in 2007 was followed by NSG clearance in 2008, reprocessing in 2010, and inking of the administrative arrangements in 2015.

This deal will also make it more difficult for China to keep India out of the NSG club because terms of the civil nuclear deal with Japan, de facto brings India within the NPT framework. The “termination and cessation clause” built within the agreement permits signatories to stop nuclear cooperation in case India conducts nuclear tests and hence the need for NPT is much reduced.

Foreign policy isn’t built on the bedrock of friendship but shared mutual interests. If Abe walked an extra mile to ensure signing of the agreement, it may have something to do with the decreased domestic demand, since the 2011 Fukushima disaster that is forcing Japan’s nuclear industry to increasingly look for markets abroad. Close on the heels of Vietnam scuppering a deal, the agreement with India gives Prime Minister Abe the necessary breathing space.

It is this dovetailing of interest that came through as India and Japan jotted nine other agreements and then in the joint declaration, proceeded to address the $10 trillion gorilla in the room — China.

Right from the moment that Modi set about in his journey, the dragon’s shadow loomed large. China’s nervousness about a greater Indo-Japanese synergy has remained latent, but this time the gloves were off as its state-controlled media came out with a scathing series of editorials, nakedly warning India against toeing Japan’s line on South China Sea and issuing an open threat that were such a thing to happen, New Delhi will stand to greatly lose by way of trade and commercial relations.

In the intriguing world of foreign policy, such naked threats are more a signal of nervousness than strength. India and Japan both understand this, and therefore Modi and Abe’s joint statement pressed down hard on Beijing’s South China Sea wound, making no bones about the fact any maritime or territorial disputes must be solved without the “use of force” and in accord with UN Convention on the Law of the Sea (UNCLOS) for free and fair navigation and commerce.

India and Japan, read the statement, “urged all parties to resolve disputes through peaceful means without resorting to threat or use of force and exercise self-restraint in the conduct of activities, and avoid unilateral actions that raise tensions… Regarding the South China Sea, the two prime ministers stressed the importance of resolving the disputes by peaceful means, in accordance with universally recognised principles of international law including the UNCLOS.”

For a country that regularly provokes Japan over the Senkaku islets and claims almost whole of South China Sea through a self-styled “nine-dash line” in flagrant violation of the Hague tribunal ruling, China would quite possibly be furious with India’s stand. So far, Modi has shown himself to be insular to threats and his ‘look East policy’ is a barely concealed effort to balance China’s many machinations.

Similarly, the confrontational stance taken by both India and Japan vis-à-vis Beijing is the greatest indication that both countries now want to extend their partnership between the booming trade and share economic interests into a greater geostrategic alliance. China is aware of such a curve in India and Japan’s trajectory. A recent editorial in China’s state-controlled Global Times elaborates on a “strategic diamond” that Japan is trying to engineer along with India, Australia and the US.

“For Japan and India, technological cooperation will enhance their cooperation in security, a critical way for Japan to contain China’s growing strength. At the beginning of his term, Abe envisaged a strategic diamond involving the US, Japan, Australia and India, and attempted to draw India over to his side so as to encircle China. In the second half of the year, he invited the top leaders of a number of countries to visit Japan, many of them China’s neighbors. India is relatively powerful, and is of vital importance to Abe’s strategic diamond. Therefore, Japan has made particular efforts to enhance its diplomatic ties with India.

One crucial arm of this “strategic diamond”, US, may fall off the radar with conjecture gaining ground that Trump might make America look a lot more inwards and reduce its strategic footprint in Asia. If that happens, Asia’s fate will depend on how quickly and effectively India and Japan balance out China’s assertive territorial and geopolitical ambitions. Modi and Abe have shown a good understanding of this changed reality.

New Delhi: Delhi Chief Minister Arvind Kejriwal on Saturday expressed grief over the burning to death of Indian-origin “AAP volunteer” Manmeet Alisher in Australia’s Brisbane and said the Centre must ensure the safety of Indians abroad.

“AAP volunteer Manmeet Alisher death is v unfortunate. Heartfelt condolences to his family. Indian Govt must ensure safety of Indians abroad (sic),” Kejriwal tweeted.

In a horrific incident, 29-year-old bus driver Alisher was on Friday burned to death when a man poured some flammable liquid on him in front of several shocked passengers in Brisbane city.

Alisher, a well-known singer in the Punjabi community, was driving a Brisbane City Council bus when he was targeted by the man who threw an “incendiary device” at him which sparked a fire.

He died on the spot while several passengers on board the bus at the time managed to escape through the rear door.

LONDON (Thomson Reuters Foundation) – Almost one in three adults globally believe people of the same sex should be allowed to marry, a survey of almost 100,000 people in 65 countries showed on Tuesday.Some 32 percent said same-sex marriage should be legal, while 45 percent said it should not be, and the remaining 23 percent replied they did not know, the International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA) survey said.The rights group said a breakdown of the results highlighted deep regional divisions.

Only 19 percent of respondents in Africa and 26 percent in Asia said they approved of same-sex marriage, against 35 percent in the Americas, 41 percent in Europe and 56 percent in Oceania the online survey found. These divisions reflect that rights advocates in Africa and Asia have focused on more pressing issues, such as fighting discrimination against gays rather than promoting acceptance of same-sex marriage, said study co-author Aengus Carroll.

“This is so far off the agenda for Africa and Asia,” Carroll told the Thomson Reuters Foundation.An ILGA survey published earlier this year found two-thirds of adults would be upset if their child told them they were in love with someone of the same sex.

Although not considered of any imminent threat, authorities in US and Canada contacted people in the list to warn them to keep a watch.Although only a handful of Indians are known to have joined IS and died in fighting, the group has not staged any attack in India. The National Investigating Agency had arrested more than 50 people suspected of subscribing to IS ideology and Caliphate. “We are not aware of the kill list. But the possibility of lone wolves acting cannot be refuted. Agencies are keeping a close watch on such suspects to avert any attack,” said one senior officer.

Parrikar joins soldiers on International Yoga Day, meets martyr’s family

performing yoga in the Cantonment area here and later met the bereaved family of Lt Colonel Pankaj Singh, who was killed in Arunachal Pradesh recently.

The minister reached Kanpur airport by a special plane this morning and spent around 20 minutes with the army officers, soldiers and their families while participating in a yoga programme at Garrison Ground.

Despite yoga being an “indigenous practice”, the defence minister said most people in the country were unaware of its importance.

The minister also noted the potential of yoga as an employment generator besides a practice to keep people
healthy.

“Today, the world looks at India as people everywhere want to adopt yoga as a part of their lifestyle. Yoga helps
us keep healthy. It also has employment generation potential,” said the defence minister.

He later visited the ancestral house of Lt Colonel Pankaj Singh in Vimannagar in Chakeri area of the city and paid tributes to him. Singh was killed in action in Arunachal Pradesh on 13 June.

Parrikar consoled his family members and assured them of all possible help from the defence ministry. He also offered Singh’s wife, assistance in seeking a job if she so desired.

Asked the border dispute with China, Parrikar said Indo-China “frontier” was “stable” and there have been no
incidents of encroachment since last year.

The minister, however, chose not to answer queries about GST.
