Attacking Modi for not lifting restrictions on withdrawal of cash even after the 50-day period, the Congress spokesman said the PM only believes in “hitting headlines and giving no deadlines”. “The entire country was listening with curosity that the Prime Minister will lift the restrictions on withdrwal of their hard earned money from banks. But people will still have to reel under this economic anarchy.”The Prime Minister said it will take time to improve the banking system in the new year. It means he belives in hitting headlines and not giving deadlines,” he said.Yechury, who had asked a number of questions to the Prime Minister ahead of the latter’s address to the nation, rued Modi did not announce any compensation for daily wage earners, fishermen, agricultural workers “who were hit hard by demonetisation”.He also questioned why the Prime Minister did not announce debt waiver to farmers while Rs 1.12 crore taken in loans by corporates have been written off.”He (Modi) has talked about hardships of people standing in queues. Missionaries won’t be succesful in converting Hindus, because they don’t have strength: Mohan Bhagwat

On the criticism that Sasikala lacked the political ability for such a big post, Swamy shot back saying what capability did Sonia or Rahul Gandhi have when they took charge of the Congress. Swamy, who spent a week at an ayurveda centre here, said the verdict in the disproportionate assets case against late chief minister J Jayalalithaa and Sasikala was expected to be delivered by the Supreme Court next month.The case against Jayalalithaa and three others for allegedly amassing disproportionate wealth to the tune of Rs 66.65 crore during 1991-96 was filed on Swamy’s complaint. The BJP leader said with the changing political scenario in the state, the Tamil Nadu unit of the party required a new leadership as also new executive and general council members, adding that the party’s January 6-7 national executive meet could take a decision in this regard. Later, talking to reporters at the Chennai airport, Swamy said mediapersons did not ask questions when Sonia Gandhi took over as the Congress president.On demonetisation, he said the intention behind it was good and welcomed initiatives such as the BHIM app which he said will be accepted by the people. Swamy expressed confidence that the Supreme Court will give its nod to ‘jallikattu’ (a bull-taming sport) with some riders and the order would be delivered ahead of the coming Pongal festival.He blamed some “foreign-funded NGOs” for creating an alleged prejudice against the traditional sport and added that he too had argued in the apex court for allowing ‘jallikattu’ by putting forth “strong grounds”.To supervise the safe conduct of the event, a committee may be asked to monitor the sport, he said.

China blocks India’s bid to sanction Masood Azhar again

The resolution will now go into cold storage, till a fresh listing is demanded by a UN Security Council member.He said that the international community is aware that JeM, which is proscribed by the UN, has been responsible for innumerable terrorist attacks on India, including the one on Pathankot air base. “The inability of the international community to list its leader Masood Azhar is an unfortunate blow to the concerted efforts to effectively counter all forms of terrorism, and confirms the prevalence of double standards in the fight against terrorism,” he said.Swarup further said that China’s decision is surprising as it has been affected by the scourge of terrorism and has declared opposition to all forms of terrorism. “As a consequence of this decision, the UN Security Council has again been prevented from acting against the leader of a listed terrorist organisation,” he added. India had expected China to be more understanding of the danger posed to all by terrorism and join India and others in fighting the common challenge of terrorism.Earlier also, India had expressed anger at the working methods at the UNSC, which is based on the principles of unanimity. Following the attack on US embassies in Nairobi and Dar es Salaam by al Qaeda leader Osama bin Laden and other associated groups in 1999, the Security Council passed a resolution known as “Resolution 1267” or “1267 Regime” under Article 41 of the UN, which established a sanction regime to cover individuals and entities associated with al Qaeda, Laden and/or the Taliban.The 1267 Resolution reads as follows: “The Security Council may decide what measures, not involving armed forces, are to be employed to give effect to its decisions, and it may call upon the members of the United Nations to apply such measures. These may include complete or partial interruption of economic relations and of rail, sea, air, postal, telegraphic, radio, and other means of communication, and the severance of diplomatic relations.”The resolution requires countries to immediately freeze funds, financial assets or economic resources of individuals and entities designated by the UNSC with terrorism and terrorist financing.China was the only member in the 15-nation UN body to put a hold on India’s application.

<!– /11440465/Dna_Article_Middle_300x250_BTF –>In a sensational claim, a suspended Maharashtra ATS officer has told a Solapur court that two of the absconding accused in 2008 Malegaon blasts case are in fact dead but falsely shown as “alive” by high ranking police officers.Chief Minister Devendra Fadnavis described the allegation by Anti-Terrorism Squad’s(ATS) former senior inspector Mehmood Mujawar as “quite serious” and said the government will look into the matter.The application filed in August before a magistrate court in Solapur claimed that Sandeep Dange and Ramchandra Kalsangra, who are among the accused in the Malegaon blasts case, are “no more”. The details of the application surfaced in public domain on Thursday. Notably, Mujawar was suspended after a case under Arms Act and criminal intimidation was filed against him in a Solapur court.”Sandeep Dange and Ramji Kalsangra are in fact no more but are shown alive in Malegaon bomb blast case by high ranking police officers,” Mujawar alleged.The application was filed in the court by Mujawar on August 19 this year seeking early disposal of the case under Arms Act registered against him. Mujawar, in his application, alleged that the case was filed against him as a conspiracy and was a pressure tactic as he wanted to reveal the truth about the “death” of Dange and Kalsangra.When asked about Mujawar’s claim, former ATS chief K P Raghuvanshi rubbished it, saying, “I don’t even remember who this Mujawar is or if he was even part of the team that investigated the case.” “At least, in my tenure in ATS, nothing of this sort has happened,” Raghuvanshi said.A retired police official, who has worked in the ATS, questioned Mujawar’s claim, asking as to why the allegation is being made now after eight years. “Who had stopped this official from revealing these important facts before? We must not believe these claims,” the official, requesting anonymity, said.A bomb strapped to a motorcycle exploded in Malegaon on September 29, 2008, killing seven people and injuring around 100. “Although the allegations are quite serious, we will have to look into it because why since 2009 no action has been taken. The concerned person says that the letter was sent to DG(DGP) and still there is no action taken. So I think we need to verify whether what is stated in the letter is really true, whether it is really genuine. I think, as of now I can only say that we will have a serious look at the entire episode,” Fadnavis told reporters when asked to comment on the claim by Mujawar.NCP spokesman Nawab Malik demanded a probe into the allegation.According to the investigating agencies, the Malegaon blasts was carried out by right wing extremists and a total of 11 persons are presently in jail in the case, including Lt Col Prasad Purohit and Sadhvi Pragya Singh Thakur.The state ATS, which was initially probing the case, had charged the accused under various sections of the stringent Maharashtra Control of Organised Crime Act (MCOCA) and under the Unlawful Activities Prevention Act (UAPA), Indian Penal Code, Indian Explosives Act and the Arms Act. However, when the case was handed over to the National Investigation Agency (NIA), the agency filed a supplementary chargesheet by which charges under MCOCA were dropped on the ground that there wasn’t sufficient material.The NIA chargesheet also dropped Sadhvi and five others from the list of the accused. Apart from Sadhvi, those given clean chit by NIA are Shivnarayan Kalsangra, Shyam Sahu, Praveen Takkalki, Lokesh Sharma and Dhan Singh.

<!– /11440465/Dna_Article_Middle_300x250_BTF –>Delhi High Court today sought the response of ex-IAF chief S P Tyagi, who is on bail after being arrested in the AgustaWestland chopper scam, on CBI’s plea challenging his bail claiming its probe would be “hampered” if he remains out.Justice Vipin Sanghi issued notice to Tyagi, who was arrested on December 9 and granted bail on December 26, listed the matter for hearing on January 3 after CBI said the bail pleas of other accused in the case are likely to be heard by the trial court on January 4.Justice Sanghi said the endeavour of the court would be to dispose of the matter on January 3 after hearing all the parties.CBI argued before the high court that each day Tyagi remained out on bail would lead to its line of investigation being “exposed” and “hampered” and the evidence could also be destroyed.The agency also said its probe was “multi-layered” as it was spread across several countries since various companies were allegedly used to “camouflage the bribe money”.The contention came in response to the high court’s query as to why should the 72-year old former Chief of Air Staff be retained in judicial custody at this stage when he was in the custody of the agency for a week prior to getting bail.CBI admitted before the high court that though the FIR was registered in 2013, “real core investigation started only a few months back” and hence it did not want Tyagi to be out on bail till the charge sheet is filed.It contended that if Tyagi remained out on bail, he could “alert other potential accused”.A special court had on December 26 this year granted bail to Tyagi, saying CBI has failed to state the alleged bribe amount and when it was paid.Tyagi, who was interrogated by CBI in its custody for seven days, was asked to furnish a personal bond of Rs two lakh and a surety of like amount as pre-requisites for his release on bail.The trial court had asked Tyagi not to leave the National Capital Region without its permission and ordered him not to tamper with evidence or try to influence witnesses.It had noted that Tyagi had joined investigation as and when CBI called him and it was not the case that he either tampered with evidence after registration of the FIR or influenced any witness in the case.While granting the relief, the trial court also took note of Tyagi’s advancing age and his health conditions and said no purpose would be served by keeping him behind bars.Tyagi, who retired in 2007, his cousin Sanjeev Tyagi and lawyer Gautam Khaitan were arrested on December 9 by CBI in connection with the case which relates to procurement of 12 VVIP choppers from UK-based AgustaWestland during the UPA-2 regime.The court had on December 17 sent all the three accused to judicial custody till December 30.

DMK seeks probe by sitting high court judge into Jayalalithaa’s death

Chennai: A day after a Madras High Court judge expressed doubts over the circumstances leading to the demise of former Tamil Nadu Chief Minister J Jayalalithaa, DMK on Friday sought a comprehensive probe by a sitting HC judge into the death.

“A comprehensive probe must be done by a sitting judge of the High Court and people should be told the truth,” DMK Treasurer MK Stalin said.

Against the backdrop of the court raising questions, he said it was imperative for the government to come out comprehensively on the medical treatment provided to the former AIADMK chief.

In a statement in Chennai, he said complete medical bulletins, video footage and photos of her getting treatment at the hospital should be released.

Citing Justice Vaidyanathan’s observation on Thursday that he may consider ordering exhumation of the body of the departed leader, he said, “it is imperative for the government to release comprehensive information.”

Stalin, who had earlier sought a white paper on the treatment given to Jayalalithaa, said there was no statement from the government ever since she was admitted to the hospital on 22 September.

He said the Centre and Tamil Nadu Chief Minister O Panneerselvam had a duty to answer questions related to the treatment provided for the late leader. Doctors from Delhi’s AIIMS too had treated her, he said.

If the ruling regime had explained the “true (health) status” of Jayalalithaa and released pictures of her getting treatment, the issue could not have reached the doorsteps of court, he said.

He recalled a statement of his party chief Karunanidhi seeking release of pictures of Jayalalithaa being treated and said, “had the ruling side not viewed it from the prism of politics, the issue would not have come to such a pass”.

Only such activities has cast a “cloud, giving room for suspicion,” among the people, he said, adding it was the right of the people to know about the treatment given to her and the circumstances leading to her death.

AgustaWestland case: Delhi High Court issues notice to SP Tyagi against bail given to him

The Delhi High Court on Friday, on the Central Bureau Investigation’s (CBI) plea, issued a notice to ex-Indian Air Force chief SP Tyagi against the bail given to him on 26 December. Tyagi was granted bail by a special court in Delhi which said that the CBI had failed to state the alleged bribe amount and when it was paid. The Delhi High Court on Friday sought the response of ex-IAF chief SP Tyagi on CBI’s plea challenging his bail claiming its probe would be “hampered” if he remains out. Justice Vipin Sanghi issued notice to Tyagi and listed the matter for hearing on 3 January.

Tyagi, who retired in 2007, his cousin Sanjeev Tyagi and lawyer Gautam Khaitan were arrested on 9 December by the CBI in connection with a case which relates to the procurement of 12 VVIP choppers from the UK-based firm Finmeccanica, during the UPA-2 regime. The Patiala House Court on Friday extended the judicial custody of SP Tyagi’s cousin Sanjeev Tyagi and lawyer Gautam Khaitan for 14 days.The court will decide the bail pleas of Sanjeev Tyagi and Khaitan on 4 January.

Tyagi, 72, who was interrogated by the CBI in its custody for seven days, had been asked by special CBI judge Arvind Kumar to furnish a personal bond of Rs 2 lakh and one surety of like amount as pre-requisites for his release on bail.

The court had asked Tyagi not to leave the National Capital Region (NCR) without its permission and ordered him not to tamper with the evidence or try to influence the witnesses.

“CBI failed to state as to how much cash was paid to the accused and when it was paid. Admittedly, the CBI has seized the documents regarding properties in 2013 and more than three years and nine months have passed but could not conduct probe in this regard. Accused was arrested after about three years and nine months, LOC was withdrawn by CBI, his accounts were de-frozed after the agency gave ‘no objection’ and accused was allowed to travel abroad,” the court, in its 26 December order, had said.

It had noted that Tyagi had joined the investigation as and when CBI called him and it was not the case that he either tampered with evidence after registration of the FIR or influenced witnesses in the case.

“CBI’s apprehension that the accused may tamper with the evidence is without any basis… Accused has been a senior government servant. The correctness or otherwise of the allegation as to whether the accused has taken any kickbacks and in what manner he was connected with the same, can only be looked into during the course of the trial,” it had said.

While granting the relief, the court had taken note of Tyagi’s advancing age and his health conditions and had said no purpose would be served by keeping him behind the bars.

During the hearing, Tyagi’s advocate Manger Guruswamy had said that her client “could not be deprived of freedom if the investigation is taking time to complete”.

She had also claimed that in the last four years after registration of the FIR, the CBI has never been able to confront Tyagi with any incriminating evidence till date.

Additional Solicitor General Tushar Mehta, appearing for the CBI, had opposed the bail pleas of the accused, saying if set free, they might influence witnesses and hamper the “multi-layered probe by various agencies in more than one jurisdictions involving several countries”.

“We have evidence where the meetings unofficially took place for the purpose of crime. At this stage, please do not entertain their bail pleas. Let the probe be completed,” he had said, seeking dismissal of the bail pleas of all the three accused and adding the matter has “tarnished country’s name”.

On the court’s query whether the CBI had any material regarding SP Tyagi receiving money, the agency replied the former IAF chief had purchased several properties for which the sources of income were not disclosed by him and alleged that he had abused his official position.

Advocate Pramod Kumar Dubey, counsel for Khaitan, had also countered CBI’s argument, claiming that the agency was trying to sensationalise the matter and there was no allegation that his client had not joined the probe or tried to influence it.

Sanjeev Tyagi’s counsel Manav Gupta had also opposed CBI’s contention saying there was no reason to claim that if granted the relief, his client would hamper the probe.

The accused had sought bail on the grounds that the evidence was documentary in nature and had already been seized by CBI and they have cooperated with the probe agency.

The court had on 17 December sent all the three accused to judicial custody till 30 December.

The CBI had said it was a “very serious” and “a very high-profile” case requiring interrogation to unearth larger conspiracy as the “interest of the nation was compromised”.

Tyagi’s counsel had earlier claimed that the decision to procure VVIP choppers from AgustaWestland was a “collective” one and the Prime Minister’s Office (PMO) was also a part of it.

SC rejects plea challenging Justice JS Khehar’s elevation as CJI

<!– /11440465/Dna_Article_Middle_300x250_BTF –>A plea by a group of lawyers challenging the elevation of Justice J S Khehar as the next Chief Justice of India (CJI) was dismissed today by the Supreme Court which asserted that there was “no question” of him being considered ineligible for the post.The apex court rejected the arguments that Justice Khehar, while heading a five-judge constitution bench that had struck down the National Judicial Appointments Commission (NJAC), had benefitted himself as the judgement had revived the collegium system for appointment of judges in the higher judiciary.While disapproving the grounds for entertaining the PIL, a bench of Justices R K Agrawal and D Y Chandrachud noted that there were averments in the petition praising the “quality” of the judge who is to be sworn as CJI on January 4.”Since the petitioners have praised the quality of Justice J S Khehar, there is no question of him being considered ineligible for being appointed as the Chief Justice of India,” the bench said.”So far as this allegation is concerned, it is sufficient to mention that collegium not only consist of the CJI but also four other senior-most judges of the Supreme Court,” the bench said.The apex court also said that as far as correctness of the NJAC case judgement is concerned, “we are of the opinion that petitioner has the right to apply for review or file curative petition”.”We do not find any merit in the petition and the same is dismissed,” the bench said while rejecting the plea filed by National Lawyers’ Campaign for Judicial Transparency and Reforms.Advocate Mathews J Nedumpara, appearing for the lawyers’ body, argued that the issue of judiciary’s independence and appointment of judges was important and it was “painful” for them to approach the apex court with such a petition.He claimed that judges in the higher judiciary were coming from “a few families only” and “it cannot be the exclusive domain of some persons”.”This court has to listen to the critics. Democracy is all about criticism,” he said, adding that Justice Khehar should refuse to become the next CJI.

2008 Malegaon blast case: ATS killed two ‘missing’ accused in 2008 fake encounter, claims ex-cop

In a sensational revelation, a former officer of Maharashtra’s Anti-Terrorism Squad (ATS) claimed that two accused in the 2008 Malegaon blast case, who were thought to be missing, were actually killed by the ATS in December 2008. Hindustan Times reported that in an application to the chief judicial magistrate’s court in Solapur on 19 August, 2016, suspended police inspector Mehboob Mujawar claimed Ramchandra Kalsangre and Sandeep Dange, currently wanted, were killed by ATS cops.  This information is contrary to the chargesheet filed by the ATS, which claimed the two are still on the run.

According to Mujawar, the two accused were brought to Mumbai from Indore in November 2008 were they were killed in a alleged fake encounter, Mid Day reported.

According to the paper, Mujawar was suspended in 2009 for allegedly threatening a terror suspect Ghulam Hussain Kasim Sahab Shaikh. The Times of India added that Mujawar was later accused of criminal intimidation and charged under the Arms Act. In his affidavit, he stated that he was falsely accused and while speaking to media, added that he was being hounded for being a witness to the encounter.

Jharkhand mine collapse: Seven workers dead, several feared trapped in Lalmatia colliery

Seven workers have died and several more are feared trapped in a coal mine that collapsed late evening on Thursday in the Lal Matia colliery of Godda district in Jharkhand, reports said.

While initial reports put the number of trapped at around 10, a CISF official told ANI that around 40-50 workers are suspected to be trapped inside the debris along with 40 vehicles of a private company operating at the site.

IANS said that a heap of mud caved-in at the entry point of the colliery. Rescue operation could not begin due to night fog, the police said.

The incident, a government of India release said, took place at 7.30 pm on Thursday and that a control room has been set up at project office of Rajmahal Open Cast Expansion Project.

However, the exact number of people and vehicle trapped inside is not known. “This could only become clear after the rescue operation starts,” said Harilal Chauhan, Godda Superintendent of Police, earlier.

The locals said that there was a crack in the heap of mud which collapsed and blocked the entry point of the mine.

Mining operations were taking place about 200 feet beneath the ground. Though the cause of the accident is not known, the Ministry of Coal said that “prima facie…it could have been caused by a failure of the bench edge along the hidden fault line/slip”.

Police said that rescue operation is underway and that an NDRF team from Patna is already on its way to the site of the accident. It is expected to reach by noon, IANS said.

Meanwhile, according to The Indian Express, Jharkhand chief minister Raghubar Das directed the DGP and chief secretary to initiate relief and rescue operations at the earliest. “As of now, there are different versions of how many machines, vehicles and people are trapped. Relief and rescue operations are being initiated,” a police official told the newspaper.

Prime Minister Naredra Modi reportedly spoke with Das who announced ex-gratia of Rs 2 lakhs to the dead and Rs 25,000 to those injured in the accident. Das also tweeted saying:

Meanwhile, Ministry of Coal said that an Inquiry has been ordered in the incident by the director general of mines safety and CIL has constituted a high-level committee of experts to investigate into the causes of the accident. THE ECL also announced an ex-gratia compensation of Rs 5 lakhs each to the family of the deceased.

Some of the injured are being treated in a nearby hospital, ANI tweeted.

Mine roof collapses in Dhanbad

In another incident, four workers suffered injuries, two of them seriously, when the roof of a mine partially collapsed at Putki Balihari area in Dhanbad district on Friday, PTI reported. The mine falls under Bharat Coking Coal Limited (BCCL), a subsidiary of Coal India Limited.

A senior district official said the four contractual workers were taking cable to a shaft of the hydro mines in lift when a part of the roof suddenly caved in trapping them.

The four were rescued and taken to a hospital where the condition of two of them was stated to be serious, the official said.

While the cause of the collapse in the Dhanbad mine is being looked into, more details are awaited of the mine collapse in Godda district.

Delhi deputy CM Manish Sisodia’s office burgled: Documents, computers allegedly stolen

New Delhi: Delhi deputy chief minister Manish Sisodia’s office was burgled late night on Thursday, the city police said.

“There was a robbery at the Patparganj office of Deputy CM late night on Thursday. The exact time is not yet known,” deputy commissioner of police (East) Omvir Singh said.

“The district forensic team has lifted finger-prints from the crime scene,” Singh said.

“The office was being shifted and most of the articles were already moved. However, some documents and two computers were stolen,” he added.

Aam Aadmi Party worker Pankaj Singh told IANS that the lock of the office was broken and some documents, including letterheads as well as CPUs of two computers, were missing.

“The burglers also turned away the CCTV cameras and took away the DVRs that had the recordings,” Upendra Kumar, who is in-charge of the party office, said. The police, along with a dog squad, came to Sisodia’s office on Friday morning to investigate the theft, he added.

Uttarakhand sticks to Bhagirathi ESZ plan despite being temed ‘destructive’

The last pristine stretch of Ganga flows through this ESZ.At a meeting on Thursday with the union ministry for water resources, and union ministry for environment and forest, a posse of Uttarakhand officials justified these projects and objected to water ministry’s reservations.The meeting was convened as per National Green Tribunal’s (NGT) directions which asked water resources secretary Shashi Shekhar to sit down with Uttarakhand government and environment ministry to find a way ahead on the contentious zonal master plan. Members of the ESZ expert monitoring committee and two environment ministry officials were also present during the meeting. The Tribunal is hearing a plea on effective implementation of the Bhagirathi ESZ and on compensation for victims of 2013 Uttarakhand disaster.During the meeting, Uttarakhand chief secretary S.Ramaswamy and power secretary Umakant Panwar submitted to Shashi Shekhar that they were not in agreement with the water ministry’s opposition to the hydropower projects and riverbed mining as it will hit investments. According to sources present at the meeting, Uttarakhand officials said that there was little anthropogenic pressure on the resources and even population density was low, thus making it ideal for hydropower projects.They argued that small hydropower projects are ‘white’ projects that are non polluting in nature. The state government wants Centre to allow ten hydropower projects of 82MW total capacity. In August, the environment ministry agreed to consider these projects for approval and also allowed riverbed mining up to 2m depth and road construction on steep slopes.But, DNA reported last week that these decisions were termed “disastrous” by Shashi Shekhar in a letter to the secretary, environment ministry, as they were against the provisions of the ESZ notification.Pointing out to the restrictions on road building on steep slopes and riverbed mining, the officials also said in the meeting that “special rules” were being applied to Uttarakhand, sources added. To this, expert committee member Ravi Chopra said that the restrictions were in place since the stretch of Ganga between Gaumukh and Uttar Kashi is sensitive.Responding to the state government’s submissions, water resources secretary Shashi Shekhar said that in the present form the zonal master plan is in violation of the ESZ notification and any amendments could only be done only with the approval of the union cabinet and the Parliament. Interestingly, the environment ministry, which has agreed to consider Uttarakhand government’s proposal to allow ten hydropower projects in the ESZ did not make any submission during the meeting.”The zonal master plan violates the ESZ notification and the Uttarakhand government never wanted to prepare this master plan. There are several chief ministers in India who have corruption cases and allegations against them. Nothing should lie outside realm of discussion and argument and such freedom is vital for the progress in any field especially in a craft like history,” he said.In his address, the President asked historians to be as objective as possible in their approach to history.Advocating that reason and moderation should be the guide, Mukherjee said, “It is natural to love one’s country and see as much glory in its past as one can detect. But, patriotism should not result in blinkered approaches in interpreting history or a compromise with truth in order to justify an argument of choice.””No society is perfect and history must be also seen as a guide on what went wrong and what were the contradictions, deficiencies and weaknesses of the past,” he said.”An objective pursuit of history, such as our best historians have attempted, requires an impartial mind of a judge and not the mind of an advocate,” the President said.”We must keep our eyes open for unfamiliar ideas and be ready to consider a range of different inferences or assumptions,” he said. Navy chief Sunil Lanba takes over as chairman, Chiefs of Staff committee

New Delhi: Navy Chief Sunil Lanba will take over charge as chairman Chiefs of Staff Committee on Saturday afternoon, and has been handed over the ceremonial baton by outgoing incumbent, IAF Chief Arup Raha.

The senior-most of the service chiefs is given the charge of the Chiefs of Staff committee.

On Thursday, Air Chief Marshal Raha handed over the baton to Admiral Lanba at a ceremony in the South Block, which houses the Defence Ministry.

Lanba will assume the charge from the afternoon of 31 December, the day Raha retires.

Army chief, Gen Dalbir Singh, who also retires from service on 31 December, and Principal Staff Officers of all three services and the Integrated Defence Staff were present on the occasion, an official statement said.

Admiral Lanba assumed command of the Indian Navy on 31 May, 2016. He is a navigation and direction specialist and has served onboard numerous ships in both the eastern and eastern fleets.

He is an alumnus of National Defence Academy (NDA), Defence Services Staff College (DSSC), Wellington, College of Defence Management (CDM) and Royal College of Defence Studies, London.

Air Chief Marshal Raha, the outgoing chairman, COSC had taken over as chairman COSC on 1 August, 2014, and under his stewardship, the services received a “vital boost in jointmanship”, the statement said.

“During his tenure, the Defence Communication Network got operationalised and training standards of the Tri Service Institutes such as NDA, DSSC and CDM were enhanced,” the statement said.

“The much awaited National War Museum got approval from the government. He was instrumental in enhancing the role of military diplomacy with friendly foreign countries. Various humanitarian assistance and disaster relief operations during crisis situations both within and outside India such as Jammu and Kashmir floods, Chennai floods, evacuation of Indian and foreign nationals from Yemen and Nepal Earthquake were successfully conducted,” it said.

“He also played a pivotal role in formulation of DPP-16 thereby streamlining and fast tracking Defence Procurement which has so far been plagued by laborious procedures and long delays,” it said.

2016 for MP CM Shivraj Singh Chouhan: Simi activists encounter, Hindutva politics dominated the year

Bhopal: 2016 saw Shivraj Singh Chouhan firmly in the saddle as he completed his 11th year as Madhya Pradesh chief minister though he had to grapple with the situation arising out of the controversial police encounter in which eight suspected Simi activists were killed.

Chouhan also managed to win back RSS’ confidence after all did not seem to be well following police allegedly beating up Sangh pracharak Suresh Yadav in September at Balaghat district over a WhatsApp message with communal overtones.

He was also upbeat after CBI, the prosecution agency in the multi-crore Vyapam admission and recruitment scam, told the apex court that the electronic evidence in the rip-off was not tampered with.

The Congress has been alleging that the electronic evidence in the scam were tampered with by the state police to save Chouhan and his family.

Cow vigilantes too were seen in action in the first half of the year and in one such case, two Muslim women were beaten up at Mandsaur railway station on suspicion of carrying beef in July.

The state witnessed communal unrest in some parts.

After the encounter killings of suspected Simi activists who had mysteriously escaped the highly-fortified central jail here on Diwali night allegedly killing a security guard, questions were raised but Chouhan’s defence was that the police action was taken “for public good”.

Minutes after the encounter, Chouhan, who seldom speaks to the media, hurriedly convened a press conference to dub the undertrials as “terrorists” who posed a serious threat to society after escaping from the jail.

After the encounter, Muslims huddled in a mosque, on being denied permission to hold a public meeting. They claimed the killing was stage-managed.

Earlier, the community had often found the moderate Chouhan in their midst on Eids, once wearing a Muslim skull cap which Prime Minister Narendra Modi had refused to don.

After initial resistance, the state government agreed to a judicial probe into the encounter after the outcry and criticism by media and public.

The month-long Simhasta-Kumbh mela in the ancient city of Ujjain in April-May too made a political splash when BJP chief Amit Shah took a holy dip with the Dalit seers.

This drew the wrath of seers who said they were being divided on caste line for the first time.

The event also took a political hue with Congress blaming BJP for hijacking the event for political gain and siphoning off crores of rupees from the state exchequer.

Besides, the mela, considered to be one of the biggest congregations of Hindus, saw the participation of eunuchs for the first time despite the reservation of Hindu clerics.

After police action on Suresh Yadav, local Sangh Parivar leaders took to the streets in Balaghat and a confrontation between the RSS and the Chouhan government seemed imminent.

To mollify the RSS, the state government booked Balaghat Additional Superintendent of Police and other policemen and charged them with attempt to murder. The accused policemen, still at large, were suspended.

But RSS apparently wanted more. Finally, the Chouhan government shunted out Inspector General of Police and Superintendent of Police from Balaghat to placate it.

As the lower rungs of Sangh Parivar were still frowning, Chouhan flagged off a 5-month-long yatra from Amarkantak in Anuppur district – the origin of river Narmada – on December 11 with RSS at the helm of the event.

The event, called Narmada Seva Yatra, ostensibly aimed at turning the river pollution-free and maintaining the sanctity of the water body considered to be holy in Hindu scriptures.

At the start of the yatra, RSS general secretary Bhaiyaji Joshi heaped praises on Chouhan for his deep faith and respect for the holy river.

Then on December 19, in an apparent endorsement, senior RSS functionary Alok Kumar said Madhya Pradesh was a laboratory of Sangh Parivar’s ‘ekathma manavad’ (integral humanism).

Twenty-eight people hailing from the state perished in the derail incident of Indore-Patna Express near Kanpur on 20 November.

After 32 years of the Bhopal Gas Tragedy, victims of the world’s worst industrial disasters and the organisations helping them rejoiced on December 7 when a local court issued notices to the then district collector and the then superintendent of police for allegedly helping Union Carbide Corporation CEO Warren Anderson to escape from the state capital and criminal prosecution in December 1984.

Anderson who died last year was facing charges of criminal liability in the compensation case for the disaster.

BJP also won a number of by-polls in the state that were held during the year including Shahdol (ST) Lok Sabha seat and three assembly seats.

During the end of the year, Aam Aadmi Party national convenor Arvind Kejriwal held a public meeting here. AAP has already raised cadres in several parts of the state with an eye on the 2018 assembly polls.

IAF sorties helped government fight cash crunch

Sources said since it was an “emergency-like situation” the IAF had been roped in to bring down delays in currency, reaching different centres across the country.The four currency printing centres are located in Nasik (Maharashtra), Devas (Madhya Pradesh), Mysore (Karnataka) and Salboni (West Bengal). Sources said the employees at the press have been working overtime to meet the cash demands in the country.From close by airfields in Mysore, Indore, Ozar and Kalaikunda, IAF planes are carrying out sorties almost daily to meet requirements.”The cash is transported by road to the airfields from where the Air Force transports it to different centre. This is saving time in transportation,” said a government official. The aircraft being used for transporting the currency are C 130, C17 and AN 32, sources said.Once the cash reaches the destination the local authorities take charge.Sources said initially there was a shortage in currency as the printing machines lacked the capacity to meet the increased demands. The government had announced printing of new Rs. 1000 notes but that has not begun yet.”While the Rs 2,000 notes and Rs 500 notes are being printed the void left due to non printing of Rs 1,000 note has created a crunch,” said a government official dealing with the subject.Officials privy to the details said out of a total currency requirement of 17.5 lakh crore, Rs 8 lakh crore is expected to be in 500 and Rs 7 lakh crore in 1,000 denominations. “10 per cent of this demand is being met per month,” the official added.The rest of the demand is to be met with other notes including Rs 2,000.

Sasikala herself is expected to stay away while the party executive committee and general council will formally elect her as the leader. She apparently wants to convey the impression of a reluctant politician — that she doesn’t want any post but it is the party that has thrust the post on her.All the district units of the ruling party had already held meetings to adopt a resolution, urging her to take over the leadership. Her election on December is expected to be a mere formality. Posters hailing the Chinna Amma (Small Mother) have sprung up all over Chennai to greet Sasikala.In the style of the DMK (party banners would have its president M Karunanidhi displayed prominently with its leaders Annadurai and Periyar in the background), and that of the Jayalalithaa-led AIADMK until recently (Jaya’s face would be the focus with MGR in the background), AIADMK banners now display Sasikala in the foreground with Jaya in the background.Whatever dissent there was in the party over the elevation of Sasikala to the post held by Jaya has been put down with a firm hand by the party leadership.Chief Minister O Panneerselvam, ever the loyalist, has been co-ordinating the arrangements for the meet on Dec 29, although the event would mark the first decisive step towards Sasikala acquiring a strangle-hold over the party and the government. Panneerselvam’s days as chief minister are clearly numbered.For Sasikala, it has been a long and patient wait. She was merely made an executive committee member and was even removed from the party as Jayalalithaa suspected the loyalty of Sasikala’s relatives. She was brought back into the Poes Garden residence of Jayalalithaa and into the party in 2012.It is this gap that was questioned by some dissidents in the party on the ground that one has to be a member continuously for at least five years to qualify for a post. However, this was nipped in the bud by party seniors who pointed out that the party executive could adopt a resolution to waive this clause and to ratify the election of Sasi. Therefore, the executive meeting will also be held in addition tothe general council to enable the smooth election of Sasi on Dec 29.Sasikala will enter the party headquarters only after being elected its supremo so that she will have a triumphant and powerful entry, a party senior said.The BJP’s plan to marginalise Sasikala had not worked, an AIADMK source said, adding that the party with 49 MPs could not be threatened with a mere raid on the chief secretary’s office and residence. The BJP realises that Sasikala would not be as pliable as Panneerselvam. Governor Vidyasagar Rao even asked vice chancellors of universities to explain why they prostrated at Sasi’s feet a few days ago at the Poes Garden. It remains to be seen if the Centre would tighten the screws on Sasi and members of her family or will the BJP make a strategic retreat and try and get cosy with her, in view of the changed situation. It appears that for the time being, it is the BJP that will blink first.

Researcher found security holes at smartphone-only bank N26 | Reuters

HAMBURG German fintech company N26, which made its name mocking traditional banks, has found itself on the receiving end of criticism after a security researcher proved its smartphone apps exposed users to potential account hijacking.N26, previously known as Number26, has expanded rapidly since it launched in early 2015 as a smartphone-only bank with no local branches, with the backing of major global investors including Silicon Valley’s Peter Thiel.     Vincent Haupert, a research fellow and PhD student in the computer science department of the University of Erlangen-Nuernberg, told the Chaos Communications Congress in Hamburg how he and two colleagues found N26 security defences riddled with holes that could have been used to defraud thousands of users.     “They say you can open a bank account in just eight minutes,” Haupert said. “As it turns out, you can lose it even faster.”    In a statement, N26 thanked Haupert for alerting the company to “a theoretical security vulnerability” and advising it on fixes, which N26 said it completed this month.    N26 offers a range of online banking and other financial services to 200,000 customers in 17 European countries through a banking licence granted earlier this year by German financial regulator Bafin.    N26 executives have been the most outspoken among new fintech players in arguing traditional banks are failing to serve customers more directly by relying on antiquated local branch relationships instead of modern, phone-based services.

    “I don’t see banks at all as my competitors. They just can’t move fast enough,” N26 Chief Executive Valentin Stalf told Reuters last year.    Haupert told the Chaos conference, Europe’s biggest annual gathering of hackers, how his team had found numerous ways to attack N26 banking apps to hijack individual customer accounts.    “With such a strategy, fintechs squander the trust that banks established over years,” he said.For example, Haupert said he compared data from a leak of 68 million account credentials from online file sharing company Dropbox with information on N26 users he was able to request from the company’s own software feed to identify 33,000 N26 user credentials – without being thwarted by N26 anti-fraud systems.

From there, he said it would have been simple to send a phishing email to these N26 customers that could potentially have allowed him to break into their accounts.     “Don’t worry, we didn’t do this,” Haupert said. “My professor had legal concerns.”    Instead, Haupert disclosed his research findings to N26 on Sept. 25.

    In response, N26 said in a statement it had made customer accounts more secure by reducing and encrypting data transfers, by blocking brute-force attacks in which hackers can quickly guess user credentials, and fixing voice-recognition security weaknesses in its app for the newest Apple mobile devices.     “At no time during these scenarios was personal data of our customers available to third parties,” the statement said. “No N26 customer was impacted by the demonstrated vulnerabilities.”    It added: “We have fully addressed and closed all vulnerabilities promptly and completely” and quoted Haupert as saying earlier this month that all vulnerabilities he had uncovered appeared to have been fixed.  Still, Haupert said regulators needed to take a closer look at the security of banks. “It was Bafin that granted a banking license to N26 only six months ago,” he said, adding that security weaknesses at that time were rampant.A spokesman for the financial regulator declined to comment.  (Reporting by Eric Auchard; Editing by Mark Potter)

I-T seizes Rs 48 cr worth undisclosed assets in Karnataka, Goa post demonetization

<!– /11440465/Dna_Article_Middle_300x250_BTF –>Undisclosed assets worth Rs 48 crore, including Rs 22 crores in new currency notes, had been unearthed during searches conducted by the Income Tax department in Karnataka and Goa since the Centre announced demonetization of high-value notes, a top official said on Wednesday.”We have seized an undisclosed amount of Rs 34 crores in cash and Rs 14 crores in bullion, and out of which Rs 22 crores were in new currency notes, post-demonetization,” Principal Chief Commissioner of I-T, Karnataka-Goa, Nutan Wodeyar told reporters in Bengaluru.Giving figures of seizures made by I-T this year so far, Wodeyar said the department conducted 48 searches and seized Rs 116 crores worth undisclosed assets compared to Rs 27 crores during the corresponding period in the previous year. “Compared to 14 searches conducted last year, this year 48 searches were made,” she said.The department also conducted 36 surveys as of Wednesday compared to 38 last year and found a concealment amount of Rs 393 crores compared to Rs 140 crores during last year.Replying to a query, Wodeyar said the department so far this year had initiated 15 prosecutions and expect the numbers to go up. She, however, declined to reveal the names of those facing prosecution.
