Gulshan Kumar’s killer Daud Merchant walks out of Dhaka jail

<!– /11440465/Dna_Article_Middle_300x250_BTF –>Bangladesh freed a top aide of underworld don Dawood Ibrahim on Monday on the expiry of his jail term for cross-border intrusion, sparking speculations about his extradition to India where he was convicted for killing Bollywood music baron Gulshan Kumar in 1997. Home Minister Asaduzzaman Khan said Daud Merchant was released as his jail term expired but did not clarify whether he was handed over to India, where he is to stand trial. “He (Merchant) has been released. His prison term for illegal trespass into Bangladesh ended some time ago,” he said.Merchant walked out of the Dhaka Central Jail in the afternoon. Known to be close to Mumbai mafia don Dawood Ibrahim, Merchant was jailed by a Bangladeshi court for five years which expired in December 2014. He was briefly released, but was immediately rearrested and prison official said he was detained under a law meant for people accused of “suspicious movement” for the past three years.Allegedly a contract killer, he was sentenced to life term in India in 2002 for killing Kumar who headed the music company T-Series in 1997. Kumar was shot while he was coming out of a temple on August 12, 1997. Merchant, however, filed an appeal against his conviction. He absconded after being released on parole in April, 2009 to visit his family in Mumbai. The same year, detectives arrested him from Brahmanbarhia’s Mourail, with two associates, while he was hiding in the residence of one Kamal Mian. He was then sentenced to five years in prison for intruding and illegally staying in Bangladesh.Merchant’s release came 11 months after Bangladesh authorities said that they decided to extradite Merchant. In January, the home minister had said that Dhaka was working to extradite him.

Cross-border military strike on Pakistan: What should be India’s goals?

What should be the goal of an Indian military cross-border excursion? Many observers, myself among them, do not believe that India presently has the requisite military capability to carry out any strike into Pakistan that would hurt the Pakistani military or degrade the infrastructure of its jihadist allies, while simultaneously staying below Islamabad’s nuclear threshold. There are yet others who argue that such options simply do not exist because any conceivable strike would either be of limited strategic use or would risk escalation of the crisis past the nuclear limit. Or both. However, it is important to be clear about the aims of a cross-border mission before we discuss utility or capability.

One kind of cross-border strike is a precise attack from the air. Presumably, stealth helicopters or fighter aircraft would slip into enemy airspace, unleash their deadly payload of precision-guided munitions, and return before anyone is any the wiser. Critics say that India lacks the material capability as well as training to carry out such missions. However, such high standards for these sorts of operations are achieved only in Hollywood or on games consoles: As ample examples illustrate, real life is a lot messier. In perhaps the most famous and significant case of an airstrike gone awry, in May 1999, the United States air force mistakenly bombed the Chinese embassy in Belgrade. More recently, according to the United Nations, over 1,250 civilians have been killed in Afghanistan in just the past seven years.

The possibility of collateral damage or a failed strike — when the targets have already fled — is always there. Faulty intelligence, bad data, or a fast-evolving situation on the ground is usually to blame. Robert Farley, a professor at the University of Kentucky who studies the American military, explains, “One of the core aspects of air power theory is this idea that with enough reconnaissance, with enough data with enough data crunching, we can paint an extremely hyper-accurate picture of the battlefield that is going to not only eliminate accidental strikes, but it’s going to make it so we can strike directly and precisely.” The situational awareness in reality is never that good, admitted Scott F Murray, a retired US air force colonel who coordinated the US air campaign in West Asia and Afghanistan. While India needs to hone its skills in surgical airstrikes, the benchmark can never be an ideal that has rarely been achieved.

A second option is the targeted assassination or abduction of key figures. Although Israeli operations such as the the one bringing Adolf Eichmann to trial or the series of assassinations carried out in revenge for the massacre of the Israeli athletes at the Munich Olympics in 1972 come to mind, there are also equally public and painful failures such as the botched job in Lillehammer in 1973 or the failed attempt on Khaled Meshaal in 1997. These operations require global assets and a long-term focus that the Indian political class has simply not been seen to possess.

Yet what is the long-term utility of being able to conduct such operations? As we have seen after every successful US or Israeli counter-terrorism mission, fallen leaders are quickly replaced. For a time, the organisation may lose steam; occasionally, a lack of agreement on a suitable successor may cause a group to splinter, but this makes it even more difficult to keep track of the various new factions. Rarely, if ever, have such operations succeeded in stopping terrorism and yet terror cell leaders constitute high value targets. The elimination of Hafiz Saeed, Dawood Ibrahim, or any other senior terrorist figure may be a national morale booster and morally satisfying but will scarcely dissuade Pakistan from conducting further acts of terrorism against India.

The value of a cross-border strike is not in its potential to resolve conflict — any such expectation is delusional. Rather, it is the assurance of a punitive response, even one that is held back to a time and place of Delhi’s choosing. From a rationalist, state-level perspective, this cycle of strike and counter-strike seems insane. Yet India is not fighting a State but an idea: As Husain Haqqani has argued in his recent book, India vs Pakistan: Why Can’t We Just Be Friends?, the root of the conflict between the two South Asian states is not nationalism but religion. Contrary to popular opinion, Islam did not enter the scene during the rule of Zia ul-Haq but as early as Ayub Khan, who used to pepper his anti-India speeches with Islamic references. Even before Independence, the Urdu poet Asghar Sodai coined the famous phrase (1944) that would go on to become a rallying cry for all sorts of groups in Pakistan to this day: پاکستان کا مطلب کیا لاالہ الا اللہ‎. Unlike states, ideas are more amorphous and resilient to force.

A model that is popularly looked up to in India is Israel. The swift, daring, and decisive actions of not just its intelligence services but also its military are the stuff of legend. However, the real lessons for India come from the pattern of fighting the Israeli Defence Forces have adopted over last 20 years and not its early days. Lieutenant-Colonel Ron Tira (retd) of the Israeli Air Force describes the IDF’s strategy in its last six major engagements as one of attrition in which the aim was to “cause the opponent more damage (quantitatively and qualitatively) than the opponent caused Israel in the same timespan.” The fear of punitive retaliation would, it was hoped, delay the next conflict and restrain the enemy’s ambitions.

The possibility of collateral damage or a failed strike — when the targets have already fled — is always there

This is exactly the strategy Israel previously avoided — against larger, better equipped, and better trained forces of nation-states, the tiny IDF would be no match in the long haul. Against asymmetric forces, however, this strategy allows for resource and risk management. The limited aims and slow tempo of such campaigns allows both sides time for diplomatic signalling and stock-taking. The strategy works, Tira explains, because “Israel faced weak sub-state enemies whose main capabilities lie in inflicting damage, but who do not threaten to defeat the IDF or to capture Israeli territory. In each campaign, the interests defended by the IDF were of secondary importance. In this context, Israel could afford to sustain damage from the opponent, knowing that the opponent at the same time was suffering more substantial damage, without removing the threat or substantially degrading the opponent’s ability to make war.”

The South Asian situation is not identical: Pakistan actively cultivates terrorist networks in a far more direct manner than Arab support comes for the Palestinian disaffected. More importantly, Pakistan possesses nuclear weapons. Yet limited strikes by India, at times without even awaiting a provocation, will force Islamabad to distance itself from or publicly embrace its illegitimate children. It is feared that such action could well raise the heat on the border but the limited nature of these attacks would give Islamabad no credible reason to resort to nuclear blackmail. And why must nuclear anxiety be borne by one side alone and not shared?

Indian leaders must understand the nature of the threat they face and adopt a strategy that is more in tune with the demands of the situation. It may not be as satisfying as precise and decisive strikes or give closure but it is an old art of war.

The fantasy of a silver bullet serves no one.

1993 Mumbai blasts accused murder: CBI takes over probe, names Chhota Rajan in FIR

New Delhi: The CBI has taken over the probe into the murder of Hanif Kadawala, an accused in the 1993 Mumbai blasts case who gave an AK-56 rifle to actor Sanjay Dutt, and registered a case against gangster Chhota Rajan and his accomplices in this regard.

“The agency has taken over the probe into the Kadawala’s murder,” CBI spokesperson RK Gaur said.

Sources said the investigating agency took over probe after a reference from the Maharashtra government in this regard. As per norms, the agency starts its probe from the FIR registered by the state police.

They said a case has been registered against Chhota Rajan, his gang member Guru Satam and others under relevant sections of the IPC and Arms Act in connection with the Kadawala’s murder.

Kadawala, who transported weapons to Mumbai (then Bombay) on the instructions of Tiger Menon which were used in the 1993 serial blasts, was killed on 7 February, 2001 in his office by
three men.

Mumbai Police suspected that the killing was a handiwork of Rajan after the 12 blasts that had left 257 dead and more than 700 injured.

Rajan, once considered a henchman of Dawood, parted ways with him after the blasts.

It was alleged that Kadawala along with another accomplice had hidden the consignment of weapons used in the blasts in the garage of Dutt’s house. The actor had, however, denied any knowledge of conspiracy of blasts and was acquitted of charges under TADA in the case.

The actor was convicted under the Arms Act. Kadawala was arrested on 16 April, 1993 under TADA for being part of the conspiracy and transporting weapons from Gujarat coast to Mumbai but was released on bail five years later.

In 2001, it was alleged that a person introducing himself as Yusuf repeatedly sought an appointment with Kadawala regarding a deal. On 7 February, 2001, three people allegedly entered his office at Bandra (West) in Mumbai where two of his employees were also present.

After a brief discussion, Kadawala was allegedly shot with a .32 revolver. He was severely injured and rushed to a hospital but he succumbed to injuries.

The sources said the agency has also initiated a probe into the murder of hotelier Jaya Shetty who was on 4 May, 2001 killed allegedly by the members of Chhota Rajan’s gang. Shetty was the owner of Golden Crown hotel in South Mumbai.

They said a case under IPC sections related to criminal conspiracy, murder, and provisions of the Arms Act has been registered against Rajan, notorious criminal Hemant Pujari, Ajay Mohite, Sameer Manik among others.

Manik was acquitted in the case by the Special Maharashtra Control of Organised Crime Act (MCOCA) court in 2008. However, three other gang members — Ajay Mohite, Pramod Dhonde, and Rahul Pansare — were convicted by the court in connection with Shetty’s murder.

Rajan was arrested at Bali airport in Indonesia on 25 October last year and deported to India. He is an accused in around 70 cases in Maharashtra, including the 2011 J Dey murder case.

The Maharashtra government has handed over all these cases to CBI.

Uri terror attack: Pakistani accounts could’ve been used to fund terror; ED files chargesheet in Srinagar

In what could be an important revelation to prove Pakistan’s hand in abetting terrorism on Indian soil, the Enforcement Directorate has uncovered some suspicious bank transactions between bank accounts from Pakistan and Srinagar.

According to CNN-News18, the ED has reportedly filed a chargesheet in a Srinagar court over alleged funds transfer from Pakistani accounts to two Srinagar accounts via Italy. The ED believes that the money could have been used for funding terror activities in Kashmir. The two Indian accounts reportedly belong to two persons, namely Firdaus Shah and Nabla Begum, while the ED is preparing to approach Italy to aid in the probe.

The news channel also accessed a copy of the charge sheet filed in the court and reproduced it in a tweet.

The revelations are important because if the allegations are proved right it will be a huge diplomatic win for India, which has always maintained that its neighbouring state has been promoting proxy wars in Kashmir and has had an imminent role to play behind the ongoing unrest in the Valley.

India has maintained that Indian intelligence has evidence which proves that Pakistan helped the perpetrators of Pathankot terror attacks, 2008 Mumbai terror attack and for providing a safe haven to underworld don Dawood Ibrahim. In all these cases, evidence have been handed over to Pakistani authorities but India still awaits action.

In fact, in the Dawood Ibrahim case, even the United Nations had stamped its approval on Indian claims, verifying six out of the nine places cited by India as addresses of underworld don Dawood Ibrahim in Pakistan. In the 2 January attack on Air force base in Pathankot, India had forwarded the complete transcript of telephonic conversation between terrorists and their Pakistani handlers along with crucial forensic evidence, according to a report in The Indian ExpressThis time around too, in Uri, India has enough evidence that Pakistan was involved in the attacks. According to News18, Indian officials recovered food packets and medicines with Pakistani markings. However, Pakistan has dismissed all claims.

Despite handing over various evidences in the past, Islamabad has denied allegations and rubbished New Delhi’s claim of being a state that sponsors terror. In case of the Pathankot attacks, Islamabad has raised its doubts over the nature of evidence and said that anyone from India could have called Jaish-e-Mohammad telephone numbers, a report in Hindustan Times said.

In one of the deadliest attacks on the Army in recent years, 18 soldiers were killed and as many others injured as heavily armed militants stormed a battalion headquarters of the force in North Kashmir’s Uri town early morning on Sunday. Four militants involved in the terror strike were killed by the Army. And shortly after this, two infiltration bids were foiled in Uri Sector and Nowgam Sector of Kashmir. While the Indian Army and the political leadership of the country has openly blamed Pakistan for sponsoring terror, the Nawaz Sharif government in Islamabad has dismissed the claims as baseless and instead asked for “actionable intelligence” from Indian to back its allegations.

Meanwhile, Indian state’s diplomatic push to isolate Pakistan on global stage has already started reaping results as most world leaders have issued strong-worded condemnation for the attack and reiterated the need for “all states” to ensure that terrorists don’t find safe havens on their soil. Recently, Washington also issued a “stern” warning to Islamabad, cautioning it against harbouring terrorists on its soil.

Moreover, two powerful American lawmakers have also introduced a bill in the US House of Representatives to designate Pakistan a state sponsor of terrorism, saying it was time the US stopped paying the country for its “betrayal”. “Not only is Pakistan an untrustworthy ally, Islamabad has also aided and abetted enemies of the US for years,” said Republican leader Ted Poe.

Addressing the meeting here, the chief minister attacked the opposition Congress and NCP saying they were “targeting” the ministers because there were no scams in the government that was working “honestly”.He alleged that NCP leaders had grabbed government plots and deserved criminal investigation into their dealings, adding that they had no moral right to accuse the BJP ministers of wrongdoing. “Return the government plots before making such baseless allegations against our ministers”, Fadnavis said. Those who were present at the meeting included union ministers Venkaiah Naidu, Nitin Gadkari and BJP state president Raosaheb Danve. Khadse resigned on June 4 after facing heat over a series of allegations including irregularities in a land deal here and calls allegedly received from mob boss Dawood Ibrahim’s residence in Karachi on his mobile phone besides the alleged bribe sought by his “PA”.

Eknath Khadse likely to get clean chit in Dawood Ibrahim call case?

Eknath Khadse, who last week resigned from Maharashtra cabinet over multiple allegations of wrongdoing, is likely to be exonerated by the state police in connection with the charge that he received calls from fugitive mob boss Dawood Ibrahim, a senior official said. The Home Department official said on the condition of anonymity that investigation into the alleged calls made to Khadse’s cell phone from a Karachi-based land line (allegedly registered in the name of Dawood’s wife) was almost over, and the final report may come out within a week. “The Anti-Terrorism Squad (which probed the allegation) has received all the call data records… so far nothing significant has come out of the investigations into these call data records,” the official said.<!– /11440465/Dna_Article_Middle_300x250_BTF –>Earlier, crime branch of Mumbai police too had said the allegation, made by the Aam Aadmi Party first, had no substance. ATS had summoned Gujarat-based Manish Bhangale, who calls himself ‘ethical hacker’ and who had claimed to have obtained the records of a Pakistani telecom firm, for questioning last week. But he did not turn up. Bhangale has moved the Bombay High Court seeking a CBI probe; his petition would be heard on June 14. AAP had cited the records obtained by Bhangale. “The source of the information might have been fake and the agency is exploring this possibility,” the official said. Khadse has denied the allegation saying that the mobile number concerned was not even in operation for the past one year.

Chhota Shakeel’s plot to kill arch rival Chhota Rajan foiled, 4 nabbed

Four persons have been arrested for allegedly hatching a plan to kill gangster Chhota Rajan, presently lodged in Tihar jail, at the behest of his arch rival and fugitive don Dawood Ibrahim’s confidant Chhota Shakeel. The four alleged contract killers, identified as Robinson, Junaid, Yunus and Manish, were arrested on June 3 following which they were sent to police remand and interrogated for five days. Later, they were produced in a court which sent them to judicial custody, a senior police official said today. The plan was initially to kill Rajan while on transit to or from court before and after hearings, but that was later changed to attacking him during his hospital visits, the accused told police during interrogation. “Investigation of the matter is underway,” Special Commissioner of Police (Special Cell) Arvind Deep said without divulging further details.Delhi Police’s Special Cell zeroed down on the four through telephone intercepts. The accused were in constant touch with Shakeel. Once identified, the four were picked up from their residences in Rohini in Outer Delhi, Seelampur in northeast Delhi, Ghaziabad and Noida, the senior official said.Police also claimed have recovered a pistol and live cartridges from possession of one of the accused. The four accused are also lodged in Tihar jail, where Rajan is in a high-security ward, the official added. Dawood calls logs: Hacker’s plea for CBI probe against Khadse posted to June 14

The Bombay High Court on Monday posted for hearing on June 14 a petition filed by a Gujarat-based person, seeking CBI probe against former Maharashtra minister Eknath Khadse for alleged phone calls between him and underworld don Dawood Ibrahim. The petitioner Manoj Bhangale’s advocate Aparna Vatkar mentioned the petition today before a division bench of justices N H Patil and P D Naik which posted it for hearing on June 14. <!– /11440465/Dna_Article_Middle_300x250_BTF –>Bhangale claims to have hacked the authentication process of the Pakistan Telecommunication Company Ltd in April this year from which he acquired the telephone records of underworld fugitive Dawood Ibrahim. According to Bhangale’s petition, the information also includes alleged phone calls between Dawood and Khadse. As per the petition, Bhangale then tried to get in touch with the Prime Minister’s Office and the office of National Security Adviser, but in vain. “After media broke the news, I was approached by Mumbai Police’s crime branch which took all information from me but till date there has been no case registered or action taken,” the petition states. The petition alleges that Bhangale fears all the information he has provided to the police may be sabotaged. “Instead of recording statements and perusing evidence, the state government and police have shown haste in giving clean chit to the minister. The global data of telephone numbers gathered by me (petitioner) from the telephone bills of Dawood Ibrahim has the potential of exposing his financial empire ranging from films to cricket betting,” the petition claims. Bhangale has requested the HC to constitute a special team of CBI to probe the matter and submit periodical reports to the court. He has also sought protection for himself as he fears a threat to his life. Facing heat over a series of allegations, including irregularities in a land deal in Pune and getting calls allegedly from fugitive Dawood Ibrahim’s residence in Karachi on his mobile phone, besides the alleged bribe sought by a personal aid, Khadse had resigned from his post on June 4.

Shiv Sena alleges Maha CM Fadnavis was behind Khadse’s ouster

Mumbai: The Shiv Sena today suggested that Maharashtra Chief Minister Devendra Fadnavis had “secretly” worked to oust his former cabinet colleague and senior BJP leader Eknath Khadse, who resigned after a string of allegations, including irregularities in a land deal.

“Khadse might have thought that Devendra Fadnavis, a yesterday’s lad, would not understand politics. He thought he was the government. But he failed to know that this yesterday’s lad was packing the (fire)cracker with gunpowder,” the Sena said in an editorial in party mouthpiece Saamana.

It said the ACB was behind Khadse’s PA Gajanan Patil for the last six months, but Khadse had no idea about that.

“By this, we understand the secrecy in the working style of Fadnavis,” it said.

Sena sought to know why Fadnavis did not once come forward to defend his colleague.

“Khadse is saying there is no proof against him and he will leave politics if he is proved guilty. Even Chhagan Bhujbal is saying the same thing in jail, Ashok Chavan, accused of Adarsh scam, too is saying the same thing. Sonia Gandhi‘s son-in-law Robert Vadra is also saying he is innocent of the allegations levelled against him,” it said.

Khadse resigned on Saturday in wake of a series of allegations including irregularities in a land deal in Pune, getting calls allegedly from fugitive Dawood Ibrahim’s residence in Karachi on his phone besides the alleged bribe sought by his personal aide.

Following this, Fadnavis announced an inquiry by a retired high court judge into the allegations against Khadse, as sought by the senior leader himself.

Dawood call logs: Bombay High Court to hear the case against Eknath Khadse today

Manish Bhangale, a Vadodara hacker, on May 29 filed the Public Interest Litigation (PIL) alleged that call records from Dawood’s Karachi residence showed that he was in touch with a specific mobile number registered in Khadse’s name. The Bombay High Court will on Monday hear the petition filed by Manish Bhangale, a Vadodara hacker, against former Maharashtra revenue minister Eknath Khadse over his alleged links with underworld don Dawood Ibrahim.Bhangale, who filed the Public Interest Litigation (PIL) on May 29, reportedly alleged that the call records from Dawood’s Karachi residence showed that he was in frequent touch with a specific mobile number registered in Khadse’s name. In his petition, Bhangale alleged that the Mumbai Police had strong electronic evidence against Khadse and even then no proper action was taken against him.<!– /11440465/Dna_Article_Middle_300x250_BTF –>Last week, the Congress and the Aam Aadmi Party (AAP) had demanded a thorough investigation into the allegations against Khadse. Khadse, however had dismissed the claim as “baseless” but admitted that the number in question belonged to him.

Arvind Kejriwal eyes Gujarat polls, defends Hardik Patel

AAP national convenor and Delhi Chief Minister Arvind Kejriwal on Saturday dubbed former Maharashtra Revenue Minister Eknath Khadse a “traitor” for his alleged conversation with Dawood Ibrahim, while coming out in support of Patidar leader Hardik Patel, who is lodged in jail over alleged seditions charges. Kejriwal, whose party is trying to get a foothold in BJP ruled Gujarat, said Patel has been charged with sedition even when he has not done anything against the country, but on the other hand alleged call records show that Dawood Ibrahim, one of India’s most wanted criminals working against the nation, made calls to Khadse. Khadse was in the eye of a storm over allegations of corruption including irregularities in a land deal resigned today. <!– /11440465/Dna_Article_Middle_300x250_BTF –>The AAP also alleged that he received calls from Ibrahim, a charge which was not only refuted by Khadse, but also by the Mumbai Police which gave him a clean chit. Kejriwal said the real test for the BJP will be if Madhya Pradesh and Rajasthan chief ministers Shivraj Singh Chouhan and Vasundhara Raje also resign. “Now there is a minister from Maharashtra (Eknath) Khadse sahab. Through (call) records, his talks with Dawood Ibrahim, who works against the country, have come to light. Then Khadse is a traitor and not Hardik Patel. “The government does not take action against Khadse sahab. It takes action against Hardik Patel. How is Hardik Patel a traitor? Traitors are leaders like Khadse,” Kejriwal said in a video posted on Aam Aadmi Party’s twitter handle. Kejriwal said one may not agree with Patel or have difference of opinion, but he has not acted against the country. The AAP chief said people of Gujarat are angry and upset over the sedition charges slapped on the Patidar leader, who is in jail since October last year. The AAP chief said terming Patel a traitor is like terming lakhs of Gujaratis traitor. “What is Hardik Patel’s mistake? He raised his voice for Gujaratis and his community, he struggled for their rights. He never raised voice against India. He never supported forces trying to break the country. Lakhs of Gujaratis were saying what Hardik Patel is saying. Then have lakhs of Gujaratis become traitors? So, terming Gujaratis traitors, insult Gujaratis is not good. This is wrong,” Kejriwal said.

Can’t return Dawood Ibrahim to India as we don’t know where he is: Abdul Basit

With media reports replete with information on whereabouts of India’s most wanted criminal Dawood Ibrahim, hinting at him being in Karachi, Pakistan High Commissioner to India Abdul Basit on Saturday said there is no question of handing over the underworld don to India, as Islamabad was not aware about his location in the first place.Abdul Basit, interacting with the media at Patrakar Bhavan, first evaded the question on the Dawood, but later said that there was no question of handing over to the Don, as he was not in Pakistan.<!– /11440465/Dna_Article_Middle_300x250_BTF –>”Don’t know where he is. How is it possible to hand over someone whose whereabouts we do not know,” he said.Basit, who is on a three-day trip to Nagpur, said that talks are the only way to ensure peace and stability in the region.”Unless the meaningful and uninterrupted dialogue is held, nothing is going to work. Usually, focus is on terrorism and Kashmir. But there are other issues, too, that deserve discussions,” he said.Union Home Minister Rajnath Singh had last month said that India’s most wanted fugitive Dawood Ibrahim will be nabbed soon and brought to India. The Union Minister, however, has not mentioned any specific time duration for this. The Ministry of External Affairs (MEA) had earlier reiterated that it will continue to pursue Pakistan to handover Dawood after a television channel claimed that it has tracked his location.

Bhangale’s lawyer Sandesh Sawant said, “We told ATS that Bhangale would not come today to record his statement as a petition concerning the matter is before the High Court.”

The Mumbai Crime Branch headed by Atulchandra Kulkarni had earlier recorded Bhangale’s statement and eventually gave a clean chit to Khadse, following which Bhangale moved the HC, seeking a CBI probe.

Maharashtra: Eknath Khadse resigns as revenue minister

Embattled Maharashtra minister Eknath Khadse has tendered his resignation as Revenue Minister on Saturday after meeting CM Devendra Fadnavis, according to reports. Khadse has been under the fire recently over a host of allegations including irregularities in a land deal in Pune and calls allegedly received from mob boss Dawood Ibrahim’s residence in Karachi on his mobile phone. The senior BJP leader is considered “number two” in the Cabinet had earlier called the charges against him as baseless. He has been facing the heat over the purchase of a three-acre Maharashtra Industrial Development Corp land in Pune allegedly at a low price of around Rs 3.75 crore from its original owner in the name of his wife and son-in-law. The market value of the land is reportedly Rs 40 crore.<!– /11440465/Dna_Article_Middle_300x250_BTF –>On Friday he had said that he was a loyal BJP worker and would “act according to any directive coming from the party”.

No ‘directive’ from BJP central leadership, says Eknath Khadse

Facing a host of allegations, Maharashtra Revenue Minister Eknath Khadse on Friday said he has not received any directive from the BJP central leadership on the charges against him which he dubbed as “baseless”.A day after Chief Minister Devendra Fadnavis briefed Prime Minister Narendra Modi and BJP chief Amit Shah over the issue, fuelling speculation he is on his way out, the senior leader told a television channel he was not given any directive by the leadership but asserted he would abide by its decision. <!– /11440465/Dna_Article_Middle_300x250_BTF –>”I have not received any directive from the party. I am a loyal BJP worker and will act according to any directive coming from the party,” he said. Asked about his whereabouts — which has given rise to speculation that he is sulking — Khadse said, “I am in the country and Maharashtra. I am at present working on proposals to deal with drought situation if the monsoon is delayed.” He maintained he was ready to face punishment if found guilty of wrongdoing. “But what is happening at present is only baseless allegations without any proof. Astronomical figures are being spoken of in the transactions involving me. Time will tell who is behind this making me a target,” he said, adding it had taken him four decades of hard work to build a political career which his detractors were seeking to destroy.Khadse, a senior BJP leader and considered “number two” in the Cabinet, is facing heat over a host of allegations including irregularities in a land deal in Pune and calls allegedly received from mob boss Dawood Ibrahim’s residence in Karachi on his mobile phone. He is in a spot over the purchase of a three-acre Maharashtra Industrial Development Corp land in Pune allegedly at a low price of around Rs 3.75 crore from its original owner in the name of his wife and son-in-law. The market value of the land is reportedly Rs 40 crore.

15 BJP corporators in Jalgaon threaten to resign if action taken against Eknath Khadse

In a show of support for embattled Maharashtra Revenue Minister Eknath Khadse, 15 BJP corporators from Jalgaon city threatened to resign from the civic body if any action is taken against him, party sources said.Jalgaon is the home-district of Khadse, who is facing multiple allegations these days. AAP has alleged that there were phone calls made to and from Khadse’s number to Dawood Ibrahim’s Karachi house while a land purchase by his family in Pune too is also under scanner. BJP leaders from Jalgaon met the state BJP chief Raosaheb Danve here, ostensibly over district level party appointments. <!– /11440465/Dna_Article_Middle_300x250_BTF –>However, the party sources said they wanted to express their solidarity with Khadse. BJP MLC Smita Wagh who also hails from Jalgaon dismissed reports of Khadse possibly rebelling against the party leadership or Chief Minister Devendra Fadnavis. The party supported Khadse fully, she told reporters.Meanwhile, Danve told the reporters here that BJP would “compensate” its state spokesperson Madhav Bhandari at the right time and no “injustice” will be done to him. There is reportedly some discontent in the party over denial of Legislative Council election ticket to Bhandari, a long-time spokesperson of state BJP. He had not got ticket for Assembly polls too.

Dawood call logs: ‘Allegations against Maharashtra minister Eknath Khadse needs to be proved first’, says Kiren Rijiju

AAP spokesperson Preeti Sharma Menon had alleged that Khadse had received calls from Dawood’s wife, Mehjabeen Shaikh, between September 4, 2015 and April 5, 2016. Union Minister of State for Home Kiren Rijiju has said the allegations that Maharashtra Revenue Minister Eknath Khadse has links with underworld don Dawood Ibrahim need to be proved before any action is taken against him.Aam Aadmi Party spokesperson Preeti Sharma Menon had last week alleged that Khadse had received several calls from the number of Dawood’s wife, Mehjabeen Shaikh, between September 4, 2015 and April 5, 2016. “At this moment, it has only been alleged that Eknath Khadse has links with Dawood Ibrahim. The same has to be verified,” RIjiju said on Friday evening on the sidelines of a programme in Vasco town. “It is not that we will not take action against him but for doing that the same has to be proved,” he added.<!– /11440465/Dna_Article_Middle_300x250_BTF –>Khadse, however, had dismissed the allegations as “baseless”, stating that the particular number was not in use for the last one year.

No calls made from Khadse phone to Dawood: Joint Comissioner of Police Kulkarni on AAP claims

Senior BJP leader and Revenue Minister Eknath Khadse was on Saturday at the centre of a fresh controversy with the Aam Aadmi Party alleging that calls were made from underworld don Dawood Ibrahim’s mansion in Karachi to his mobile phone, a charge rubbished by him.Now Joint Commissioner of Police (Crime) Atul C Kulkarni claimed that initial analysis shows no calls were made or received from the cell number of Eknath Khadse to that of Dawood Ibrahim.<!– /11440465/Dna_Article_Middle_300x250_BTF –>He said: “No calls made or received from the cell number(Eknath Khadse)to that of fugitive(Dawood),initial analysis shows. Initial analysis of cellphone record(of Khadse)indicated that there have been neither outgoing calls or incoming calls from his(Eknath Khadse)cell number to that of fugitive during the period of Sep ’15 to Apr ’16.”Though Khadse has dismissed the allegations as “baseless” stating the particular telephone number was not in use for last one year, AAP spokesperson Preeti Sharma Menon claimed otherwise. “Eknath Khadse lied about his phone being out of service. His number 9423073667 received several calls from Dawood Ibrahim’s wife Mehjabeen Shaikh’s number 021-35871639 between September 4, 2015 and April 5, 2016,” Menon told reporters here. The AAP leader claimed that CM has asked the Mumbai Police to investigate the matter. She had met Fadnavis and raised the issue of call records of four landline numbers registered at the underworld don’s mansion in Karachi and of Khadse’s name allegedly figuring on the list. Menon claimed today that the call details between September 5, 2015 and April 5, 2016 were procured with the help of an “ethical hacker”. The AAP spokesperson claimed that “Police Commissioner’s office has contacted Bhangale who has assured all out support to police or any other central investigating agency”.”The call list of frequent internationally dialled numbers from Dawood Ibrahim’s home phone also includes Eknath Khadse’s number and it was a total lie that Khadse’s number was not in service,” she said. Explaining how he got the call data records, Bhangale said he first went to Dubai and got Dawood’s wife Mehjabeen’s number, hacked it and placed call details request on her behalf to Pakistan Telecommunication Company Limited (PTCL).He also claimed that “four out of 10 frequently dialled numbers belonged to Indian politicians who hold command (over) central politics”. However, Khadse said, “no international call was made from or received on this phone in last one year”. Suggesting that the number could have been cloned, he said, “I have asked the CM and Jalgaon SP to probe if any person is using this number. I have also asked the CM to initiate an in-depth inquiry into the Gajanan Patil (his ‘PA’) bribery issue”.The issue has taken a political turn with the BJP terming the charge as “ridiculous” and accused AAP of seeking “cheap publicity”.”The phone (number), which the AAP spokesperson is referring to, is not in use for the last one year. During this period, no international call was made from or received on this phone,” Khadse said. “The telecom service provider has sent a letter clarifying the facts. There is a possibility that the number was cloned,” Khadse, a senior member in the Devendra Fadnavis cabinet, said. “I have asked the CM and Jalgaon SP to probe if any person is using this number. I have also asked the CM to initiate an in-depth inquiry into the Gajanan Patil bribery issue,” Khadse said.State BJP has described the AAP leader’s charge as ridiculous. “The allegation is ridiculous. AAP woke up 15 days after the news appeared in a Gujarati daily,” state BJP spokesperson Madhav Bhandari said. “Khadse has been proactive about the allegation and he himself has sought a probe into this,” he said. Bhandari said AAP is after cheap publicity. “What is the authenticity of the ethical hacker, which they paraded at the press conference,” Bhandari asked. He said all these things are concocted and fabricated. “The truth will come out after a comprehensive inquiry,” the BJP leader said. Meanwhile, the Sharad Pawar-led NCP has described the AAP allegation as a “very serious issue”. “Khadse claims the phone number is not in service. The PM must sack Khadse and a thorough inquiry must take place,” party spokesperson Nawab Malik said. With agency inputs

Heat on Eknath Khadse after Mumbai Police begins probe on mysterious Dawood calls

Mumbai: Mumbai Police on Saturday said that it would rope in ethical hacker Manish Bhangale to probe into alleged telephonic conversations between Maharashtra Revenue Minister Eknath Khadse and gangster Dawood Ibrahim.

The investigations began after Maharashtra Chief Minister Devendra Fadnavis asked the police to get into the bottom of the matter on getting a letter from the Aam Aadmi Party on the alleged exchanges. The matter came to light after Bhangale could trace the calls from Dawood’s residence in Pakistan.

“The hacker had even sent the information to the Prime Minister’s Office but no Central agency seems to have any interest in actually locating the most wanted terrorist and criminal Dawood Ibrahim. Despite the fact that he is the most wanted man in Maharashtra, and that a Maharashtra leader’s name figured in the list, no agency from Maharashtra had contacted the hacker. When AAP wrote to the chief minister he instructed Mumbai Police to begin an investigation,” AAP spokesperson Preeti Menon told Firstpost.

On Friday, Khadse said that he urged Fadnavis to probe the allegations that telephonic exchanges happened between the minister and the don. The minister apparently requested Fadnavis to inquire into the issue as he suspects someone hacked his phone and used it illegally.

“I am not using that number anymore and have acquired the call detail records which show that there is no international call on that number. But yet I have asked Fadnavis to inquire into the issue as I suspect someone may have hacked my number. It is a serious issue,” Khadse told Firstpost.

In a release issued later in the day on Saturday, the minister said, “AAP spokesperson Priti Menon’s allegation of calls from my mobile number to Dawood Ibrahim is baseless. The number which she is saying—9423073667—belongs to me and I have not been using it since a year. There is a possibility that my number was cloned and someone talked to Dawood in Pakistan. So I have request the chief minister and the Jalgaon superintendent of police to ensure a detailed enquiry in this issue.”

The probe has picked up pace after the minister’s demand.

The Maharashtra revenue minister is already mired with controversies after his aide Gajanan Patil was recently arrested by the Anti-corruption Bureau and his son-in-law was found to be driving illegally modified Hyundai Sonata vehicle.

Khadse also served a legal notice to social worker and activist Anjali Damania for allegedly making false charges against him over disproportionate assets. The notice blamed Damania for dragging his son-in-law over the illegally modified car.

Damania’s allegations had came following the Patil’s arrest for allegedly seeking a Rs 30 crore as bribe over a land deal from economist Ramesh Jadhav.

“Khadse’s son-in-law Manish Khevalkar owns a Hyundai Sonata, registered with Jalgaon RTO, which has been converted into a limousine. Khevalkar has modified the car without seeking permission from the RTO,” Damania said.

Reacting to the social activist, Khadse said, “She has levelled baseless charges of corruption and highhandedness against me and my family without having a shred of proof and also made defamatory statements and so we have sent her a notice asking for explanation. We will wait for her to apologise or else take action.”

Talking to Firstpost, Damania said, “Eknath Khadse has sent me a legal notice. I have not still received it. It has been first forwarded to media who have sent it to me on WhatsApp. I am quite happy to get it, as it is a great opportunity for me to systematically show all documents which I have got from all over Maharashtra. I refuse to give a reply, but will wait for him to file a defamation case. Anyway, I am not bothered for legal notice.”

Although the probe has started into the phone call issue, the AAP is not quite hopeful of a positive outcome.

“From previous instances it is very clear that in Maharashtra in cases related to Pankaja Munde, Vinod Tawde and Ekanth Khadse himself, that this state government will not act against corruption in its own ministries or ask them to resign,” Menon said.

The AAP spokesperson even met the chief minister demanding Khadse’s resignation.

The topic also figured in the meeting between Prime Minister Narendra Modi and Fadnavis on Wednesday.

Senior BJP leaders, however, admitted the call issue is a matter of concern.

“Khadse is the seniormost leader of the party and considered the second-in-command in the ministerial council after Chief Minister Devendra Fadnavis. If his name gets dragged in such a controversy, we have a reason to worry,” said a senior party leader on condition of anonymity.

Two other BJP ministers—Rural Development Minister Pankaja Munde and Education Minister Vinod Tawde—were also in the dock over allegations of irregularities.

“Fadnavis has briefed the PM about the political situation in the state,” said a senior BJP leader.

The Maharashtra revenue minister is now hoping that his long association with the BJP will be his saving grace.

“I have given 40 years of my life to the party. I have come this far because of the faith of the party leadership,” Khadse said.

The Union home ministry has meanwhile asked the state agencies to go deep into the matter and submit a report, said a senior Mumbai Police official in know of the matter.

Pakistan will never hand over Dawood Ibrahim to India, says Chidambaram

A day after the whereabouts of wanted gangster Dawood Ibrahim were reportedly revealed by CNN-News18, former Finance Minister P Chidambaram has claimed that “no Pakistan government is going to admit that Dawood has sought refuge in their country,” according to another CNN-News18 report.

Through a sting operation, it had earlier been reported that Ibrahim lived at D 13, Block 4, Clifton, Karachi in a huge bungalow barricaded on all sides.

As a response to the video of Ibrahim’s house released by the news channel, Chidambaram said, “the Pakistan government is never going to yield Dawood Ibrahim to you. They are never going to admit that Dawood has sought refuge there and even if they do, they are never going to make them available to you.”

Dawood’s address has been known to Indian intelligence agencies for a long time. Hindustan Times reported in 2015 that India possessed a telephone bill addressed to D 13, Block 4, Clifton in the name of Ibrahim’s wife Mehjabeen.

The Congress leader too referred to this in his statement. “The whole world knows that Dawood Ibrahim has an address in Pakistan. In fact we have shared with the Pakistan government. They have of course denied it,” he added, according to the CNN-News 18 report.

Pakistan has indeed been in denial. Pakistan High Commissioner Abdul Basit asked the Indian government to “share information on Dawood, if you have any.” Chidambaram also commented on the efforts of the Indian government. He reportedly said that not being able to bring back Ibrahim is “not a failure of any Indian government. The problem is with Pakistan.”

Chidambaram’s remarks on Dawood Ibrahim come at a time when the MEA said that the government was pursuing the matter of bringing back the underworld don from Pakistan.

“Dawood is a UN-designated global terrorist and a fugitive of the Indian law. At several points of time, his details have been shared by India with Pakistan government, including his possible locations in Pakistan. We will continue to pursue this matter and we expect Pakistan to hand over this international terrorist to us,” MEA spokesperson Vikas Swarup had said on Thursday.

The Ministry of External Affairs (MEA) on Thursday reiterated that it will continue to pursue Pakistan to handover India’s most wanted fugitive, Dawood Ibrahim, after a television channel claimed that it has tracked his location.”The news reports referred only corroborates the facts that were already available with us. We will continue to pursue this matter and we expect Pakistan to hand over this international terrorist to us,” Swarup told reporters at a media briefing.<!– /11440465/Dna_Article_Middle_300x250_BTF –>Swarup also said that the Government of India has shared details of Dawood including his possible locations in Pakistan with Islamabad. “Dawood Ibrahim is a UN designated global terrorist and a fugitive from Indian law, at several point of time his details have been shared by the Indian Government with the Government of Pakistan,” he added.Indian news channel CNN-NEWS18 had on Wednesday claimed that it has tracked down India’s most wanted fugitive Dawood at his Pakistan-based location.”CNN-NEWS18 has secured clinching video evidence of Dawood Ibrahim’s presence in Pakistan, a claim denied by Islamabad for 23 long years,” the news channel said in a statement. The channel reportedly has used two Pakhtun men whose “names were withheld for safety reasons” to identify Dawood’s Karachi-based residence with address bungalow No. D-13 Block 4 Clifton. The location matches with one of the five addresses mentioned by India in its dossier to Pakistan. The channel claimed to have checked all five addresses of Dawood mentioned in India’s dossier to Pakistan, “Only one of the addresses in Karachi, D-13, Block 4, Clifton, was in a high security zone,” it said.”Starting at Clifton Marquee, a banquet hall named after the affluent Karachi locality where Dawood lives, the CNN-News18 team stopped every 100 metres, asking about Dawood Ibrahim’s house. All those asked pointed to the same address D-13 Block 4 Clifton,” the channel said in the statement.”They (two Pakhtun men) made four rounds separately from different directions and spotted the house of Dawood Ibrahim. During the third round of recce, they checked about Dawood Ibrahim from a streetside stall,” the statement added. The news channel also claimed to have spoken to police officers in Karachi and the security guard at Dawood’s mansion, “all of whom confirmed that Dawood has been living in Clifton”.

Dawood’s company wanted to spread communal tensions to hurt the Modi govt: NIA

Dawood Ibrahim led D-Company, as claimed by the National Investigative Agency, has ‘wanted to spread communal tension in the country by attacking religious leaders, Rashtriya Swayamsewak Sangh (RSS) leaders and churches’, reported The Times of India This plan was hatched soon after the Narendra Modi government came to power.

The NIA has decided to file a chargesheet on Saturday against 10 members of Ibrahim-led D-Company, who were assigned to ‘create unrest’.

The TOI report also adds that two D-Company shooters, who had killed two right-wing leaders, revealed a much larger conspiracy — Pakistan-based Javed Chikna and South Africa-based Zahid Miyan alias ‘Jao’ had not only masterminded the attack on the right-wing leaders but had attacks planned on various religious institutions. They also had a number of people they had planned to assassinate. It also says that the chargesheet will go on to name 10 D-Company members, including Javed Chikna and Zahid Miyan, but will not name Dawood Ibrahim.

A few months ago, the Supreme Court had refused to entertain the plea of former Home Secretary and BJP Lok Sabha MP RK Singh seeking a probe into the reported claim that various Mumbai police personnel were on the payroll of Dawood Ibrahim, which was undermining the law and order of the country. The MP had claimed that many policemen were getting money from Dawood and in the process, were undermining the law and order of the country, he said. The CJI, however, dismissed the case.

In April this year, a report by the The Times of India had quoted former RAW secretary V Balachandran as saying, “If we have such a system, I am not sure that Dawood will be convicted here in India. He will be acquitted by Indian courts or by the Indian police. Case papers against him, perhaps, will go missing.”

Earlier, there were rumours that Dawood Ibrahim might have been dying of gangrene but these rumours were dismissed by Chhota Shakeel, who said he was fit. If Dawood did have gangrene, it would have undermined India’s case further.

Ram Naik alleges actor Govinda took underworld don Dawood Ibrahim’s help to defeat him in 2004 polls

Veteran BJP leader and Uttar Pradesh Governor Ram Naik has alleged that Bollywood actor and former MP Govinda took help from underworld don Dawood Ibrahim to defeat him in the 2004 Lok Sabha elections.Naik claimed that the actor was a friend of Dawood as well as builder Hiten Thakur, who aided him in terrorising voters to defeat him in the 2004 Lok Sabha elections in Mumbai North.According to a Times of India report, Naik has levelled the allegations in his memoir Chaireveti, Chaireveti (Keep Moving) written in Marathi. The book was released last week in Mumbai. <!– /11440465/Dna_Article_Middle_300x250_BTF –>The former union minister has also said that it was difficult for him to come to terms with his defeat by just 11,000 votes.”I have no hesitation in bringing this on record that Govinda had contacts with dons like Dawood and Hiten Thakur, who later became an MLA. He used their muscle power to poll votes against me and in his favour,” Naik told the daily.Meanwhile, Govinda has denied the allegations and said that it was the people who had ensured his victory. “Does Ram Naik mean that the people of the constituency were sold into the hands of the underworld? Please do not insult anyone by saying such things,” he told the daily. The actor also asked Naik not to damage his image and create hurdles in his film career.

Ever since his arrival, Rajan has been questioned by various investigating agencies. He has been making claims of having further evidence to nail India’s most wanted terrorist Dawood Ibrahim and his links with Pakistan’s external snooping agency ISI.

Dawood calls hacked: Media report claims underworld don in touch with Maharashtra politician

It seems that the India Today group has accessed call records of four landline numbers registered at underworld don Dawood Ibrahim’s Karachi mansion. The call records are of a seven-month period from September 2015 to April 2016, and the report claims that the underworld don was in touch with some Indian politicians as well.<!– /11440465/Dna_Article_Middle_300x250_BTF –>Analysis of the numbers reveal that the don’s family has been calling India frequently. The call details were allegedly made available to India Today by a Vadodora-based ethical hacker Manish Bhangale and his partner Jayant Shah. The numbers reportedly belong to the Pakistan Telecommunication Company Limited (PTCL) and bills have been generated for these numbers till March 2016.The media house reported that one of the numbers belonged to a senior Maharashtra leader from a major political party but declined to name him.

Bookies to set ball rolling with T20 World Cup

With the start of the T20 World Cup, one of cricket’s biggest festivals, the activities in the betting market have heated up. As per sources, underworld don Dawood Ibrahim and his brother Anees have their eyes set on the huge money that can be generated through the tournament. On the other hand, bookies associated with cricket betting across the world would be informing their bosses about the collection expected for the company from their countries. The said secret meeting has been organised in a 5-star hotel in some city of a Gulf country. Major bookies from at least 12 countries, including India, Pakistan, Bangladesh, Nepal, Sri Lanka, South Africa and Australia, would be participating in it. The sources also anticipate that big bookies from Europe, UAE and the UK would also attend the meeting. However, Anees, who will lead the meeting, will not be physically present and there is a possibility that he would give instructions from an undisclosed location through an internet call or video conferencing. The measures to evade security agencies would be discussed in the final leg of the meeting. For instance, the responsibility of the betting business in India can be distributed in four parts, with four main bookies operating differently from the north, west, south India and east.
