The Syndicate recommendations would go to Chancellor of the Universities, who is the Governor of Bihar. The Syndicate also recommended action against 14 employees of the University, seven of whom have retired and one died, in connection with acquisition of fake law degree by Tomar, Rai said.

Among those whose name has been recommended for action includes lecturer Janardan Yadav and head clerk of Examination department Krishnanad Singh of Biswanath Law College at Munger where the former Delhi minister was falsely registered as a student. Tomar, who was Law minister in the Arvind Kejriwal government was earlier arrested last year on the charge that degree was fake.

He was forced to resign as a minister after the issue hogged national headlines in 2015.

Tomar is currently out on bail. In the probe it was found that the migration certificate of the former Delhi Law Minister was fake. The controversy relates to the acquisition of Law degree by Tomar on the basis of a doubtful enrolment at Biswanath Law College in the academic session 1994-95. He had claimed to have passed the law examination in 1998-99.

IIT student shows how smartphones can be made elderly-friendly

<!– /11440465/Dna_Article_Middle_300x250_BTF –>What started as a college assignment for Shashank Arya, has turned into a personal project that has won him an award, and, more importantly, has the potential to change how the elderly use and interact with smartphones. In February, Arya and some of his classmates at IIT-Kanpur, who are studying User Interface (UI) and User Experience (UX), were presented with a design problem — ‘simplify smart phones for elderly women’. “We presented our findings on paper within 15 days. But there’s only so much one can do in 15 days. So, for two months after that, I researched the subject even as my classmates moved onto doing internships. I realised that it’s not only elderly women who find smartphones difficult to use, but that it’s a problem common to all elderly people,” said Arya, enrolled in the master of design course. After speaking to a group of subjects, giving them specific tasks such as saving a contact on the phone, sending a message to someone, or clicking a photograph, the 24-year-old observed how the elderly grappled with the given tasks. The winning solutionArya then translated his design solution into an application launcher that includes putting the most essential information needed by an elderly person, upfront. For instance, favourite contacts and applications like WhatsApp, clock, camera, etc. He has also proposed launching a larger-size numpad and an A-Z keypad instead of the standard QWERTY keypad, which he realised is something that the elderly struggle with. His design for the application launcher is called Glass, because it functions much like a pair of spectacles that aid the elderly. It was judged as the second best at a design competition conducted by YUJ Designs, one of India’s top five UX/UI companies, last month. The gold award went to Pratik Bhandari from Coimbatore’s DJ Academy for his design for an app called ‘The Smart I’.”Winning the silver award has been overwhelming since there were 80 other entries. But more than that, it’s a validation for me that I’m on the right path. My design was appreciated at the award ceremony in Pune. I hope it will translate into reality someday,” said Arya, who until joining IIT-Kanpur, was uncertain about how design can be employed to solve real-world problems. What is UX/UI?User Interface (UI) is a series of screens and visual elements that are used to interact with a device while User Experience (UX) is the user’s own experience as they interact with a device. The UI/UX industry is fairly nascent in India, and institutes such as various IITs and the National Institute of Design, Ahmedabad, have started offering the Master of Design course. To enrol at any of the IITs, a student must pass the Common Entrance Examination for Design (CEED), an all-India exam conducted by IIT-Bombay, on behalf of the Ministry of Human Resources Development, Government of India. CEED assesses a candidate’s aptitude for design, including visual perception ability, drawing skills, logical reasoning, creativity and communication skills. NID, on the other hand, has its own entrance exam for enrolling into this course.

With Jha’s arrest, the number of those behind bars in the scam has gone up to 20, Maharaj said.<!– /11440465/Dna_Article_Middle_300x250_BTF –>The Intermediate toppers scam rocked Bihar last month after Ruby Rai, who was earlier declared topper in arts, had failed to reply to basic questions about her subjects and described political science as ‘prodigal science.’ Among those arrested are Ex-BSEB Chairman Lalkeshwar Singh and his wife Usha Singh, a former JD(U) MLA, a college principal Bachcha Rai and topper Rubi Rai.

Bihar’s ‘Arts topper’ Ruby Rai sent to judicial custody till July 8

Rai, who had achieved infamy after describing political science as “prodigal science” soon after the declaration of the Class XII results, was asked about a dozen questions from the syllabus by a seven-member expert committee of the board.<!– /11440465/Dna_Article_Middle_300x250_BTF –>Re-exams were ordered after she in a TV interview had said political science, a subject she virtually aced, teaches cooking. Rai appeared before the expert committee constituted by the board to answer questions. The panel cancelled her result after the review.BSEB chairman Anand Kishore told ANI that she was not even able to reply sample question. Rai had secured 444 marks out of 500 in the arts stream. However, on camera she did not even appear to know the number of subjects in her course. The BSEB earlier on June 4 cancelled the results of two toppers, including Sourabh Shrestha, of the Intermediate (Science) examinations after they failed to prove their merits in a re-test.

‘Tulsidas ji, Pranam’: This one-line essay from Bihar topper Ruby Rai was enough to get her arrested

Bihar’s most infamous humanities topper, Ruby Rai shocked one and all with her answers in the re-test. An expert present at her re-test told HT: “She claimed to have studied for the examination for two years but could not remember anything.” Meanwhile, during the exam, when she was asked to write about the poet and saint Tulsidas, she wrote: “Tulsidas ji, pranam” (Salutations, Tulsidas). Her answer shocked the entire panel and everyone was left wondering how this girl had topped.”<!– /11440465/Dna_Article_Middle_300x250_BTF –>Ruby was arrested by Special Investigation Team (SIT) as she emerged from a re-test of Bihar School Examination Board (BSEB), Senior Superintendent of Police Manu Maharaj told PTI.A Patna court issued a non-bailable against four toppers of the intermediate examination, including Ruby, in the exam racket. Science topper Saurbabh Shrestha, third topper Rahul Kumar and Vishun Roy college Principal Bachha Rai’s daughter Shalini Rai are the other three against whom the arrest warrant was issued. Ruby’s comments during a TV interview after she was declared the topper in Humanities stream this year had led to the lid being taken off from the toppers scam in the state. She had pronounced Political Science which was one of her subjects as “Prodikal science” which according to her taught cooking. After skipping two summons to appear before a team of subject experts for reassessment of her exam performance, Ruby, enrolled from the controversial Vishun Roy college in Vaishali, arrived at BSEB office today to face a written re-test as well as interview. The details of the re-test are yet to be known. Meanwhile, during questioning the private assistant (PA) of former BSEB chairman Lalkeshwar Singh revealed that Rs 15 lakh was charged for declaring toppers through dubious means, SSP Maharaj said. Meanwhile, Bihar School Examination Board (BSEB) has decided to cancel Ruby’s result after she failed to give satisfactory replies in the re-test conducted by subject experts.”The BSEB took the decision to cancel the result of the Arts topper on the basis of report of experts team on her performance in today’s re-test,” Anand Kishore, the new chairman of the board, told reporters. “She could not answer many of the questions which had been asked in the examination in which she (Ruby Rai) was declared the topper,” he said. “During the course of the re-test her calibre was not found congruent to the top rank she had secured in +2 examination this year,” Kishore, who is also Commissioner of Patna division, added. The results of the intermediate science topper Saurabh Shrestha and third topper in the stream Rahul Kumar have already been cancelled by BSEB on the basis of their poor performance in an earlier re-test.

The move came hours after the board’s chairman Lalkeshwar Prasad Singh resigned from his post, following a second showcause notice by the education department.A team of state police and CID visited the BSEB headquarter earlier on Tuesday and perused the results of the intermediate examination. The team also took away Singh’s computer, laptop and smart phone. The board had first served a notice to the chairman earlier on Saturday over Singh’s unilateral decision to set up a judicial probe into the irregularities without the government’s nod. That same day, the department of education set up a committee to investigate the matter as well. However, Chief Minister Nitish Kumar dissolved both the committees the next day and ordered a criminal investigation into the entire episode.”It is matter of investigation, not inquiry, to fix accountability and take action against whoever is found guilty,” he said. The Bihar School Examination Board ( BSEB) earlier on June 4 cancelled the results of two toppers, including Sourabh Shrestha, of the Intermediate (Science) examinations after they failed to prove their merits in a re-test.The board had on June 3 asked Sourabh and his college mate Rahul Kumar, who were among the 13 toppers from the arts and science streams in the Class XII examinations, to reappear in a re-test following a controversy over their merits.Saurabh Shrestha from the Science stream, who had secured 485 out of 500, was caught on camera failing to answer basic questions. Ruby Rai, the arts topper, from the same college failed to take the re-test on Friday citing health reasons. Rai had secured 444 marks out of 500 in the Arts stream. Rank holder no more: Bihar Board cancels results of topper from science stream

Patna: The Bihar School Examination Board on Saturday cancelled result of Science topper and another rank holder from the Science stream after their performance was not found up to mark in a rigorous re-test of 13 rank holders of state Intermediate examination.

“The BSEB has decided to cancel result of Science topper Saurabh Shrestha and another rank holder in the same stream Rahul Kumar as their performance in yesterday’s (Friday’s) re-test was found not up to mark,” Chairman of BSEB Lalkeshwar Prasad Singh told reporters.

Kumar, who also hails from Bishun Rai college of Vaishali along with Saurabh Shrestha and Arts topper Ruby Rai,
is the third topper in 2016 Intermediate examination in science stream.

“Rest 11 toppers who had appeared for written test as well as interview before an expert team have been found excellent and given clean chit,” the chairman said.

Arts topper Ruby Rai, who could not appear for re-test on Friday on grounds of poor health has been given a week’s time to come before a team of experts for authentication of her marks.

“Ruby Rai has to appear for re-test on 11 June,” Singh said.

Rai, the infamous Humanities topper who pronounced Political Science as ‘Prodigal Science’ and described it as a
subject related to cooking in a video, had sent an application stating that she was under “depression” and so could not turn up.

The chairman announced the Board’s decision after a marathon meeting with Board officials, a team of experts that
conducted re-test on Friday and also members of the anti-corruption committee of the Board.

A total of 13 toppers except for Rai, had on Friday appeared before a team of experts for authentication of the marks obtained by them in the wake of a media expose pointing fingers at their merit.

Bihar Board Class XII Exam 2016: Results of 2 students including that of Science topper cancelled after re-examination

Bihar School Examination Board (BSEB) Science topper Saurabh from Hajipur failed in the re-examination. The results of two students – Saurabh and Rahul – out of thirteen students have been cancelled after the reexamination. The thirteen rank holders in Arts and Science streams of Bihar Board on Friday appeared before an experts team for authentication of the marks obtained by them in the wake of a media expose pointing fingers at their merit.<!– /11440465/Dna_Article_Middle_300x250_BTF –>Ruby Rai, the infamous Humanities topper who pronounced Political Science as ‘Prodigal Science’ and described it as a subject related to cooking in a video, did not make it to the Bihar School Examination Board (BSEB) for the test, BSEB Chairman Lalkeswar Prasad Singh said. He said Ruby’s father had sent an application stating that she was under “depression” and so could not turn up. “She has gone outside for treatment for her mental depression prior to the publication of the board’s advertisement which asked her and other 13 rank holders to appear for the test on June 3,” the Chairman said.In the application, Ruby’s father sought more time for her appearance. “She will prove her ability once she recovers,” he said in the application. Nand Kishore Yadav, Deputy Director of Bishun Rai College, where the student had studied carried the letter to the board. Both Ruby and Science topper Saurabh Kumar hail from Bishun Rai College in Bhagwanpur in Vaishali district which is in the eye of a storm after the media expose. Some news channels had earlier shown the girl, who topped the state government’s plus two examination in Humanities, purportedly pronouncing ‘Political Science’ as ‘Prodigal Science’ and describing it as a subject related to cooking.Similarly, the boy who topped Science stream was purportedly unaware of electron and proton.Following the expose, the BSEB put on hold the results of the toppers of Arts and Science streams of class XII examination and called 14 toppers of Arts and Science streams for a test before subject experts today.Science topper Saurabh Kumar whose knowledge of the subject is under a scanner attended the test today. “Those appearing for test today were subjected to a fresh written test and were interviewed on their subjects,” the BSEB Chairman said.On being asked when will the results of the authentication test come out, the Chairman did not specify any time. “The expert committee will first give its report after that it will go to a committee dealing with use of unfair means in examination before the final results,” he said. With agency inputs.

Bihar’s political science topper who thinks it’s about cooking doesn’t appear for re-exam

Patna: Bihar’s Class 12 ‘topper’ in Arts, Rubi Rai, who said political science is all about cooking, will face stern action for failing to appear in a re-test on Friday, exam board’s head Lalkeshwar Prasad Singh said.

“We are bound to take action, if possible, as per provisions to cancel her result,” Bihar School Examination Board (BSEB) Chairman Lalkeshwar Prasad told reporters on a day when 13 other toppers, from Arts and Science streams, did appear for the re-test.

The 14 students were called for a re-test by the BSEB after Aaj Tak TV channel showed a sting in which Rubi Rai said: “Prodikal (read political) science is about cooking,” and Saurabh Shreshtha, a Science topper, said: “Most reactive element in the periodic table is aluminium.”

Ruby scored 444 out of 500 marks in Arts stream and Saurabh Shreshtha 485 out of 500 in Science.

Both belong to VR College in Vaishali district.

“All the toppers, except Rubi Rai, appeared for re-examination at the board office here,” a BSEB official Hariharnath Jha said.

Rubi reportedly informed the board that she is not well and unable to appear for the re-exam.

The 13 other students, including four from Arts stream and nine from Science, appeared before a panel of experts and anti-corruption wing of the board which tried to find out if they are toppers for real or they had cheated their way to the top.

The results of Rubi and Saurabh had been put on hold following the TV sting which suggested that education in Bihar continues to be a very dubious affair with the possibility that cheating and fraud continue on a large scale.

Bihar Education Minister Ashok Choudhary said action would be taken against officials found to be allowing fraud to take place.

The BSEB claimed this year that Class 12 exams were conducted free of cheating, citing a drastic fall in the pass percentage as the proof.

“Strict measures against cheating, including CCTV cameras and prohibitory orders against unlawful assembly in conducting the exams in February this year, resulted in fall in pass percentage,” a board official said.

Till last year, mass cheating in board exams was reported. This year it was not reported.

Bihar’s ‘prodigal’ Class XII toppers to appear for exams again

The Bihar School Examination Board (BSEB) has put on hold the results of the toppers of Arts and Science streams of class XII examination and called the first seven rank holders of the two streams for test tomorrow following media expose on some of their purported inability to answer basic questions. “A total of 14 toppers, first seven rank holders each of Arts and Science streams have been called for a written exam as well as interview by a team of experts on June 3 to verify the truth of the results. Their results were also put on hold,” BSEB Secretary Harihar Nath Jha said today, adding that the decision was taken last evening. <!– /11440465/Dna_Article_Middle_300x250_BTF –>Those summoned for re-exam includes Arts topper in the state’s current plus-two examination Ruby Rai and Science stream topper Saurabh Kumar, he said. Some news channels had earlier shown the girl who topped the state government’s plus two examination in Humanities had purportedly pronouncing ‘Political Science’ as ‘Prodigal Science’ and describing it as a subject related to cooking. Similarly, the boy who topped in Science was purportedly unaware of electron and proton. Both toppers hailed from the Bishun Rai college in Bhagwanpur in Vaishali district. The institution had courted controversy last year as well when the then Education Minister P K Shahi had ordered withholding its results following complaints of large-scale irregularities.Meanwhile, District Education Officer of Vaishali Satya Narayan Prasad said the BSEB instruction asking the toppers to appear before a team of experts tomorrow in Patna was today served to the Bishun Rai College for compliance.State Education Minister Ashok Choudhary has already expressed his anger over “lapse” shown by the Board in publication of results. CBSE challenges Kerala HC order on Hijab for All India Pre-Medical Test

Kochi: On Thursday CBSE challenged a Kerala High Court single bench order granting permission to Muslim girls to wear the Hijab, a customary religious dress, for All India Pre-Medical Test-2016.

In an appeal filed before the division bench of the High Court, CBSE said the single bench had ignored the likelihood of millions of students being affected by its direction, particularly in view of the fact that arrangements for the conduct of examination have been completed.

It contended that since the judgment creates necessity for additional women invigilators, CBSE would find conduct of the examination with such additional women invigilators trained to “honour religious sentiments” extremely cumbersome, unmanageable and unworkable with the existing manpower extant arrangement at this extremely belated stage”.

In his 26 April order, Justice Muhammed Mushtaq had permitted all candidates who, based on the religious practice, want to wear headscarf and full-sleeved length dress to appear for the examination but on condition that they be present at the hall half an hour before the exam for frisking, if necessary, by women invigilators.

The Court had said that the CBSE dress code shall not be enforced against the candidates who, by the virtue of Article 25, are protected from wearing such dress as prescribed in the injunctions of their faith.

The order was issued while hearing a writ petition by one Amnah Bint Basheer, challenging the dress code prescribed for the candidates by CBSE in the bulletin relating to conduct of AIPMET-2016.

The petitioner had contended that the instructions contained in the AIPMET-2016 bulletin on dress code, as per her religious beliefs and practises, would amount to violation of exercise of religious freedom.

Last year, a single Judge of the Kerala High Court had allowed two Muslim girl students to wear hijab while appearing for CBSE AIPMT-2015.

“The learned Single judge having impliedly declined relief quashing the relevant provisions of the AIPMET Bulletin, however erred in proceeding to grant omnibus reliefs which are unworkable and completely without jurisdiction”, according to the appeal filed by CBSE before the division bench.

The bench is expected to consider the case on Friday.

MCI and CBSE will be conducting 1st phase on May1The Supreme Court earlier in the day had reserved its order on a plea seeking directions to Centre for holding single common entrance test for MBBS, BDS and PG courses through National Eligibility Entrance Test (NEET).<!– /11440465/Dna_Article_Middle_300x250_BTF –>The Centre and Medical Council of India (MCI) came out with a schedule that All India PMT exam for May1 would be treated as NEET-1 and the second phase would be treated NEET-2 which will be held on July 24 and combined result would be declared on August 17.However, the decision to hold the entrance exam through NEET was opposed by states including Tamil Nadu and Association of Karnataka Medical Colleges besides minority institutions like CMC Vellore saying it is illegal and unconstitutional.Tamil Nadu strongly objected to NEET and said there is no culture of entrance exams in the state since 2007. A bench of Justices A R Dave, Shiva Kirti Singh and A K Goel observed that it was running “against the time” and reserved the order. The petition filed by NGO Sankalp Charitable Trust was listed for hearing today after it was mentioned late yesterday. On April 11, the apex court had recalled its controversial judgement scrapping single common entrance test for admission to MBBS, BDS and PG courses in all medical colleges, delivered by then Chief Justice of India Altamas Kabir on the day of his retirement. In its petition, the NGO said that the Centre, MCI and CBSE were dilly-dallying in implementing the court’s order on implementing the National Eligibility Entrance Test.It further said that in view of April 11 judgement decks were cleared for holding of Common Entrance Examination and there is no impediment in having the test for admission to Medical Colleges for current academic year 2016-17. The petitioner claimed that according to a research conducted by the NGO it was found that as many as 90 entrance examinations are being held by private and government authorities separately which resulted in shelling out lakhs of rupees in taking the examination.”It has also been widely noticed that the examinations are not conducted in a free and fair manner and admissions are granted to chosen few,” the plea said.
