He will hand over the charge of the Western Air Command to Hari Kumar. Out of the total 19 places that have been identified, statistical data collection at two places is over. Data will be collected in the remaining 17 places till midnight today,” said Major General Sunil Yadav, officiating GOC – Bengal Area, while briefing media at the Army Eastern Command Headquarters on Friday.

West Bengal: Mamata claims Army deployed without informing state govt

However, the Army maintained that it is a routine exercise held annually, where officials take down data about load carriers operating in the state. “Has Emergency been imposed in the country without declaration? Army has been deployed in the State without informing the State Govt. This is unacceptable. Army has been deployed at two toll plazas without informing the State. Army is normally deployed during disasters. This is a black day. Why have they been deployed?” Banerjee posed a question to the Centre, while addressing the media at the state secretariat.A statement from the Army Eastern Command Headquarters said that the exercise is aimed at getting statistical data about load carriers. “The Army conducts an annual exercise throughout the county with the aim of getting statistical data about load carriers that could be made available in case of a contingency. For this purpose, vehicles are spotted to get basic parameters like make load capacity. The vehicle is then marked so that the next checkpoint knows that the vehicle had already been checked for the parameters. There is nothing alarming about this and it is carried out as per government orders,” read the statement, adding, “This gives an estimate about the number of vehicles that are passing a certain area that could be tapped during operations.” Sources in the Army reveal that Thursday was the second day of the three-day long annual exercise. Some more figures of the load carriers will be noted across different toll plazas tomorrow.However, Mamata said, “Army is our asset. We are proud of them. We requisition Army in times of major disaster or communal flare up. But even if the Army is conducting a mock trial, the permission of the state should have been sought.”Meanwhile, the CPRO, Defence, Kolkata, SS Birdi claimed that the exercise was being undertaken after informing the District Magistrate and Superintendent of Police. “This is not a deployment. This exercise is taking place under the laid down rules of the Central Government. The police and the administration are kept in the loop. There is nothing to get alarmed about,” said Birdi.An infuriated Banerjee said, she will write to the Centre and approach the President on this. “The Chief Secretary is writing to the Centre. I will approach the President regarding deployment of Army without our knowledge. We are living in terrible times. This is a black day. In a federal structure, the functions of Centre and state are clearly divided. We know our jurisdictions,” she said.

Pakistan’s new army chief promises to ease LoC tension

Soon after taking over, Gen Bajwa, an expert in Pakistan-Occupied Kashmir (PoK) affairs, promised to improve the tense situation on the Line of Control.Gen Raheel handed over the command of world’s sixth- largest army by troop numbers to 57-year-old Bajwa at a ceremony held in the Army Hockey Stadium, close to the General Headquarters (GHQ) in Rawalpindi. Some former army chiefs and senior military officials were present at the Change of Command ceremony too. Federal ministers, members of Parliament and foreign diplomats were also in attendance.After taking charge as the Chief of the Army Staff from Raheel, Bajwa spoke to reporters.“The situation at the LoC will improve soon,” he was quoted as saying by Geo News.Bajwa sought support from the media to play a role in the keeping the morale of troops high. He said he had a heavy responsibility on his shoulders.Bajwa took over the command of the army in garrison city of Rawalpindi, where outgoing military chief Raheel handed over the symbolic baton at an impressive ceremony.Gen Bajwa’s appointment coincides with the rising tensions and heavy exchange of fire at the LoC.Analysts believe Bajwa’s announcement that the LoC situation would improve might be a reconciliatory gesture towards India.Bajwa was eariler serving as Inspector General of the Training and Evaluation and also commanded the famed 10 Corps, the army’s largest, which is responsible for the area along the Line of Control (LoC).As a major general, Bajwa led the Force Command Northern Areas. He also served in the 10 Corps as lieutenant colonel.He also served with a UN mission in Congo as a brigade commander alongside former Indian army chief Gen Bikram Singh, who was also there as a division commander.The new army chief has wide experience of LoC affairs due to his extensive involvement with Pakistan-occupied Kashmir (PoK) and northern areas.

Japanese Encephalitis: Children death toll mounts to 96 as Odisha plans vaccination

Bhubaneswar/Malkangiri: Less than 24 hours after the Odisha government claimed that the Japanese Encephalitis was under control, three more children died of the disease in the tribal-dominated Malkangiri district, taking the death toll to 96.

Three children, including two girls, died while receiving treatment in the ICU of the District Headquarters Hospital at Malkangiri, additional district medical officer K K Sarkar said.

He said that the total number of children facing the risk of death in the tribal-dominated Malkangiri district had gone up to 96 within a span of two months.

Odisha’s health and family welfare minister Pradip Kumar Amat, however, refused to admit that the 96 children had died of JE. Amat insisted that the JE death toll remained at 32 because the children were dying because of other reasons like malaria. “The JE is well under the control,” Amat said.

Meanwhile, hospital sources at Malkangiri said that the condition of three more children admitted in the ICU of the district headquarters hospital was also critical.

The hospital received as many as 328 children during the last two months, of whom 222 have been cured, Sarkar said, adding that eight other children are receiving treatment in the JE ward.

The vaccination in the first phase will be done in the districts of Malkangiri, Jajapur, Keonjhar and Mayurbhanj. The children in the age group of one to 15 years will be vaccinated, Health and Family Welfare Secretary Arati Ahuja said.

OROP: Steps being taken to rectify anomalies, says Defence MoS

<!– /11440465/Dna_Article_Middle_300x250_BTF –>Seeking to reach out to retired soldiers, Union government assured on Saturday the ex-servicemen that it was taking all steps for “resolving the anomalies” in One Rank One Pension (OROP) and seventh pay commission.Minister of State for Defence, Subhash Bhamre, also said Prime Minister Narendra Modi and Defence Minister Manohar Parrikar, who are “very sensitive” to the issues of ex-servicemen, are “personally looking into the effective implementation” of OROP scheme.”The issue of OROP is the area of concern for the ex-servicemen. Number of representations were being received from ex-servicemen about OROP,” he said, inaugurating the Kerala State conference of the ‘Akhil Bharathiya Poorva Sainik Seva Parishad’ here.He said approximately one lakh defence pensioners/family pensioners were yet to get the benefits of OROP because of missing information such as non-update of records or unavailability of date of birth of family pensioners. “Government is taking expeditious steps to get the payment released to left out pensioners on priority basis,” he said. The Minister also dismissed media reports about down-gradation of military ranks vis-a-vis civilian cadre. “Was there any down gradation? The answer is No,” he said. Bhamre said a letter was issued by the Defence Ministry on October 18 regarding the equivalence of officers of a civilian cadre which is known as the Armed Forces Headquarters Civil Service (AFHQ CS). “The letter reiterated the existing equivalence of joint director, director and principal director of AFHQ with Colonel, Brigadier and Major General equivalents respectively based on duties and functional responsibilities.”This equivalencies is not new and it has been clarified on several occasions in 1991, 1992, 2000, 2004 and 2005.Therefore, this alleged down gradation was a complete misinterpretation of facts,” the Minister said.The service ranks and designations and the channel of reporting continued as earlier, he said alleging that an attempt was being made by some quarters to project a negative image of the government. “The government is most sensitive and receptive to the needs of the armed forces,” the Minister said.

No money to pay salaries of govt staff, says Andhra CM Chandrababu Naidu

The state recorded a 12.26% growth rate in the first quarter of the fiscal and is eyeing a 15% annual growth. “We have no money for salaries. We are already running on a huge overdraft,” Chief Minister N Chandrababu Naidu admitted last evening, bringing out ironies in the state’s economic story.The state’s revenue earnings rose to Rs 22,800 crore in the first half of 2016-17 financial year as against Rs 20,166 crore in corresponding period last year, a 13.05% increase. But what has become worrisome is the mounting revenue deficit which stood at Rs 6,641 crore during the first half of this fiscal. In fact, the government estimated an overall revenue deficit of Rs 4,868 crore in 2016-17, but increased spending has widened gap. “There is heavy pressure on government expenditure and adjustment of finances has become problematic,” Finance Minister Yanamala Ramakrishnudu said. While the state estimated its borrowings to be Rs 20,497 crore during the year, the government has already borrowed Rs 13,673 crore. “We have reached the fiscal deficit but we are somehow pulling the cart either by borrowing or through internal adjustments,” Yanamala pointed out.Asked about the jump in state’s revenues during the first half, the Finance Minister remarked “the situation is still worse”. Official sources, however, attribute the sorry state of affairs to “unmindful spending”.More than Rs 500 crore have been spent so far on the construction of the Government Transitional Headquarters (interim Secretariat) at Velagapudi and the expenditure is not complete.Over Rs 100 crore was spent on the Chief Minister’s offices and residences in Hyderabad and the capital region (including Vijayawada). Now, another sum of Rs 5.82 crore is being spent on”repairs, renovation, modification and refurbishment” of bunglow at 1, Janpath in New Delhi, that has been allotted to the AP Chief Minister.A private airline, in which actor and former Union minister K Chiranjeevi’s family has a stake, has been granted Rs 4.90 crore a few days ago as “viability gap funding” for operating flights on Vijayawada-Tirupati-Kadapa sector for a six-month period. “These figures appear small and are just an example. But when the government is virtually on a hand-to-mouth existence, such largesse will only add to the misery,” a senior bureaucrat remarked.The TDP government in the state has been desperately pleading with the Centre for over a year to relax the Fiscal Responsibility and Budgetary Management Act norms to increase the borrowing limit by at least 0.5%, if not 1%, from the current three per cent cap. An increase of 0.5% limit would enable the state to borrow an additional Rs 2,800 crore from the market, but the Centre turned down AP’s request given the bad state of its finances.Interestingly, the Centre granted neighbouring Telangana a 0.5% hike in its borrowing limit, much to the chagrin of the AP administration. Though the Centre has released large quantum of funds under different heads to the state, including construction of the capital city, but they were ostensibly not spent or rather diverted for other purposes.Hence, the state is in no position to press for more releases from the Centre, officials point out.

Manohar Parrikar to look into status downgrade vis-a-vis civilian counterparts

New Delhi: After crying foul over OROP and disability pension, officers in the armed forces are upset over a defence ministry circular which purportedly downgrades their status vis-a-vis their civilian counterparts, prompting Defence Minister Manohar Parrikar to say he would personnaly look into it and resolve the issue.

The order has brought an army Major General (rear admiral in the navy and vice-marshal in the air force) on par with a principal director at the Armed Force Headquarters (AFHQ) Civil Service. A Brigadier/Commodore/Air Commodore would be equal in status to a director, and a Colonel/Captain/Group Captain equivalent to a joint director in the civil service.

The circular issued by the defence ministry, dated 18 October, on rank equivalence between defence officers and
armed forces headquarters (AFHQ) civil service officers brings the rank of armed forces officers a notch down compared to their earlier status, officers said.

As per the new circular, a civilian principal director, who was earlier equivalent to a Brigadier, would now have the status of a two star general, a director rank officer to a Brigadier and a joint director to a Colonel, a development which has not gone down well with the armed forces. A Major General earlier had the rank of a joint secretary.

The circular says that the equations are to be followed at service HQs, and “has the approval of the Hon’ble Raksha Mantri” (defence minister).

Parrikar, when asked to comment on the development, said some people were trying to “misguide” as the issue related to only functional responsibility (of armed forces) and not status vis-a-vis their civilian counterparts.

“These are functional responsibilities. They (military officers) will be on the same platform as was done earlier. I will check up myself,” Parrikar told reporters on the sidelines of the naval commanders conference in New Delhi.

“First of all, these are only for functional responsibilities…this is not status….there are some people
who are trying to misguide,” he said.

The minister said he will take a look at all previous orders to see if there was any discrepancy.

Parrikar said he and the government were sensitive to the issues related to the armed forces.

“I can assure you that I am very sensitive to such issues. The moment they are brought out, I act on them. The
only difficulty is when it becomes public discussion, I cannot be party to discussion. I will resolve the issue,” he said.

The claim comes in spite of Pakistan’s rejection of India’s allegations that terrorists based in that country were involved in the Uri attack, According to The Indian Express, LeT posters were seen in Gujranwala in the Pakistani part of Punjab saying it would hold last rites in absentia for one of the four terrorists involved in the Uri attack.The report said that the poster had named one perpetrator as Gujranwala resident Muhammad Anas, who operated under the alias Abu Siraqa.The posters reportedly carried images of Jama’at-ud-Da’wah chief Hafiz Muhammad Saeed. “Ghaybana namaaz janaza (last rites held in the absence of the body of the deceased), will be held at Bada Nullah, near Girjakh, in the Punjab town of Gujranwala,” the poster said.Last month, 20 Indian Army jawans were killed and 19 others were injured in the terror strike in which four terrorists were neutralised.Two maps depicting the general topography of Uri were recovered from the terrorists who stormed into the Army camp even as the army intensified efforts to identify the exact stretch along the Line of Control (LoC) from where they entered India.The maps showed various places of Uri including the Brigade Headquarters and other installations of this town, about 75 km North of Srinagar. The place is strategically important in view of the power project operated by the National Hydel Power Corporation (NHPC).Pakistan Prime Minister Nawaz Sharif had denied any Pakistani angle to the attack, terming such an assertion as “India’s long-time habit”..

2006 Naval War Room leak case: Court imposes Rs 5,000 penalty on CBI

The court passed the order as no prosecution witness could be examined due to the unavailability of the special prosecutor who was said to be busy in Delhi High Court.”Witness (Retd) Commander Atul Nag is also present since morning. It is now stated by proxy counsel for Special PP for CBI, Rajiv Mohan, that he is held up in High Court in some matter and he will be coming around lunch time. However, other defence counsel submit that they are not willing to wait till that time, as they are waiting since morning and they have urgent matters in other courts to attend. Therefore, for rendering today’s purpose as infructuous and since the witness is present since morning and has to be discharged unexamined, costs of Rs 5,000 is imposed upon CBI,” Special CBI Judge Sanjeev Aggarwal said.The court directed the CBI to depute another prosecutor by the next date of hearing after it was informed that prosecutor Mohan had written to the agency to relieve him of his duties as SPP from the future proceedings in the case. The 2006 Navy War Room leak case involves leakage of over 7000 pages of sensitive defence information from the Naval War Room and the Air Headquarters, having a direct bearing on national security.The court had earlier framed charges after the five accused pleaded not guilty and claimed trial. Prime accused Ravi Shankaran is still absconding and has been declared a proclaimed offender by the court.

Bandipora encounter: Firing between militants, security personnel in Kashmir kills one terrorist

Early on Thursday morning, suspected militants and security personnel are engaged in a gunfight in Bandipora district of Jammu and Kashmir. According to latest updates, the firing is ongoing.

According to ANI, one of the terrorists has been gunned down and an operation is still underway.

Greater Kashmir reported that the encounter is ensuring in Aragam village of the district. According to the army officer quoted by the report, the encounter had “erputed after forces cordoned off a house located in the forests” in Aragam village. The army officer also mentioned that terrorists were holed up inside the house and that there was firing going on from both sides.

This attack comes just days after the Uri attacks which claimed the lives of 18 soldiers, leaving several others injured. In the Uri attacks, explosions and gunfire erupted as the militants attacked the camp, which is located barely few metres away from the Army’s Brigade Headquarters in Uri town, 102 kms from Srinagar.

Firstpost’s Sameer Yasir has reported that the Army confirmed that the Uri attacks were carried out by terrorists belonging to the Jaish-e-Mohammad militant outfit based in Pakistan.

According to an IndiaSpend report, the army’s combat death toll in Jammu and Kashmir (J&K) is 64 this year (until 18 September), the highest since 2010, when 69 soldiers died.

An army soldier was also killed in the gunfight with infiltrators in Naugam sector.Colonel SD Goswami, defence spokesman at Northern Command Headquarters, said Indian troops intercepted a group of terrorists near the LoC and foiled an infiltration bid in the Uri sector. “Another infiltration bid was foiled in Naugam sector. Operations are in progress,” he said.The infiltration bid was foiled just hours after Pakistan violated ceasefire and fired at the Indian posts using small and automatic weapons for around 20 minutes.”Ten to 12 militants terrorists attempted to infiltrate in Uri sector. They were intercepted and the infiltration bid was foiled and operations are on,” Colonel Rajesh Kalia, defence spokesman at Srinagar told dna.Later in the evening, the troops noticed suspicious movement of militants along the LoC in Naugam sector. Army immediately swung into action and launched the operation. Militants opened fire on the troops in which one soldier was killed. “Infiltration bid has been foiled in Naugam sector. One soldier has been martyred. Operations are continuing,” said Col Kalia.

In one of the deadliest attacks on the Army in recent years, 17 jawans were killed and 19 others injured as heavily armed militants stormed a battalion headquarters of the force in North Kashmir’s Uri town early on Sunday. The jawans of the Dogra Regiment were sleeping in a tent which caught fire due the explosion. The fire also engulfed the nearby barracks, the sources said. 17 jawans were killed in the terror attack, the Northern Command of the Army said. Nineteen other personnel were injured in the strike in which four militants were killed.

“A group of heavily armed terrorists targeted the rear administrative base of a unit at Uri, Kashmir. In the counter action, four terrorists have been eliminated and combing operations are in progress,” the Army said in a statement. “The administrative base had large strength of troops of units turning over after their tour of duty who were stationed in tents/temporary shelters which caught fire, and resulted in heavy casualties. We salute the sacrifice of 17 soldiers who were martyred in the operation,” the statement said.

Helicopters from the Army’s 19 divisional headquarters in Baramulla have been pressed into service and the injured Army personnel have been evacuated from the encounter site, the sources said. Defence Minister Manohar Parrikar and Army Chief Gen Dalbir Singh Suhag are rushing to Kashmir in the wake of terror attack in Uri.

The Home Minister has also called an emergency meeting to review the situation arising out of the terror attack. The attack comes two years after militants had carried out a similar type of attack at Mohra in the same area. Ten security personnel were killed in the attack that took place on December 5, 2014.

It is believed that the attack was the handiwork of a freshly infiltrated group of militants who could have entered along the Salamabad Nallah into the town. The Home Minister has postponed his scheduled visit to Russia and the United States in the wake of the attack in Uri and the unrest in Jammu and Kashmir.

Singh also spoke to the Jammu and Kashmir Governor and Chief Minister Mehbooba Mufti on the situation arising out of the terror strike in Uri. The Home Minister was scheduled to leave for Russia tonight for a four-day bilateral visit and later to the US on September 26 for a six-day tour to attend the Indo-US Homeland Security Dialogue. “Keeping the situation of Jammu and Kashmir in mind and in the wake of terror attack in Uri, I have postponed my visits to Russia and the US,” he said in a statement here.

The Home Minister said he has spoken to Governor N N Vohra and the Chief Minister and discussed with them the situation arising out of attack on a Army Brigade Headquarters in Uri and both of them apprised him of the overall situation in Jammu and Kashmir. “I have given instructions to Home Secretary (Rajiv Mehrishi) and other officers in the Home Ministry to closely monitor the situation in Jammu and Kashmir,” he said.

Pulgaon is India’s largest arms, ammo dump: Any fire is disastrous

A major fire at the central ammunition depot (CAD) in Maharashtra that broke out early on Tuesday morning has killed at least 20 personnel, including 18 Defence Security Corps jawans and two officers, and has injured 19 others.

The arms depot at Pulgaon (110 km from Nagpur) is the country’s largest and houses the biggest stockpile of weapons. Stocks from various factories come here first and is then distributed to various other areas. The depot, which is also Asia’s second largest ammunition centre, according to a report in NDTV, has the highest level of security.

Even as Maharashtra Chief Minister Devendra Fadnavis directed district officials to extend whatever help possible, tweeted ANI, Prime Minister Narendra Modi has asked Defence Minister Manohar Parrikar to take stock of situation in Pulgaon.

But, the more important question here is what makes CAD so important?

The Hindu reported that the depot, besides storing ammunition reserves, is also involved in demilitarising or disposing the ammunition, after its expiry date. This is naturally a dangerous process and is usually done in open spaces where the demolition explosives are employed, as accidents are common.

A report by the Ministry of Defence said that apart from the CAD in Pulgaon, there are 14 others located in different parts of the country.

A March 2013 report of the Comptroller and Auditor General of India on Ammunition Management in Army, explained that the Director General Ordnance Services (DGOS) at the Army Headquarters (AHQ) is responsible for the overall management of ammunition in the Army and carries out the annual provisioning and procurement. Most of the ammunition is procured from the Ordnance Factory Board (OFB) and to meet this requirement ten factories of Ammunition and Explosives Group, under OFB, are engaged in production of ammunition and explosives.

Where does the CAD at Pulgaon figure in all this?

The report added that the Pulgaon depot is responsible for the all-India supply of ammunition and explosives after receiving them from agencies including Ordnance Factories, trade sources and issuing items to ammunition depots or field ammunition depots for replenishing their stocks.

Patna: A Bihar court on Thursday rejected the bail plea of Manorama Devi, a suspended Janata Dal-United legislator and mother of murder accused Rocky Yadav, officials said.

An arrest warrant was issued last week against Manorama for keeping liquor in her home in Gaya town in violation of the prohibition law of the state and for harbouring her fugitive son who has since been arrested.

Authorities in Gaya last week cancelled the arms licences of Manorama and her husband Bindi Yadav.

The legislator, who was suspended from the ruling Janata Dal-United (JD-U) last week, was evading arrest.

Manorama last Friday filed an anticipatory bail plea despite the fact that police had intensified search operations to arrest her and the district administration had prepared to confiscate her house. Hearing on her plea was deferred by the court on Monday.

Her son Rocky Yadav was arrested on Tuesday from a house in Bodh Gaya for allegedly killing Aditya Sachdeva, the son of a Gaya-based businessman, on 7 May. He has been sent to police custody.

Her husband Bindi Yadav, a criminal turned politician, was also arrested in connection with the killing of the teenager.

Aditya’s family has demanded a CBI probe into the case and speedy trial to ensure justice.

With Bihar Chief Minister Nitish Kumar asserting that no guilty will be spared, the police have promised to file a charge sheet within a month.

Additional Director General of Police (Headquarters) Sunil Kumar said: “Police have been working to complete investigations in the case within three weeks. The charge sheet will be filed within a month to ensure speedy trial.”

Bihar teen murder: Rocky Yadav’s cousin Teni surrenders before Gaya Police

In the latest development to the murder probe of a Class XII student in Bihar, prime accused Rocky Yadav’s cousin Teni Yadav surrendered before the Gaya Police, media reports said on Monday.

According to Zee News, the court then sent Teni Yadav, the third accused in the case, to 14 days judicial custody.

Teni was purportedly present when 19-year-old Aditya Sachdeva was shot dead for allegedly overtaking the car belonging to Rocky, the son of suspended JD(U) leader Manorama Devi, reported NDTV.

Earlier on Monday, the Gaya court deferred hearing on the anticipatory bail plea of Manorama Devi. The Gaya court also asked for case diary and record of the lower court in this regard.

On Saturday, Rakesh Ranjan Yadav alias Rocky Yadav who initially told reporters that he was innocent of the crime, confessed to killing Sachdeva for overtaking his SUV.

Rocky, who was initially absconding, surrendered after 54 hours. He was later sent to 14-day judicial custody by a Gaya court, police said.

On 10 May, the Bihar police said that Rocky will be subjected to a speedy trial.

“SSP Gaya has been directed to ensure a speedy trial in the case. The investigation is still on and it will be completed within three weeks and a chargesheet will be filed within a month,” the Additional Director General of Police (Headquarters) Sunil Kumar told reporters.

Aditya Sachdeva was allegedly shot dead by Rocky Yadav for overtaking his vehicle near the police lines in Gaya district on Saturday night.

When pointed out that Yadav denied opening fire, the ADGP said, “No accused confesses that he has committed crime. Let him say whatever he is saying. He will get opportunity during trial.”

Meanwhile, Chief Minister Nitish Kumar has denied that this is the latest in Bihar’s emerging “jungle raj”, as alleged by BJP.

Acting on a tip off, the Special Task Force of Kolkata Police arrested two top Maoist leaders, Vikas and Tara, from Brigade Parade grounds within Maidan Police Station limits on Saturday.”Based on reliable source information, STF arrested Vikas, who is the leader of the state committee of the Maoists. He is also the secretary of the state military commission. Vikas was accused of many incidents at Sildar, Sankrail, Lalgarh, which resulted in death of many. Besides Vikas, we have also arrested his wife Tara. Women’s helpline number ‘181’, whose operation was recently taken over by Delhi Commission for Women (DCW), will be linked with the police emergency service number ‘100’.The decision was taken during a meeting between the DCW Chairperson Swati Maliwal and the newly-appointed Police Commissioner Alok Verma at Delhi Police Headquarters, a senior DCW official said.Maliwal told Verma about DCW’s project for setting-up Mahila Panchayats in Delhi and suggested direct linkages between the programme and local police stations. Call claiming bomb was planted at West Bengal secretariat turns out to be a hoax

Kolkata: A phone call on Thursday claiming that a bomb had been planted inside the West Bengal secretariat ‘Nabanna’ that houses Chief Minister Mamata Banerjee‘s office, turned out to be hoax.

The call was received at the PBX of ‘Nabanna’ when the Chief Minister was present in her office on the 14th floor.

Police was immediately informed of about the phone call, Joint Commissioner Kolkata Police (Headquarters) Supratim Sarkar said.

Kolkata Police, its bomb detection and disposal squad, dog squad, special branch, detective department along with Howrah Police and other security agencies immediately rushed to ‘Nabanna’ and conducted a thorough search on all the floors, Sarkar said.

Senior police officers monitored the drill at the Secretariat which houses many important departments and offices of a number of ministers.

Along with different floors, the roof of the building too was checked throughly by the bomb and dog squads, besides the parking and other places around the building.

The call turned out to be a hoax as nothing was found in the hours-long search operation, Sarkar said.

Security in and around the entire Secretariat has been beefed up following the incident, he added.

Bomb hoax at West Bengal state secretariat Nabanna

Nabanna, the West Bengal state secretariat, received a call threatening to blow up the building with a bomb. However, the police confirmed that the call was a hoax. Around 3 pm on Thursday, just after the threat call was received, several teams of the Bomb Disposal Squad, Dog Squad, Special Task Force (STF), Special Branch (SB) and other officials of Detective Department (DD) immediately rushed to the spot. The terrace and every floor of the building was checked with great care but the police did not find any trace of explosives. The building was later evacuated for security measures.When the threat call was received, West Bengal Chief Minister Mamata Banerjee was chairing a meeting on the 14th floor of the building. Other ministers and secretaries were also present when the search operation was underway. “Nabanna bomb scare is a hoax call. Efforts are on to track the caller. Our SB, DD teams along with the Bomb Disposal Squad and sniffer dogs have been searched and nothing has been found,” said Supratim Sarkar, Joint Commissioner of Police (Headquarters) said.

Delhi cops seize 50 pistols, 100 magazines from suspect

The special cell of the Delhi Police arrested 33-year-old Savinder Kumar with 50 sophisticated pistols of .32 bore with 100 magazines on Tuesday. Slated as the biggest illegal arms haul in the recent past, the accused was arrested from Central Delhi’s Sarai Kale Khan area after the cops intercepted a cherry red car laden with the ammunition. The accused Kumar was produced in the district courts today and has been remanded to police custody for 12 days.<!– /11440465/Dna_Article_Middle_300x250_BTF –>Announcing the news at a press conference held at the Delhi Police Headquarters, Deputy Commissioner of Police (Special Cell) Sanjeev Kumar Yadav revealed the modus operandi and the details of the investigation. “It has emerged out as the biggest haul of illegal pistols in the capital in the recent past,” Yadav said. He went on to add that, “The arrest came on the heels of tip-off received by an informer about the large network of illegal weapons having roots in Bihar and operating in National Capital Region (NCR), Delhi and adjoining areas of UP.”The arms being trafficked were meant for criminals in Delhi and National Capital Region.Kumar who hails from Meerut, Uttar Pradesh belonged to a family of farmers and during the interrogation claimed that he had been supplying illegal arms since the past 18 months. Kumar used to source his weapons from Dhanbad, Jharkand and in the past month, he had opened an assembly and manufacturing unit of his own. Kumar claims to have completed six assignments in and around the NCR area and delivered around 400 high quality semi-automatic pistols. To ferry his consignments he had bought himself a chery red Chevrolet Aveo and had customized the boot of the car to contain a cavity in which he could hide the weapons.A case under the Arms Act has been registered against him at the Special Cell Police Station. Kumar also has an attempt to murder case registered against him in Meerut.

All 54 African States who are members of the United Nations participated along with the Organization of African Unity in this milestone event.He also served as an international civil-servant at the International Atomic Energy Agency in Vienna from 2006-2011.
